Arms dealer 'linked to Vadra' now a fugitive

Time of India18 hours ago
NEW DELHI: A Delhi court on Saturday declared arms dealer Sanjay Bhandari a fugitive economic offender, observing that failed extradition attempts does not make him an "angel or immune from the prosecution for the violation of Indian laws".
The order, which was reserved by the court of Special Judge Sanjeev Aggarwal on May 24, was pronounced on Saturday.
"Extradition attempt may have failed, but it will not make accused angel or immune from the prosecution for the violation of Indian laws. FEO proceedings are another way of making one come back to India to face trial by coercing him to return by attachment, confiscation of properties of such fugitive economic offender and proceeds of crime, and by disentitling the such fugitive economic offender from putting forward or defending any civil claim," the judge said in his 100-page judgment.
"...this court is satisfied that Sanjay Bhandari is a fugitive economic offender under section 12(1) of the Fugitive Economic Offenders Act, 2018, and is declared as such under the above provision(s)" of the Act, he said.
ED and I-T department had in the extradition proceedings claimed that Bhandari had undisclosed foreign income worth Rs 655 crore on which he evaded tax worth Rs 196 crore.
The middleman in defence deals, allegedly a key factor in deals like that of trainer aircraft Pilatus, deposited huge amounts of money in bank accounts of overseas shell companies and also invested in properties in the UAE and the UK between 2009 and 2016.

The case against Bhandari has an important political dimension - his alleged links with
Robert Vadra
, spouse of Congress MP Priyanka Gandhi Vadra. Robert is also being probed for his links with Bhandari, who fled to London when multiple agencies started investigating him in 2016.
The judgment came on the ED's application filed under the Act in 2019. The court said the "fugitive" tag is to an individual who has committed schedule offence or offences involving an amount of Rs 100 crore or more and who has absconded or refused to return to avoid criminal prosecution.
This will allow ED to confiscate his properties anywhere in the world and bar Bhandari, who is wanted by Indian agencies in multiple cases, from filing or defending any civil proceedings in India.
The judge dismissed Bhandari's counsel's argument that the UK high court's order disallowing ED's plea for his extradition makes him eligible to stay in London, and therefore, FEO won't apply to him. "The said argument is without any substance as the extradition failure will not make any difference as the extradition of the accused was one of the means to bring the accused to India to face trial in the said offence under Section 51 of the Black Money Act," the judge said.
The court stressed Bhandari wilfully refused to return to face criminal prosecution, and said, "...this court is satisfied that the total value of the schedule offence is Rs 100 crore or more i.e. the schedule to the present FEO Act which is Section 51 of Black Money Act."
The court also rejected Bhandari's contention that declaring him a fugitive economic offender entails very serious consequences, effectively amounting to economic death penalty. "Bhandari always has an option to return... when he chooses not to return to India, he cannot take the plea of avoiding all the legal consequences... In any case those who play with fire should be aware of its consequences," the court said.

Piped natural gas: Beyond business as usual

As India transitions to a cleaner future, natural gas is emerging as a crucial bridge fuel. Recognising its strategic role, the government aims to increase the share of natural gas in the primary energy mix to 15 percent by 2030 from the 2022 level. As a part of this push, expansion of city gas distribution (CGD) networks has come into focus, witnessing the fastest growing gas demand and becoming the second-largest gas consuming sector after fertilisers. Yet the segment seems to be facing various hurdles to its growth, especially on the regulatory and policy fronts. The Indian government has awarded 307 geographical areas across 12 bid rounds, spread over around 748 districts by 2024. The CGD companies—public and private—have committed to connect 120 million piped natural gas (PNG) users by 2030. However, the actual rollout figures tell a different story. Currently, India has over 15 million PNG connections with nearly 1.6 million connections being added annually over the 2020-24 period. To hit the 2030 targets, the rollout of PNG connections would need to accelerate more than ten-fold, which translates to an addition of nearly 18 million connections annually over the next 6-8 years. Achieving this ambitious target requires a deviation from the 'business as usual' stance. The gap between the targets and the actual PNG connections today is more of a performance issue reflecting deeper structural and regulatory challenges.

