Acreage under DSR up 16%, Punjab farmers signal slow and steady shift

Punjab has recorded a 16% jump in the adoption of direct seeding of rice (DSR) this Kharif season compared to last year, signalling a slow but steady shift in the state's efforts to conserve water in paddy cultivation. As per the data from the Punjab Agriculture Department, around 2.94 lakh acres have been brought under DSR this year, up from 2.53 lakh acres in 2024.
The government had set an ambitious target of bringing 5 lakh acres under DSR this year. The area covered so far accounts for just 3.72% of the total rice cultivation in Punjab — including both paddy and Basmati varieties,
Among the districts, Fazilka leads the way with 1.03 lakh acres under DSR, followed by Sri Muktsar Sahib (98,535 acres). Other districts with notable coverage include Firozepur (18,056 acres), Bathinda (14,382 acres), Amritsar (7906 acres), Mansa (7,281 acres), Faridkot (5,728 acres), Barnala (5,379 acres), Ludhiana (5,564 acres), Patiala (4,552 acres), Tarn Taran (3919 acres), Gurdaspur (3,263 acres), Moga (3,053 acres) and Fatehgarh Sahib (2,486 acres). The lowest adoption was recorded in Ropar, with just 219 acres under DSR.
A decade-long journey with ups and downs
The DSR technique — formally recommended by the agriculture department in 2010 — was initially adopted by only a few hundred farmers. In 2012, farmers adopted DSR in around 22,000 acres. The following years saw a surge: 96,083 acres in 2013, 2.84 lakh acres in 2014, and 4.07 lakh acres in 2015.
However, this growth was not sustained. Between 2016 and 2019, the area under DSR sharply declined due to technical challenges. Farmers unfamiliar with soil suitability, weed management, and nutrient requirements reported significant yield losses, leading to a crisis of confidence in the method.
The Covid-19 pandemic in 2020 and the resulting labour shortages once again brought DSR into the spotlight, as farmers struggled to find labourers for traditional paddy transplantation. That year, DSR adoption jumped to over 5 lakh hectares (12.35 lakh acres), accounting for nearly 18% of the total paddy area. It further grew in 2021 to 5.62 lakh hectares (13.89 lakh acres), driven by the second wave of the pandemic.
However, as normalcy returned and migrant labourers became available again, DSR lost its momentum. The area under it dipped sharply to 1.71 lakh acres in 2022, marginally improving to 1.73 lakh acres in 2023, before reaching 2.53 lakh acres in 2024.
Why DSR Matters
Unlike the traditional puddled transplanting method — where seedlings are grown in nurseries and then transplanted into flooded fields — DSR involves sowing seeds directly into moist soil using a specialised machine. The first irrigation is given only after 21 days, compared to continuous flooding for 4–5 weeks in traditional methods. As a result, DSR saves 15–20% water per acre, making it a potentially critical tool for Punjab, a state grappling with depleting groundwater reserves.
Despite its benefits, adoption remains limited. According to agriculture officials, many farmers still prefer the traditional method, partly due to lack of awareness, technical support, and fear of yield losses. However, those who have consistently used DSR in suitable soils report positive outcomes and continue with the technique.
'DSR is beneficial where soil conditions and irrigation schedules are managed properly,' said Narinder Singh Benipal, Joint Director, Agriculture. 'We have seen a 16.12% increase in DSR acreage this year, which is a good sign.'
The Way Forward
Officials say that extensive awareness campaigns, hands-on training for farmers, and on-ground support for weed and nutrient management are essential to build confidence in the DSR technique.
While the gains this year are encouraging, Punjab's long-term sustainability in rice cultivation hinges on scaling up water-saving methods like DSR — especially as climate change and water scarcity become more pressing. The challenge is not just technical, but cultural: convincing farmers to shift from age-old practices to this, but ultimately, better yields.

Kochi: High court has ruled that the state govt cannot deny rent/compensation for a building taken over and used under the provisions of the Disaster Management Act, 2005, merely on the ground that the construction was unauthorised. The ruling was issued by a bench of Justice N Nagaresh while allowing a petition challenging the order of the Thiruvananthapuram district collector, who had denied rent for the takeover of a private medical college, along with all its existing human and material resources, during the Covid-19 pandemic for use as a treatment centre. The petitioners, SR Educational and Charitable Trust at Varkala in Thiruvananthapuram, stated that in March 2020, the collector had directed them to hand over the hospital buildings and facilities to the district medical officer under the Disaster Management Act. Although the hospital was later returned to the petitioners in Nov 2021, following another order of the collector, no rent or compensation was paid. The petitioners claimed Rs 46 crore as rent/compensation, but the collector rejected the claim, holding that the petitioner was not entitled to any compensation as the building constructed for the medical college was unauthorised. Aggrieved by this, the petitioners approached HC. In the interim, the rent committee fixed the rent for the portion of the building used for Covid-19 response activities at Rs 1.06 crore, based on a direction from the bench. Meanwhile, the local panchayat authorities reported that the women's hostel building of the college was constructed in violation of coastal regulation zone (CRZ) norms. Upon examining the facts, HC noted that Section 66 of the Disaster Management Act lays down the procedure for computing rent/compensation, and that rent cannot be denied solely on the ground of unauthorised construction. If there are statutory violations in the building's construction, the authorities are free to proceed in accordance with the law. However, once a building has been used by the govt, the authorities are legally bound to pay rent or compensation to the petitioner. Accordingly, HC directed the collector and district disaster management authority to take a fresh decision in the matter within three weeks.

