More than 1,000 arrested in Cambodian cyber-scam raids

Cambodian authorities have arrested more than 1,000 people in raids on cyber-scam compounds.
The suspects were arrested in raids in at least five provinces between Monday and Wednesday, according to statements from Information Minister Neth Pheaktra and police.
Cambodian Prime Minister Hun Manet issued a directive made public on Tuesday, telling law enforcement and the military 'to prevent and crack down on online scams', warning they risk losing their jobs if they fail to take action.
Since the pandemic, Cambodia has been plagued by the rapid spread of cyber-scam operations – many of them run by Chinese organised crime groups. Inside compounds ranging from individual flats to sprawling, multibuilding affairs, an international army of scammers is forced to run global romance and business cons that have bilked unwitting victims out of billions of dollars.
Most of those employed are lured in with promises of good jobs, only to face torture or even death if they try and escape. The UN estimates that more than 100,000 people are enslaved in Cambodia alone, part of a wider landscape in Southeast Asia responsible for an estimated $40bn stolen annually.
Those detained included more than 200 Vietnamese, 27 Chinese, and 75 suspects from Taiwan and 85 Cambodians in the capital Phnom Penh and the southern city of Sihanoukville. Police also seized equipment, including computers and hundreds of mobile phones.
At least 270 Indonesians, including 45 women, were arrested Wednesday in Poipet, a town on the border with Thailand notorious for cyber-scam and gambling operations, the minister said. Elsewhere, police in the northeastern province of Kratie arrested 312 people, including nationals of Thailand, Bangladesh, Indonesia, Myanmar and Vietnam, while 27 people from Vietnam, China and Myanmar were arrested in the western province of Pursat.
While the crackdown is the latest in a series of mass arrests, many critics have accused the government of doing too little to prevent their spread, alleging corruption and insider dealing. The US government in September imposed sanctions on tycoon Ly Yong Phat, a close associate of the prime minister and his family, over allegations of forced labour and cyber-scams.
Last month, Amnesty International released a report accusing the Cambodian government of 'deliberately ignoring a litany of human rights abuses including slavery, human trafficking, child labour and torture being carried out by criminal gangs on a vast scale in more than 50 scamming compounds located across the country'.
The government has routinely denied such claims, saying they are doing what they can.
Cambodia's latest crackdown comes in the middle of a bitter feud with neighboring Thailand, which began with a brief armed skirmish in late May over border territory claimed by both nations and has now led to border closures and nearly daily exchanges of nationalistic insults. Friendly former leaders of both countries have become estranged and there have been heated debates about which nation's cultural heritage has influenced the other.
Measures initiated by the Thai side, including cutting off cross-border electricity supplies and closing crossing points, have particularly heightened tensions, with Cambodia claiming it was retaliation for its intention to pursue its territorial claims. Thailand said its original intention was to combat long-running cyber-scam operations in Poipet.

Locals are reported to have sought shelter in bunkers. Photos shared by police on social media showed thick black smoke rising from a petrol station. A small supermarket and a hospital were also said to have been attacked. Thailand deployed its air force against Cambodian military targets along the border, striking two Cambodian military headquarters in the region, according to Thai military officials. There was no confirmation from the Cambodian side. The Thai military said that Cambodia had fired BM-21 rockets at populated Thai areas. It termed the attacks 'violent and inhumane crimes from the Cambodian side.' A long-running border dispute between the South Asian neighbours intensified into clashes on Thursday morning, with both countries blaming each other for firing the first shots. The conflict, rooted in colonial-era disagreements, centres on contested boundaries along their 800-kilometre border. Cambodian Prime Minister Hun Manet said in a post on Facebook that his country had always pursued peaceful solutions but now had no choice but to respond with armed force to armed aggression. While the Thai military said Cambodian forces opened fire on a base in Thailand's Surin province near the Prasat Ta Muen Thom temple, Cambodia countered that Thai troops initiated the assault. Tensions have spiked since a fatal shooting in May, and on Wednesday several Thai soldiers were injured by landmines in the contested zone. Thailand accused Cambodia of recently planting the mines. At the end of June, Thailand ordered the closure of border crossings in six provinces. Bangkok on Wednesday recalled its ambassador from Phnom Penh simultaneously ordering the Cambodian ambassador leave. The Thai embassy in Cambodia advised its nationals to leave as soon as possible 'insofar as this is possible in safety.'

The State of Qatar has reiterated its rejection of the use of food and the starvation of civilians as a weapon of war, calling on the international community to compel Israel to allow the safe, sustained, and unobstructed entry of humanitarian aid into the Gaza Strip, to be distributed by international humanitarian organisations. Permanent Representative of the State of Qatar to the United Nations Sheikha Alya Ahmed bin Saif Al-Thani during the UN Security Council's quarterly open debate on The situation in the Middle East, including the Palestinian question‌ (MEPQ)", held at UN Headquarters in New York. Her Excellency emphasised that the humanitarian situation in Gaza is beyond description, amid widespread famine, the collapse of infrastructure and the healthcare system, the spread of disease, and a death toll surpassing 58,000, including nearly 18,000 children. She affirmed the State of Qatar's strong condemnation of Israel's ongoing attacks on civilian infrastructure, including hospitals, schools, and residential areas, stressing that the forced displacement of Palestinians in any form constitutes a blatant violation of international humanitarian law. Her Excellency also stated that Qatar has made sincere efforts, in coordination with Egypt and the United States, to reach a permanent ceasefire in Gaza. She noted that past diplomatic efforts had yielded tangible results through previously reached agreements, and that current mediation efforts are ongoing to bridge the gap between the parties and secure an urgent agreement. She further condemned the statements made by Israel's Minister of Justice regarding the annexation of the West Bank, describing them as a continuation of illegal settlement policies and a flagrant violation of international law and UN Security Council Resolution 2334. She also denounced the approval of new settlement construction and the attacks carried out by settlers as part of an ongoing series of crimes against the unarmed Palestinian population. She called for urgent international action to protect civilians and to ensure accountability for those responsible. Her Excellency conveyed Qatar's condemnation of attempts by the Israeli occupation to alter the religious and historical status of holy sites, including the storming of Al-Aqsa Mosque by Israeli officials and settlers, the closure of the Jerusalem Fund, and the transfer of authority over Al Ibrahimi Mosque to a Jewish religious council. She said Qatar warned of the risks of regional spillover due to the conflict and condemned Israel's attacks on Syria, reaffirming its support for the Syrian Arab Republic's sovereignty, unity, and territorial integrity, and the legitimate aspirations of the Syrian people for stability and development. She also reaffirmed the State of Qatar's principled and unwavering support for Lebanon, its unity and territorial integrity, and called for the withdrawal of Israeli occupation forces from all Lebanese territory, urging all parties to uphold the ceasefire agreement. Her Excellency expressed the State of Qatar's welcome of the upcoming United Nations High-Level International Conference on the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution to be co-chaired next week by the Kingdom of Saudi Arabia and the French Republic. Qatar hopes the conference will yield tangible results and clear international commitments, serving as a foundational step toward full UN membership for the State of Palestine. Her Excellency concluded by reaffirming Qatar's principled and consistent stance in support of a just and sustainable solution to the Palestinian issue, based on international legitimacy and ensuring the inalienable rights of the Palestinian people, foremost among them, the establishment of an independent Palestinian state along the 1967 borders with East Jerusalem as its capital. She stressed that Qatar will spare no effort in facilitating and supporting efforts toward achieving this goal.