Syama Prasad Mookerjee symbolised unwavering commitment to India's integrity: Arunachal Guv

Arunachal Pradesh Governor Lt. General K.T. Parnaik (Retd) said on Sunday that Syama Prasad Mookerjee was a shining example of unwavering commitment to India's integrity, cultural pride, and democratic values. Manipur Governor Ajay Kumar Bhalla highlighted Mookerjee's immense contributions to nation-building. Addressing the commemoration of the 125th Birth Anniversary of Mookerjee in Itanagar, the Arunachal Pradesh Governor passionately addressed the youth of the northeastern state, declaring them the torchbearers of Mookerjee's vision. He affirmed that their strength is in their talent and capacity to dream big for their community, state, and country. The Governor urged the youth of the state to embrace deep pride in their traditional heritage, art, culture, land, and languages, while simultaneously showing equal courage in excelling across science, sports, technology, innovation, and entrepreneurship. Lt. Gen Parnaik said that Mookerjee was far more than a political figure. He was a visionary, an esteemed educationist, and a courageous nation-builder driven by a profound belief in 'One India, Great India'. He founded the Bharatiya Jana Sangh in 1951, laying the ideological groundwork for national unity and integrity at a time when the country was still healing from partition. The Governor recounted Mookerjee's unwavering opposition to Article 370 and his powerful call for "One Country, One Head, One Flag, One Constitution" in 1953, a stance that marked a pivotal moment in Indian political history. He noted that this very dream of equality, national integration, and constitutional unity was realised under the decisive leadership of Prime Minister Narendra Modi and Union Home Minister Amit Shah, with the abrogation of Article 370 and the full integration of Jammu and Kashmir into the Indian Union. Recalling the pivotal role of Mookerjee in the Constituent Assembly, the Governor said that he persistently advocated for minority rights and the preservation of regional languages to ensure a Constitution acceptable and applicable to all communities. In Imphal, Manipur Governor Bhalla, on the occasion, described Mookerjee as a towering figure in the history of modern India, a distinguished patriot, freedom fighter, visionary leader, and an intellectual of remarkable stature. As one of the key architects of independent India, Mookerjee played a significant role in shaping the country's political and educational landscape, the Governor said. He was also a strong advocate for national integration and worked tirelessly to uphold the unity and integrity of the nation. The Governor also recalled Mookerjee's pivotal role in the integration of Jammu and Kashmir. His firm stance was encapsulated in his well-known statement: 'Ek deshmein do Vidhan, do Nishan, do Pradhan nahichalenge' — reflecting his unwavering commitment to the principle of one nation, one constitution. Bhalla appealed to everyone to remember and draw inspiration from Mookerjee's legacy of selfless service, unwavering commitment to national unity, and fearless pursuit of constitutional integrity.

Indian companies can unlock $9.82 trillion in gross value added by 2035: Report

As the global economic landscape evolves rapidly, Indian businesses can unlock $9.82 trillion in gross value added (GVA) by 2035, according to a new report. As per the PwC India study, one of the most significant domains contributing to the GVA calculus will be the 'Make' domain, which includes manufacturing and industrial production, among other sectors. The report estimates that this domain alone will expand from $945 billion in 2023 to nearly $2.7 trillion in GVA by 2035. The PwC India's report, 'Navigating the value shift', said mega trends such as climate change, demographic shifts and technological disruptions are creating new avenues for value creation that transcend traditional industry boundaries. Amid this scenario, businesses are rapidly diversifying to capitalise on the evolving landscape. 'However, to navigate this transformation effectively, they require a fresh approach to identify where and how to diversify in order to seize value in motion. To support this need, PwC has developed a domain-based framework designed to guide strategic-decision making in this new era,' the report mentioned. Domains represent markets where businesses go beyond traditional sector boundaries to address fundamental human and industrial needs. 'India CEOs are already responding to these shifts. In PwC's 28th 'Annual Global CEO Survey: India perspective', 40 per cent of India CEOs stated that their companies have entered at least one new sector in the past five years, with half of them generating up to 20% of their revenue from these new ventures,' said Sanjeev Krishan, Chairperson, PwC in India. But to sustain momentum and unlock full value, businesses must move beyond ad hoc diversification. 'A domain-led lens that goes beyond the sector-led approach provides a powerful way to reimagine capabilities, collaborate across ecosystems, and build future-ready business and revenue models,' he mentioned. With India's economy projected to reach $30 trillion by 2047, domain-based innovation could play a pivotal role in driving the nation's inclusive, sustainable and tech-powered growth. 'Consider another domain, 'how we build.' As technology continues to reshape the way we construct and manage built environments more efficiently, traditional sectors such as real estate, construction and building management are being complemented by innovation spaces,' the report noted. These include smart, sustainable buildings; building tech and data solutions; and smart city infrastructure. Together, they represent a shift towards a more efficient, intelligent and integrated approach to the 'Build' domain. On the other hand, the telecommunications sector illustrates a range of cross-domain possibilities. The value pools emerging in these new growth domains represent exciting growth opportunities, said the report.
