
Exclusive-US diplomats asked if non-whites qualify for Trump refugee program for South Africans
President Donald Trump's February executive order establishing the program specified that it was for "Afrikaners in South Africa who are victims of unjust racial discrimination," referring to an ethnic group descended mostly from Dutch settlers.
In a diplomatic cable sent July 8, embassy Charge d'Affairs David Greene asked whether the embassy could process claims from other minority groups claiming race-based discrimination such as "coloured" South Africans who speak Afrikaans. In South Africa the term colouredrefers to mixed-raced people, a classification created by the apartheid regime still in use today.
The answer came back days later in an email from Spencer Chretien, the highest-ranking official in the State Department's refugee and migration bureau, saying the program is intended for white people.
Reuters was unable to independently verify the precise language in the email which was described to the news agency by three sources familiar with its contents.
The State Department, responding to a request for comment on July 18, did not specifically comment on the email or the cable but described the scope of the policy as wider than the guidance in Chretien's email.
The department said U.S. policy is to consider both Afrikaners and other racial minorities for resettlement, echoing guidance posted on its website in May saying that applicants "must be of Afrikaner ethnicity or be a member of a racial minority in South Africa."
Chretien declined to comment through a State Department spokesperson. Greene did not respond to Reuters requests for comment.
The internal back-and-forth between the embassy and the State Department - which hasn't been previously reported - illustrates the confusion in how to implement a policy designed to help white Afrikaners in a racially diverse country that includes mixed-race people who speak Afrikaans, as well as whites who speak English.
So far the State Department has resettled 88 South Africans under the program, including the initial group of 59 who arrived in May. Another 15 are expected to arrive by the end of August, one of the sources said.
Trump, a Republican who recaptured the White House pledging a wide-ranging immigration crackdown, placed an indefinite freeze on refugee admissions from around the world after taking office, saying the U.S. would only admit refugees who "can fully and appropriately assimilate."
Weeks later, he issued an executive order that called for the U.S. to resettle Afrikaners, describing them as victims of "violence against racially disfavored landowners," allegations that echoed far-right claims but which have been contested by South Africa's government.
Since the executive order, U.S. diplomats working to implement the program have been deliberating internally about which racial groups could be considered eligible, one of the sources said.
In the July 8 cable, Greene laid out a summary of the different ethnic and racial groups in the country before seeking guidance on eligibility. In addition to Afrikaners and mixed-raceSouth Africans, Greene mentioned indigenous South Africans known as the Khoisan people.
He said that members of the Jewish community had also expressed interest, but that in South Africa they are considered a religious minority and not a racial group.
"In the absence of other guidance, [the U.S. embassy] intends to give consideration to well-founded claims of persecution based on race for other racial minorities," Greene wrote.
At least one family identified as colouredhas already traveled to the U.S. as refugees, two people familiar with the matter said.
The cable forced the administration to clarify its position on whether the policy is for whites only, and if it does include other aggrieved minorities, who would qualify, two of the people familiar with the matter said.
Chretien, a conservative who wrote op-eds promoting the Heritage Foundation's "Project 2025" plan to overhaul the federal government, is the senior official at the State Department's Bureau of Population, Refugees, and Migration.
During the apartheid era, which ended with the first democratic elections in 1994, South Africa maintained a racially segregated society with separate schools, neighborhoods and public facilities for people classified as Black, coloured, white or Asian.
Blacks make up 81% of South Africa's population, according to 2022 census data. Coloured South Africans make up 8%, and Indians 3%. Afrikaners and other white South Africans constitute 7% of the population but own three-quarters of the privately held land in the country.
When asked about the program in May, Trump said he was not giving Afrikaners preferential treatment because they are white.
"They happen to be white, but whether they are white or Black makes no difference to me," he said.
In response to a request for comment, a White House official said the administration's policy reflected Trump's executive order.
'We will prioritize refugee admissions for South African citizens, including Afrikaners and other racial minorities in South Africa, who have been targeted by the discriminatory laws of the South African government," the official said.
The assertion that minority white South Africans face discrimination from the Black majority has spread in far-right circles for years andbeen echoed by white South African-born Elon Musk, a U.S. citizen who served as a top White House aide during the first four months of Trump's administration.
The South African government has rejected the allegations of persecution and a "white genocide." There is no evidence to back up claims of widespread, race-based attacks in the country.
During acombative Oval Office meetingwith South African President Cyril Ramaphosa in May, Trump showed a printed image of a Reuters video taken in the Democratic Republic of Congo as part of what he falsely presented as evidence of mass killings of white South Africans.
The South African Chamber of Commerce said earlier this year that 67,000 people were interested in the program.

