Homeland Security Secretary Kristi Noem has blamed 'sanctuary' policies after an illegal immigrant was accused of shooting a Customs and Border Protection officer in New York City during an attempted robbery over the weekend. The officer was allegedly hit in the face and forearm in Manhattan's Riverside Park Saturday night, July 19, when the suspect opened fire. Miguel Francisco Mora Nunez was later taken into custody. The suspect had previously been caught by Border Patrol in April 2023, Fox News reported.
"There's absolutely zero reason that someone who is scum of the earth like this should be running loose on the streets of New York City," Noem told reporters on Monday, referencing Nunez. "He was arrested four different times in New York City, and because of the mayor's policies and sanctuary city policies, was released back to do harm to people and to individuals living in this city."
"We were able to bring the second individual in and have detained him as well, and he will face consequences and hopefully strong prosecution for his crimes and his involvement on Saturday night," she added, identifying that suspect as Christhian Aybar-Berroa, an illegal immigrant from the Dominican Republic who "entered the country illegally in 2022 under the Biden Administration and was ordered for final removal in 2023 by an immigration judge."
Nunez was previously caught at the Arizona border, but was released into the US. He still has an active deportation order.
'How many more people have to be hurt and victimized before we have public safety?'
Noem said after visiting the injured officer on Monday, "I just want you all to know that we have our hearts and our prayers going out with our officer and with his family and his friends, and will be lifting him up in prayer for his quick recovery and his healing from this terrible tragedy that has befallen him."
"Our officer was off-duty on Saturday evening when him and his friend were attacked. They were attacked by two individuals that were set on robbing them, and thankfully he had his service weapon with him and was able to defend himself and his friend and injured one of those individuals that was trying to do them harm. His quick action speaks to his tenacity and his excellence in training and skill. And because of that, one of the perpetrators was wounded in this interaction and was incarcerated when he came in to get medical treatment," Noem added.
Noem then went on to urge every mayor and sanctuary city and sanctuary governor to change their existing policies. She said, "Their job is to take an oath to protect the public, to protect families that are out there every single day trying to provide for each other and to try to live the American dream. And they want to do so safely in their own communities. How many more lives will it take? How many more people have to be hurt and victimized before we have public safety? When I look at what Mayor Adams has done to New York City, it breaks my heart to see the families that have suffered because of his policies."
'We can look across this country at other mayors. We look at Mayor Wu in Boston and what has happened there under her watch, what's happened in LA with the riots and the violence and the protests that have gone on because of Mayor Bass and what she has perpetuated. When you look at Mayor Johnson in Chicago and how devastating it is to live in that city in some of those poorest communities, how they suffer every single day with the violence that's in front of them," Noem added.
'Sanctuary cities are sanctuaries for criminals'
Border czar Tom Homan also visited the injured officer, he said. "I visited the officer last night, of course, he was heavily sedated, so I didn't have words with him," he said. "But I did talk to his family. They're devastated. It's just -- it's just a shock to the soul when you walk in and see that young man laying there."
"Sanctuary cities are sanctuaries for criminals. President Trump is not going to tolerate it," he further said, adding that sanctuary cities are now 'our priority' and that they will 'flood the zone.'

