
MOCCAE and FAO launch UAE Food Control System Assessment with over 50 federal and local participants
Dubai: The UAE Ministry of Climate Change and Environment (MOCCAE) and the Food and Agriculture Organization of the United Nations (FAO) have launched the Food Control System Assessment in the UAE during a five-day inception and training workshop held at MOCCAE headquarters in Dubai, which concluded today. More than 50 focal points from the UAE's Competent Authorities (CAs) participated in the workshop, marking the beginning of a comprehensive evaluation of the national food control system.
The workshop brought together senior officials and technical staff from the various federal and governmental entities in the UAE, with FAO experts guiding them through the FAO/WHO Food Control System Assessment Tool. This globally recognized instrument evaluates approximately 160 criteria, spanning food safety policy, legislative frameworks, monitoring and inspection systems, risk management, and traceability. It aims to align the UAE's food control system with international standards, strengthening the country's food safety measures and trade competitiveness.
His Excellency Dr. Mohammed Salman Al Hammadi, Assistant Undersecretary for the Food Diversity Sector at MOCCAE, said: 'Food safety is a fundamental pillar of the UAE's National Food Security Strategy and plays a critical role in safeguarding public health. We are pleased to launch the Food Control Systems Evaluation Project – Food Safety Index in collaboration with the Food and Agriculture Organization (FAO), with the index measurement commencing in 2025.'
He added: 'This project aims to assess the current status of food safety systems in the UAE. It will identify the necessary initiatives and actions for the Ministry and the local authorities to enhance the existing systems in line with international best practices in food safety, and determine the food safety rate at the federal level. As part of the project, we will review the data and capabilities of the regulatory bodies, including local legislation, the inspection and monitoring of food establishments, imported shipments, food laboratories, animal feed, and other related aspects of food safety.'
'Through this collaboration with MOCCAE, we aim to support the UAE in strengthening its food control system,' said Kayan Akram Jaff, Head of Mission of the FAO Subregional Office for the GCC States and Yemen. 'The FAO/WHO Food Control System Assessment Tool is a comprehensive framework that will help identify gaps and opportunities for improvement, ensuring the UAE's food safety system meets international standards and supports trade.
The workshop provided participants with in-depth knowledge of the assessment criteria and indicators to guide data collection and evaluation. At the end of the workshop, participants were fully equipped to initiate the assessment process.
The assessment is expected to yield key outcomes, including comprehensive data to inform strategic recommendations and frameworks for strengthening the UAE's food safety system. This initiative supports the country's alignment with global best practices, enhancing its capacity to manage food safety risks and engage in regional and international trade.

A cancer crisis is inevitable. What can we do about it?
The number of cancer patients is set to rise dramatically throughout the entire Gulf region. This is simply because of changes in the age of its population. Cancer can, of course, occur at any age but it predominantly occurs in older people. In the UK, 25 per cent of the population is now over 60 compared to only 3.6 per cent in the UAE. The number of new cancer patients in this region per million people is currently less than half that in Europe. But this is set to change rapidly with a much more European age pattern coming to all GCC countries. The risk factors for cancer due to age are already locked-in, so a health crisis is inevitable. There will be a significant rise in both incidence (the number of new cases) and prevalence (the number of patients living with cancer). The World Health Organisation predicts a more than doubling of both in the GCC region by 2050. The 'big four' cancers are those arising in breast, colon, lung and prostate, which make up 65 per cent of diagnoses. Each cancer has its own age profile and causation. As breast cancer starts rising in women in their forties, it is unsurprising that we are already seeing a huge increase. The other types will surely follow in the next decade. But a real puzzle is emerging. Over the past 20 years, we have seen a dramatic increase of certain cancers in the 30-50 age group globally. This trend started in the 1990s, so has nothing to do with Covid-19 or its vaccines. Lymphoma, melanoma, head and neck as well as the big four cancers are all involved. What is going on and what can we do about it? We know that age is the biggest risk factor and we just cannot stop the clock. But