Ego clash takes an ‘adverse' turn

Lucknow: Amid reports of clash of ego between ministers and bureaucrats in various departments, unhealthy terms between a senior minister and his department's principal secretary have become a matter of discussion in the govt corridors.
The crossfire, needless to say, has caused some collateral damage. Now, it's widely discussed in the state capital that since the department is of great public importance, such a tussle at the top could jeopardise its functioning.
Two officers were transferred to other departments a few months ago, however, the two senior officers, of whom one is a woman, continue to work in the same department.
The level of rancour has reached such a level that the minister is believed to have given an adverse note against the officers.
It's not clear whether the remarks are part of the Annual Performance Appraisal Report (APAR). The development had evoked mixed reactions.
Some officers were of the view that the minister should have avoided giving adverse remarks.
"Despite clashes of ego between ministers and bureaucrats, the situation never reaches a level where the minister has to give an adverse note to any officer," said one officer.
Another said: "We really don't know what the trigger was and how grave it was that the minister was forced to give adverse entry."

"A few months back, a dispute between a senior minister and his department's official had come to such a pass that both sides started blaming each other in front of the CM. However, even then that minister did not go to the extent of giving adverse entry," another officer said.
More than the issue around the adverse note, the discussion doing the rounds is 'will this clash end anytime soon, or the chief minister will have to intervene?'

He credited the endurance of India's army for showing courage in Kargil's challenging terrain with temperatures falling to minus 50 degrees Celsius, for India's victory. He said: "Our soldiers did not retreat, which is why we won Kargil. Those who flee never succeed, and those who spread hatred in society never achieve victory." Hitting out at the Opposition, the CM added that some people, after coming to power, attempt to damage the social fabric through politics and casteism. He listed out the benefits given by the state govt to soldiers and their families, saying that when a soldier is martyred on duty, the state govt provides Rs 50 lakh in assistance to his family while one family member is given a govt job. Since 2017, he added, the govt also honours a martyred soldier by creating a memorial or institute, or naming a road in the soldier's village, town, or city after him. Most recently, the govt decided to provide a 20% reservation in the Uttar Pradesh Police Force for Agniveers. During the programme, the CM honoured the families of the martyrs. The families of Captain Manoj Pandey, Lance Naik Kewlanand Dwivedi, Rifleman Sunil Jung, and Major Ritesh Sharma were present at the event.

As per the circular, retired teachers are to be temporarily assigned to vacant posts following the recent recruitment rounds for permanent and gyan sahayaks (teaching assistants). However, many education stakeholders have questioned the logic, pointing out that most retired teachers already receive significant monthly pensions, often exceeding Rs 50,000, and are unlikely to be interested in working again for a nominal honorarium. The Gujarat School Management Federation has formally objected to the decision, sending a letter of protest to the Commissioner of Schools. The letter highlighted that in many Indian states, the retirement age for teachers is 60 or even 62 years. Additionally, any honorarium received by retired teachers would be added to their existing pension income, potentially subjecting them to higher income tax liabilities, making the role financially unviable. Education activists and youth organisations are calling for the immediate withdrawal of the circular and urging the govt to create avenues for fresh talent in the education system.
