AI key to development, balanced growth: UAE at Brics Parliamentary Forum

The UAE Parliamentary Division took part in the 11th BRICS Parliamentary Forum held in Brasilia, the capital of Brazil.
Parliamentary delegations discussed climate issues, artificial intelligence, peace and security, and institutional parliamentary cooperation.
During the discussion on "Parliamentary Cooperation for Responsible and Inclusive Artificial Intelligence", Sara Mohammad Falaknaz, FNC Member, stated that artificial intelligence represents a promising opportunity for achieving development and balanced growth.
She emphasised that its optimal investment requires sound governance, beginning with fair and equitable legislation. She stressed that technological advancement should not come at the expense of justice, privacy, and digital sovereignty, and highlighted the importance of considering ethical and human dimensions when developing relevant legal and regulatory frameworks.
She pointed out that the United Arab Emirates was a pioneer in anticipating the technological future through pioneering initiatives--most notably, the appointment of the world's first Minister of State for Artificial Intelligence, the launch of the UAE Artificial Intelligence Strategy 2031 aimed at enhancing government performance and achieving economic excellence through AI technologies, as well as the establishment of the Mohamed bin Zayed University of Artificial Intelligence.
She concluded her speech by stressing the importance of enacting flexible and ethical legislation that keeps pace with rapid developments, supports innovation ecosystems, ensures the protection of individual and societal rights, and the need to enhance international parliamentary cooperation to exchange expertise and develop unified standards that ensure safe and inclusive digital transformation.

FNC member Mohammed Al Kashf questioned the Ministry about the ongoing ban on certain types of fishing—particularly the use of traditional wire traps, known locally as hiyal. According to Al Kashf, fishermen were notified of the bans via SMS messages that failed to provide clear timelines or durations. 'This lack of clarity prevents fishermen from benefitting during the most suitable times of the year,' Al Kashf told the Council. He urged the Ministry to consider 'adjustments that support both fish stock sustainability and the economic wellbeing of Emirati fishermen.' The Minister added that the ministry sends regular notifications to fishermen, including at the start and end of each season, and holds awareness workshops in coordination with the Fishermen's Cooperative Union. Four such workshops were organized this year alone to keep the community updated. 'We work closely with fishermen and regularly hold stakeholder meetings to address their challenges and align on goals,' Al Dahak said, emphasizing that preserving the fishing profession and ensuring its sustainability is a top priority for the ministry. She also noted that there is ongoing coordination with local authorities, as well as joint technical committees at the GCC level, to improve regional consistency in fishing policies. Fishermen Urge for Earlier Season Start, Regional Coordination While Al Kashf welcomed the Ministry's engagement with the fishing community, he said fishermen still face practical challenges, particularly when bans are imposed without prior notice or with reopening dates that remain uncertain. He emphasized that preparations for the fishing season, such as hiring crew members and securing gear and provisions, require both time and financial commitment. 'Veteran fishermen and sea-goers know the right times for the season to start, and the ministry is pushing efforts in the right direction,' Al Kashf acknowledged. 'But there is a clear call from fishermen to begin the season in early October instead, to match neighbouring countries.' The overarching request from the fishing community is clear: implement better communication, timely notifications, and a harmonized fishing calendar that aligns with other Gulf Cooperation Council (GCC) countries. Fishermen argue that such steps would not only make their work more viable but also help preserve fish stocks and the UAE's marine heritage.

Speaking to reporters, the Deputy Chairman noted, 'These positions were unanimously reflected in the Forum's final joint declaration. In particular, India's firm and principled stance on countering terrorism received strong endorsement.' He further emphasised that the Indian delegation, led by Lok Sabha Speaker Om Birla, unequivocally condemned terrorism in all its forms and robustly called for the adoption of a zero-tolerance policy towards terrorism. Harivansh highlighted that the 11th BRICS Parliamentary Forum, held in Brasília with participation from the Parliaments of all 10 member countries, including India, marked a significant success for the country. He noted that this year's event saw delegations from India, Brazil, Russia, China, South Africa, Iran, the United Arab Emirates, Egypt, Ethiopia, and Indonesia. Representatives from these Parliaments actively contributed to the discussions and played a key role in shaping the joint declaration. He pointed out that the joint declaration strongly condemned the recent terrorist attack in Pahalgam, India, with the member Parliaments pledging to take collective action against terrorism.