changing lifestyles are definitely involved too. The interplay of diet, exercise and obesity can alter the hormonal balance in the body. How we work, play and relax now is different from the past. Only three generations ago, the Gulf was a land of nomadic tribesmen with a healthy lifestyle. Subsequent generations now sit in smart high-rise offices, often with sedentary lifestyles and a diet heavy with processed food. But why is this increasing the risk of cancer? Our lifestyle contributes to the composition of the microbiome – the bugs that colonise our intestines breaking down potential carcinogens and toxins. Powerful data-mining artificial intelligence programmes are being used to study the huge number of variables involved. Within five years, it is likely we will understand more clearly the factors causing defects in cell growth control that allow rogue cells to emerge. These become the enemy within – the cancer. Greater understanding will allow specific tailored cancer prevention advice to individuals. Prevention and screening messages are always far more powerful if individualised. Risk-based screening for common cancers will be revolutionised by multi-cancer early detection tests, or MCEDs. These pick up abnormal DNA fragments released by tiny early cancers which circulate in the blood. Although there are several on the market, they produce too high a false positive rate to be used on everyone. They can make the worried well even more worried. Eventually, a reliable, self-administered finger prick sample will be enough to diagnose cancer accurately, but we're just not there yet. Understanding the reasons that cancer arises at a molecular level will lead to both better prevention and more effective treatment strategies. But oncologists need to steer a delicate path between hope, hype and reality for this increasingly common disease Technology will allow us to diagnose cancer in its very early stages where outcomes are best. The Gulf is well provided with increasingly sensitive diagnostic scanners, both MRI and CT. And molecular analysis of biopsies from cancers will provide far more personalised individual drug and radiation combinations. The future physicians' laptop will not only choose the optimal therapy but also predict probable unpleasant side effects. AI will be used extensively to understand individual interactions to treatments – both good and bad allowing perfect personalisation. The Gulf has many excellent cancer treatment facilities. But there are few effective networks allowing the combination of international expertise bringing multi-disciplinary opinions for patients and yet delivering care close to their homes currently in place. Treating cancer effectively is no quick fix, often taking several months of frequent hospital visits for radiotherapy and chemotherapy. The medical tourism model used for elective surgery is not feasible. The increasing cost of optimal cancer care is driving government health bodies globally to reduce the wide inconsistencies in treatment protocols. Networked care from a mixed economy of public and private providers is very much the future. It allows the development of a financially sustainable model adapted to a country's overall wealth. Increasing financial investment into an individuals' cancer care obviously increases the benefit to the patient. But there is a limit – a therapeutic plateau – where further spending brings no benefit for the patient. Poorer countries such as those of middle Africa operate well below it; most of Europe and Asia is comfortably at its beginning but the US is far along it, spending vast sums of money for no gain in the last few months of a patients' life. Networked care is the solution to providing the best individual treatment and yet minimising its toxicity both for the patient and financially for the payor. Coupling the intellectual power of a large central university hospital with skilled technical care close to home is what families want. Currently we cure over 90 per cent of patients with early-stage cancer. When the disease has spread outside its organ of origin, this figure drops dramatically. So, the emphasis has to be on streamlining the diagnostic phase and fast-tracking treatment. The current emphasis is very much on maintaining the best quality of life both during and after therapy. We are now far more honest with our patients and try to manage their expectations with frankness. Breakthroughs appear in the media regularly driven by commercial interests from biotech and pharma companies and their investors. Their hyped-up message can often raise false hope. Public education and better screening lead to earlier diagnosis and better outcomes. Understanding the reasons that cancer arises at a molecular level will lead to both better prevention and more effective treatment strategies. But oncologists need to steer a delicate path between hope, hype and reality for this increasingly common disease.

