Penn Center for Innovation celebrates 10 years

Perched on the ninth floor of 3600 Civic Center Blvd., just a stone's throw from the Perelman School of Medicine and Hospital of the University of Pennsylvania, sits an office that has shaped some of the most transformative scientific breakthroughs of the past decade: the Penn Center for Innovation.
As the university's hub for technology transfer, the Penn Center for Innovation (PCI) helps faculty and researchers transform their discoveries into real-world applications that benefit society, by forging and fostering partnerships with commercial entities. These collaborations between the private sector and Penn-led researchers have accelerated the implementation of significant biomedical innovations, including CAR T cell therapy — a pioneering cancer treatment spearheaded by Penn Medicine's Carl June — and mRNA vaccines — the Nobel Prize-winning technology developed by Penn Medicine's Katalin Karikó and Drew Weissman that successfully enabled COVID-19 vaccines.
Now entering its second decade, PCI's impact continues to grow. The center has catapulted Penn to the top of national rankings in annual licensing income, supported the formation of more than 300 startups, facilitated over 7,000 commercialization agreements and secured more than $1 billion in commercially sponsored research funding.
'I think the success of PCI can be attributed to many things,' said Associate Vice Provost for Research and PCI Managing Director Ben Dibling. 'This includes Penn's strategic vision that included a focus on impact and innovation, and, I think, a unique appreciation of the importance and value of engagement with the commercial sector.'
Dibling noted this reflects a broader shift in how academic institutions approach technology transfer. A sentiment echoed by his predecessor at PCI, John Swartley, the center's former managing director who is now Penn's first chief innovation officer.
'I think what really set PCI apart was its emphasis on building long-term, transformative partnerships with the private sector,' Swartley said, pointing to examples like Penn's alliance with Novartis, which led to the development of the first FDA-approved CAR T therapy, and ongoing collaborations with BioNTech to advance new therapies based on mRNA technologies.
'Penn has long been a home to scientific breakthroughs that change lives,' said Penn Interim President J. Larry Jameson. 'Penn's innovative faculty create breakthroughs — ideas and tools that address some of the great challenges of our time, from climate change to COVID-19 vaccines to cancer treatments. PCI has been instrumental in facilitating this innovative work, enabling our faculty to collaborate with academic and commercial partners to have a broader impact on society. Our inventive founder Ben Franklin would be proud, and I too proudly celebrate their 10 years of accomplishments.'
The emergence of technology transfer
The path to modern technology transfer offices at universities wasn't always clear — or even possible, recalled Swartley, the former PCI managing director. In fact, for much of the 20th century, university research rarely left the confines of government or academia.
'In the decades following World War II, a surge in federally funded research, from organizations like the National Institutes of Health, really transformed American universities into powerhouses of research and innovation,' Swartley said, 'Yet, much of this newly created intellectual capital remained untapped.'
Under the rules of the time, any invention created with federal dollars automatically belonged to the government, and without an efficient mechanism to license or commercialize these innovations, 'groundbreaking ideas often languished unused,' creating a bottleneck that stifled innovation and kept new ideas from benefiting the public. 'It was a single-node system, and it wasn't particularly efficient,' Swartley said.
By the late 1970s, piles of unlicensed government-owned inventions, patents and related intellectual property were gathering dust on federal shelves, frustrating policymakers and scientists alike.
Recognizing the need for change, Senators Birch Bayh, a Democrat from Indiana, and Robert Dole, a Republican from Kansas, spearheaded the passage of the Bayh-Dole Act in 1980, a bipartisan legislative shift that gave universities the ability — and responsibility — to patent and commercialize federally funded research.
'The act was simple in principle, but has become a singularly important factor in unleashing the creative output of universities,' Swartley said.
Over the past 25 years, the Bayh-Dole Act has generated $1.9 trillion in economic impact and supported the creation of 6.5 million jobs across the United States, according to a report from the Biotechnology Innovation Organization and Association of University Technology Managers.