Minister for School Education, Anbil Mahesh Poyyamozhi participated in a review meeting on the State Level Achievement Survey (SLAS) in Namakkal on Monday. The survey was conducted from February 4 to 6 for students studying in classes 3, 5, and 8 in government and government-aided schools in Namakkal district for the academic year 2024-25. A total of 20,632 students in 1,085 schools in the district were part of the survey. The survey report was published on the EMIS website on May 27 this year. Based on this report, 61.3% of students have passed in class III, 55% in class V and 39.6% in class VIII. The overall achievement of students in these three classes was 52%, securing 33rd rank in the State. A review meeting was conducted with the headmasters of the schools that were lagging behind in the SLAS survey at a private college near Rasipuram on Monday. Minister Anbil Mahesh Poyyamozhi presided over the meeting. The Minister said that teachers should work to improve students' ability to answer questions based on learning outcomes in the subjects they teach. During Covid-19, there was a learning gap due to lockdown. To reduce the gap, State Government introduced initiatives such as Illam Thedi Kalvi, Ennum Ezhuthum Thittam and Manarkeni App for students from classes 1 to 5. A skill movement was established for students from classes 6 to 9 to achieve basic and essential skills, the Minister said. Stating that there are 611 smart classrooms in 574 primary schools in Namakkal district, the Minister said that high-tech labs were made available in 136 middle schools in the district. Earlier, these facilities were only available in high and higher secondary schools. Teachers should make full use of all these facilities and schemes while teaching students, Mr. Poyyamozhi added. In the meeting, District Collector Durgamoorthi, Chief Educational Officer (CEO) P. Maheswari and officials from concerned departments participated.

Jain muni leads protest against BMC crackdown on pigeon-feeding

MUMBAI: The BMC's ongoing crackdown on kabutar khanas (public pigeon feeding spots) has now extended to residential societies, leading to protests from those who see this as an attack on 'religious and cultural traditions', for instance the Jain community which has traditionally set up kabutar khanas. The next compliance hearing is scheduled for August 7, where the court will review medical data from KEM Hospital and enforcement reports from the BMC and Mumbai police. The civic body said it was following the affidavit submitted by KEM Hospital to the court which stated that pigeon droppings contribute to serious respiratory illnesses such as hypersensitivity pneumonitis (HP). The claim has been backed by medical science for years but the controversy in Mumbai hotted up only fairly recently. In response to the BMC's action, around 1,000 members of the Jain community gathered for a protest between the Gateway of India and Radio Club on Sunday. The protest was led by Jain muni Nilesh Chandra Vijay, pravakta of the Vishwa Hindu Parishad's Mumbai and Konkan region committee alongside former Colaba corporator Puran Doshi. Sandeep Jain, a resident of Prithvi Bandhan, a housing society in Worli, revealed that he was recently warned against feeding pigeons on his terrace. 'I am a tenant, and my landlord called me up to tell me that the BMC clicked photographs of me feeding the pigeons and issued a notice to the society,' he said. 'I have been warned that I will be fined if I feed them.' On Sunday, the protestors chanted slogans such as 'Shanti Jineshwar shanti karo, sabhi jivon ko sukhi karo' and 'Abol jivon ki hai ye pukar, mat ujado hamara sansaar'. The demonstrators demanded an end to what they described as 'a systemic attempt to starve pigeons' and destroy traditional feeding zones. 'If the high court delivers an unfavourable verdict on August 7, we will peacefully protest inside the Dadar kabutarkhana itself,' said Jain muni Nilesh. 'We are even reciting the Hanuman Chalisa for the pigeons now.' Calling the BMC's actions 'criminal' and 'inhumane', the muni alleged that starving pigeons was 'a deliberate act of cruelty'. 'There are 51 kabutar khanas and on a daily basis, 100 to 150 pigeons are dying,' he claimed. 'The pigeons are waiting to be fed. The BMC fined people during COVID for not wearing masks, now they want to loot Jains in the name of pigeons.' Muni Nilesh added that feeding pigeons was linked to astrological traditions, including offerings to Navgraha and Rahu-Ketu. 'In our Jain religion, killing even an ant is a sin,' he said. 'But here pigeons are dying daily.' The muni said that since it concerned the Jain religion, the community was willing to go against the Constitution as well. 'We have instructed people to revolt if the BMC comes visiting their homes to collect fines,' he said. Former Colaba corporator Puran Doshi backed the protest, citing international research suggesting that other factors, including air conditioners, wet walls and genetic predisposition could contribute to respiratory illnesses. He claimed that there was 'no evidence' that pigeons were responsible for pulmonary deaths. 'There are hens, vultures, and crows too. Why target only pigeons?' he said. Doshi added that pigeons had been fed at kabutar khanas for years and suddenly it had stopped. 'Now feeding in the house is also inviting an FIR,' he said. 'The pigeons go to the same place for foodgrains. It is as good as inadvertently ordering death by starvation.' BJP minister Mangal Prabhat Lodha also weighed in, urging the BMC to consider a 'balanced approach' that respected both public health concerns and cultural sentiment. In a letter to BMC commissioner Bhushan Gagrani, Lodha proposed designating alternative feeding zones such as BKC, the Mahalaxmi Racecourse and Aarey Colony. 'Pigeons are dying due to lack of food,' he stated. 'We must find a humane and practical solution that respects our traditions.' The Jain community has announced a peace rally on August 10, followed by an indefinite fast at Dadar Kabutarkhana by Muni Nilesh if the August 7 court ruling does not favour pigeon feeding rights. The rally is expected to draw participation from residents of Dadar, Vile Parle and South Mumbai, from where over 1,000 people have already joined earlier demonstrations.