Tariff concerns weigh on reception of 13MP
PETALING JAYA: The 13th Malaysia Plan (13MP) announcement by the Prime Minister, which promises RM611bil in allocation for the next five years, did not bring much cheer to the stock market. Investors stayed on the sidelines as they were more concerned about the final tariff outcome, set to be announced by US president Donald Trump. Analysts who spoke to StarBiz, on the other hand, are not overly enthusiastic about the 13MP, although they do foresee benefits for households and several business sectors. It is, therefore, not surprising that the 13MP announcement did little to lift the mood of the already sombre Bursa Malaysia, weighed by foreign fund outflows. At market close yesterday, the stock exchange saw 545 gainers – outnumbered by 475 declines and 483 counters that remained unchanged. The benchmark FBM KLCI, on the other hand, fell by 11.25 points or 0.74% to 1,513.25 points on July 31. Of the 30 component stocks of the FBM KLCI, a total of 18 ended the day in the red. A similar negative sentiment was observed across key Asian stock market indices. Singapore's Straits Times Index lost 1.08%, while Hong Kong's Hang Seng declined 1.6%. China's Shanghai Composite Index fell 1.18% and South Korea's Kospi slipped 0.28%. However, Japan's Nikkei 225 rose 1.02%. Across the region, investors remained jittery as Trump's tariffs are set to take effect today. As for the investors in the Malaysian equities space, they may appreciate the 13MP measures more once the tariff dust has settled. iFAST Capital research analyst Kevin Khaw Khai Sheng saw no major surprises in the 13MP announcement. 'Overall, no surprise is the best surprise for us. 'The 13MP largely reiterates directions already outlined by the government within the Madani Economy framework.' Khaw viewed the increase in development expenditure as a positive development, signalling the government's sustained focus on infrastructure. Meanwhile, BIMB Securities director of research Mohd Redza Abdul Rahman said the 13MP looks at the various existing government policies that are currently active, 'as expected'. 'As some of these policies end in 2030, naturally the 13MP will focus on accelerating the deliverables of the outcomes outlined.' However, Mohd Redza noted several interesting new policies as part of the 13MP, one of them being the National AI Action Plan 2030. It targets to increase high-value research and the creation and commercialisation of intellectual property through the provision of research facilities and targeted incentives. 'The action plan is a step in the right direction as this action plan brings together the relevant policies to accelerate their implementation, by addressing the overlaps while also angling them into one common direction of execution.' The second interesting policy, according to Mohd Redza, is the National Trade Blueprint 2.0, which is meant to ensure that trade policy strategies and initiatives can be implemented effectively. 'The challenges and unpredictability of geopolitics, especially the tariff war, needs to be addressed smartly to strengthen our trade relations globally, whilst ensuring the sovereignty of the country is protected,' he added. Segment-wise, Mohd Redza sees the construction sector as the biggest winner of the 13MP, underpinned by the government's focus on development expenditures between 2026 and 2030. 'Furthermore, the potential hike in water tariffs would also provide another impetus for the sector, as under-investment in water production for years springs opportunities in the near future as the country aims to reduce non-revenue water (from leakages due to old pipes) and ensure that the current sources are sufficient to cater to the needs of population growth as well as the pick-up in industrial activities including data centres. 'The spillover effect will also be felt for the utilities sector. 'The focus on expanding the use of the industrialised building system and emphasis on affordable housing would be a boon to the property sector.' Meanwhile, the initiatives in support of upliftment of social mobility as well as raising the living standards will be positive for the consumer sector. This will lift the disposable income and purchasing power supported by broader consumption, but margin pressure may emerge in the near term for labour-intensive operators, according to Mohd Redza. Echoing a similar stance, iFast's Khaw anticipates domestic-focused industries –including consumer staples, construction and property – to be the primary beneficiaries of the 13MP. 'The technology sector, particularly semiconductor and software companies, holds the highest upside potential, given its current attractive valuations. 'However, we suggest investors approach this as a tactical play, as the broader macroeconomic landscape remains uncertain.' The next focal point, according to Khaw, is the outcome of the United States-Malaysia tariff negotiation. iFAST's base case is for the ultimate tariff rate to hold at 19% to 25%. 'In other words, the 25% might already be the ceiling and any lower tariff rate will be a catalyst for us. 'Our end-2025 FBM KLCI target remains at 1,600 points, while the US dollar-ringgit exchange rate will hold at 4.2 to 4.3,' said Khaw.

Russia's FSB targets foreign embassies in Moscow in cyber espionage campaign, Microsoft says

The analysis confirms for the first time that Russia's Federal Security Service, also known as the FSB, is conducting cyber espionage at the ISP level, according to findings from Microsoft Threat Intelligence. 'Microsoft is now certain that this activity is happening within Russian borders,' Microsoft's director of Threat Intelligence Strategy, Sherrod DeGrippo, told Reuters. Microsoft's findings come amid increasing pressure from Washington for Moscow to agree to a ceasefire in its war in Ukraine and pledges from NATO countries to increase defense spending surrounding their own concerns about Russia. The analysis tracks an FSB cyber espionage campaign that in February targeted unnamed foreign embassies in Moscow. The FSB activity facilitates the installation of custom backdoors on targeted computers, which can be used to install additional malware as well as steal data. Reuters could not determine which embassies were targeted. The U.S. State Department did not respond to a request for comment. Russian diplomats did not immediately respond to a request for comment. Moscow routinely denies carrying out cyber espionage operations. The hacking unit linked to the activity, which Microsoft tracks as 'Secret Blizzard' and others categorize as 'Turla,' has been hacking governments, journalists and others for nearly 20 years, the U.S. government said in May 2023 after the FBI disrupted one of its long-running operations.