At Penn, Swartley noted, the catalytic action driven by the Bayh-Dole Act birthed in the 1980s the Center for Technology Transfer (CTT), which later became PCI. Like many other research universities at the time, the CCT's early efforts were focused on managing the newly granted ability to file patents and license technologies.
'From the '80s through to about the mid-90s, CTT functioned more as an administrative and transactional office facilitating patent protection and licensing,' Swartley said, 'rather than a more diversified driver for partnered commercial innovation.'
From bench to business
Around this time, Swartley was making strides on his switch from academia to business. As a researcher at Emory University he was focused on molecular biology, genetics, and infectious diseases. Initially he enjoyed his work in the lab but began to feel constrained by the type of focus required for academic success.
After meeting with Emory's technology transfer office to file a patent for a tool his lab developed, Swartley grew increasingly interested in the work they were doing.
'I found it really inspiring how they were helping scientists, like me, to further develop their inventions for societal benefit,' he recalled. 'I really loved bench research, but I became increasingly enamored with what happens to discoveries once they leave the lab.'
Recognizing the potential in technology transfer as a 'wonderful way to stay in science, but also accelerate discovery and development in a meaningful way,' he pursued an MBA at night, describing the experience as 'language lessons' in business speak. After finishing the program and gaining initial exposure to tech transfer at Emory, he moved on to work at Yale's Office of Cooperative Research.
At Penn, he said, a major sea change came in the early-to-mid 2000s when former President Amy Gutmann began implementing a more deliberate, strategic framework based on tapping into the true potential of transformative research. It was through this initiative that Swartley's predecessor and mentor at CTT, Michael Cleare, was brought into the fold.
'Cleare brought an entrepreneurial mindset to our office, recognizing that universities needed to do more than simply file patents — they needed to create an ecosystem that nurtures entrepreneurial faculty, brings in venture capital, and builds meaningful industry partnerships,' Swartley said. It was Cleare, and the clear vision of Penn's leadership, that convinced him to join Penn.
'I told Mike, 'Yeah, I could come over for a couple of years, help spin out a few ventures, then become CEO of one of the spinouts.' But 17 years later, I'm still here,' he chuckled.
Innovating the approach to innovation
Soon after Swartley joined in 2007, he saw that Penn, a pioneer in gene therapy and immunotherapy, was poised to be a leader in tech transfer by adopting a more proactive, partnership-driven approach.
This shift in strategy prompted an effort to reorganize CTT and bring in new talent. A few years into Swartley's tenure as managing director, he recruited Dibling, a fellow scientist-turned-innovator.
Dibling joined Penn's tech transfer ecosystem in 2016. Like Swartley, he had a background in molecular biology, having completed his PhD in clinical medicine at the University of Leeds, followed by postdoctoral research in cancer biology at the University of Chicago. He too found himself drawn to the broader impact that tech transfer could offer.
'John and I both come from life science research backgrounds, which has given us valuable insights, and really guided our approach to tech transfer in this space,' Dibling said. 'But we also love all forms of innovation, including technologies such as robotics, software, devices, electronics, and novel materials that are outside of our scientific training. We understand the importance of evaluating each opportunity and putting it in the best position to leave the lab and make a real-world impact, so we're thrilled to work with researchers in all areas who have inventions or discoveries that might address an unmet need.'
For instance, Dibling noted, pharmaceutical and biotech products can take years or even decades to pass through clinical trials and gain FDA approval, while other innovations — such as software and technologies from the physical sciences and engineering — can be commercialized more quickly.
Dibling pointed to the School of Engineering and Applied Science 's work in unmanned aerial vehicles (UAVs), highlighting Exyn Technologies, a robotics company co-founded by Engineering Dean Vijay Kumar with the support of PCI, and based on technology developed in Penn's General Robotics, Automation, Sensing & Perception (GRASP) Lab.