Delhi Transport Minister Pankaj Singh on Tuesday announced that the draft of the new Delhi EV Policy will undergo wider public consultation, which is expected to take time, resulting in an extension of the current EV Policy. PTI quoted Singh saying that the policy extension was among the matters listed for Tuesday's Cabinet meeting, and it has been decided to extend the same. 'The current Electric Vehicle (EV) Policy has been extended until March 31, 2026, or until a new policy is approved, whichever is earlier," Singh reportedly said to the news agency. The minister said that the move aims to facilitate comprehensive consultations with all the relevant stakeholders, including citizens, industry experts, private organisations, and environmental groups. During this extended period, key provisions of the Delhi EV Policy will be discussed, including strengthening the electric vehicle charging infrastructure, reviewing subsidies and waivers to boost EV adoption, developing robust systems for safe e-waste and battery disposal, and clearly defining the role of the public and private sectors in advancing the electric mobility ecosystem. Singh added that given Delhi's air pollution crisis, this participatory approach is seen as a crucial step towards framing a more effective, inclusive, and forward-looking EV policy that promotes clean and sustainable urban transport. He also added that the government has urged active public participation in the consultation process to collectively shape the future of electric mobility in the capital. The current Delhi EV Policy was first introduced in 2020. It lapsed in August 2023, but since then, it has been extended multiple times. The Delhi government had discussed the draft policy on April 15 but deferred the approval of key proposals, including the phasing out of CNG auto-rickshaws and fossil fuel-based two-wheelers within two years. The draft policy envisions 100 per cent electric vehicle adoption in the national capital over the next three years. Delhi govt plans to retrofit BS4 trucks to BS6 compatibility In view of the approaching ban on the entry of BS4 trucks in the national capital, the Delhi government is going to invite innovative ideas for retrofitting of these commercial vehicles to meet BS6 compliance, said Delhi's Environment Minister Manjinder Singh Sirsa on Tuesday. The minister has directed the Delhi Pollution Control Committee (DPCC) to hold an innovation challenge to find technological solutions to the issue. PTI has reported that the winning entry, whose technology will be used by the government, will be awarded a prize money of ₹ 25 to ₹ 50 lakh. The innovation challenge will be held in three stages — in the first stage, the proposal will be evaluated based on the paper submitted; the second stage will be focused on carrying out an exhaustive study of the proposal, following which ₹ 5 lakh will be given for testing the technology as part of the third stage. The certification will be given by The National Physical Laboratory (NPL). Sirsa said that if commercial vehicles won't be allowed to enter Delhi, it would lead to a crisis. "We will hold this challenge to invite solutions for retrofitting of BS4 trucks," he reportedly said. The minister also added that this will also help in curbing pollution in the national capital. The challenge will also involve finding solutions to reduce emissions from BS4-compliant vehicles. "The innovation challenge will be focused on identifying and promoting low-cost, easy-to-maintain and effective technological solutions capable of reducing/absorbing PM 2.5 and PM 10 emissions of at least twice the amount emitted from BS-IV vehicles operating," the minister said. This move from the Delhi government comes at a time when, from November 1 this year, only BS6, CNG or electric commercial vehicles will be allowed to enter the city. (Getty Images/iStockphoto) The detainees—identified as Babu Sheikh, Ashraful Haque, Alamin Ali, Mamun Sheikh, Mohammad Ali, Rahul Amin, Musharraf Ali, and Asharul Haque—are all residents of Jamalpur district in central Bangladesh and aged between 19 and 22, according to police.. During initial interrogation, the men admitted they had crossed into India illegally through the porous India-Bangladesh border in Meghalaya, allegedly by walking through hilly terrain and a broken fencing area. They claimed to have paid ₹9,000 each to a cross-border racket to facilitate their entry. 'All eight of us walked across the hills last evening and crossed the border through a broken fence. We were headed to Chennai for work and had paid money to some agents,' one of the detainees told reporters at the station on Tuesday morning. Senior Superintendent of Police (SSP) Mohanlal Meena said the group had planned to board a train to Chennai from Bongaigaon. 'They had fake documents in their possession, including Aadhaar cards and voter IDs. One of the eight individuals had earlier stayed in India for nearly a year and appears to be fluent in Hindi, Tamil, and Assamese. He is suspected to have led the group,' Meena said. The SSP added that the individual in question had obtained multiple Indian identity documents under false pretenses and told police that securing such forged papers was not difficult. The GRP has registered a case, and the suspects are being interrogated. Their identities and immigration status are being verified in coordination with central intelligence and border security agencies. Authorities suspect the involvement of a broader human trafficking or illegal migration network and have launched an investigation into possible facilitators on both sides of the border. SSP Meena further noted that the arrested individuals were found mingling with local migrant workers from Assam who were returning home from Delhi, Gurugram, and nearby areas following intensified crackdowns in those regions. 'While the returning workers are Indian nationals, these eight suspects were hiding among them at the station. Acting on specific intelligence inputs, GRP conducted a search operation and detained them,' Meena added. All eight individuals remain in GRP custody, and further legal action is underway.