Stronger Health Through Smarter Taxes in Mauritius
WHO has joined forces with VISA NGO and the University of Cape Town to assess the impact of increasing health taxes in Mauritius. Using a simulation tool, the study examined how tax hikes affect tobacco use, government revenues, and premature deaths. A 15% annual cigarette tax increase could: Boost excise revenue by 55% Reduce smoking prevalence from 18.1% to 17.4% Prevent 11,600 premature deaths by 2029 Even more ambitious action—a 25% annual increase—could: Double excise revenues Lower smoking prevalence to 16.3% Save 19,300 lives by 2029 On 20 June 2025, WHO convened high-level officials from the Ministries of Health and Finance to discuss the findings, presented by the University of Cape Town's Research Unit on the Economics of Excisable Products and a WHO taxation expert. WHO and VISA echoed the study's call for regular, significant tax increases—one of the most effective ways to curb noncommunicable diseases (NCDs) Earlier, on 26 May, VISA and WHO presented the findings to key stakeholders including the Mauritius Revenue Authority, Ministries of Education and Youth, the University of Mauritius, NGOs, and consumer groups. WHO also applauded the Government's recent decision to raise taxes by 10% on tobacco and alcohol, and 100% on sugary drinks, extending it to products like chocolate and ice cream. 'This is a gift to public health,' said Dr. Anne Ancia, WHO Representative. 'Higher prices on unhealthy products help reduce consumption—especially in a country where obesity, diabetes and cardio-vascular diseases are leading causes of death and disability.' Dr. Ancia also stressed the urgent need to enforce the Tobacco Law 2022, particularly the ban on single-stick sales, which undermines progress in reducing tobacco use through higher prices. Angola responds strongly to the polio virus emergence
In response to a recent polio outbreak in Benguela province, Angola has launched a polio vaccination campaign. The campaign aims to protect over half a million children and reaffirm the country's commitment to eradicating disease. During the launch ceremony, Dr Fekadu Lemma, the Global Polio Eradication Initiative (GPEI) coordinator in Angola, said, 'This campaign is an act of protection, solidarity, and hope for Angola's future. Polio is not only an invisible threat, but it can also cause permanent physical damage, such as paralysis.' Despite significant progress since the interruption of the wild poliovirus in 2011 and Angola being certified polio-free in 2015, the country now faces a new challenge. The outbreak has resulted in 13 confirmed poliovirus cases in Benguela, Cubal, Dombe Grande, and Bocoio municipalities. In response, the Ministry of Health, supported by the WHO and GPEI partners, is conducting an intensive door-to-door vaccination campaign from 27 to 29 June. The campaign aims to vaccinate over 554,000 children under the age of five. Dr Cátia Katchiuko, the deputy governor for economic and social affairs of Benguela province, reinforced the government's commitment: 'This campaign is a clear demonstration of our dedication to the health and well-being of our children. With the support of our partners, we have made great progress, but we know that the mission is not yet complete. Eradicating polio is a collective struggle — and we are all in this together.' In accordance with the GPEI, the World Health Organization (WHO) has defined five strategic steps to ensure the successful eradication of polio in the country. These steps include: a) Strengthening routine immunization, with a focus on children who have not received any doses; b) Conducting high-quality campaigns with independent monitoring and rapid corrections; (c) Strengthening polio surveillance, including surveillance of acute flaccid paralysis and environmental surveillance; (d) Increasing community involvement by engaging local, religious and traditional leaders; and (e) Ensuring the sustainability of actions by integrating lessons learned from polio into other public health programmes. The vaccination campaign in Benguela province is part of this approach, given the province's importance in the context of the polio outbreak, which poses the highest risk of spreading at national and international levels. This is especially pertinent given the province's population density, history of poliovirus circulation, and its role as a logistics hub for other provinces. Around 5,000 people, including health professionals and community volunteers, have been mobilized for the current polio vaccination campaign, with an investment of approximately $3.6 million, mainly funded by the Global Polio Eradication Initiative through WHO and UNICEF. The WHO Representative in Angola, Dr Indrajit Hazarika, concluded: 'As a father, I know that vaccinating a child is an act of love. It guarantees them a fundamental right and opens the door to a healthier and more promising future.' 'Polio does not respect borders, but neither should our determination. Every child vaccinated brings us closer to a polio-free future. Eradicating polio is possible, but only if all levels of government, partners, and communities work together. We cannot stop now.