'Exyn moved relatively quickly from formation and licensing of Penn's technology to having products on the market,' Dibling said. 'Although this still took years and a huge effort on the part of Exyn, the timeframe and the capital required to achieve this are significantly less than what would typically be observed with a biotechnology or pharmaceutical asset.'
PCI sees a broad range of technologies arising from Penn's substantial research enterprise, which requires the office to take a flexible approach when determining the optimal pathway for further development and commercialization. In some cases, the best approach to support translation of a technology may be to identify and foster a relationship with an established company that already has the requisite experience and resources, while in others it may be more effective for PCI to work with faculty and investors to support the establishment of a new venture.
In the area of physical sciences and engineering, Dibling explained, established companies will frequently view university technology as being too early or ultimately disruptive to their business. Forming a new company can sometimes be the only viable approach to advancing the opportunity towards a new product.
PCI takes an adaptable, proactive approach to venture creation and actively markets promising technologies to relevant companies and investors. Dibling cited PCI's targeted outreach strategies, which include showcasing technologies on their website and at conferences, reaching out directly to potential partners and investors and helping faculty form companies when a strong commercial opportunity exists.
Current and future growth opportunities
For both Swartley and Dibling, PCI's ongoing success is rooted in its ability to evolve alongside emerging fields. They point to the rising significance of AI, data and sustainability as key drivers for future ventures, underscoring the need for Penn to remain nimble in its approach to innovation.
An example of PCI's investment in AI comes from Presidential Associate Professor César de la Fuente, a researcher from Penn Medicine with a secondary appointment in Penn Engineering, whose lab has been deeply embedded in PCI's ecosystem since his arrival. De la Fuente, who specializes in applying artificial intelligence to antibiotic discovery, has worked closely with PCI to patent numerous innovations from his lab.
'I think I've filed dozens of patents through PCI,' de la Fuente said. 'The team was very receptive from the minute I got to Penn, integrating me into the tech transfer ecosystem because my research is very translational.'
De la Fuente's lab recently developed APEX, a state-of-the-art AI model that can predict whether a given amino acid sequence will have antibiotic properties. Using experimental data collected over time in the de la Fuente Lab, the model skips the usual step of identifying molecular structures and instead goes directly from sequence to function, making the discovery process faster and more efficient. This has the potential to dramatically accelerate antibiotic discovery, from years to just a few hours.
De la Fuente credits PCI with helping his lab navigate the patenting and commercialization process to ensure that these innovations can reach the market and have a real-world impact. And, while still in early stages, de la Fuente's lab is in the process of commercializing several technologies through PCI, including the formation of a potential company around their AI-driven discoveries.
'There's ongoing work to commercialize some of the [intellectual property] we've developed,' he noted. 'PCI has been instrumental in making sure we stay on track with invention disclosures and timelines, and that we have someone assigned to our lab who understands what we're working on.'
Another faculty member benefiting from PCI's hands-on approach is Michael Mitchell, associate professor of bioengineering in Penn Engineering and the Lipid Nanoparticle Delivery Group leader at the Penn Institute for RNA Innovation. When Mitchell arrived at Penn in 2018, he found himself quickly pulled into PCI's ecosystem when Janssen Pharmaceuticals reached out to his lab about a potential partnership to develop next-generation lipid nanoparticle technologies for genomic medicines. The challenge? Mitchell had never been involved in negotiating a sponsored research agreement before.
'PCI was incredibly helpful navigating through this process,' Mitchell said. 'And it has ultimately led to several sponsored research agreements and partnerships with various biotechnology and pharmaceutical companies.'
Mitchell's prior experience with tech transfer offices, at institutions like Cornell and MIT, had mostly focused on invention disclosures. But he says PCI stood out for its broader approach to supporting faculty.
'With PCI, they have been helpful in many more areas,' he said, 'they not only facilitate invention disclosures and filing patents, but they are also incredibly helpful in strategizing how to license our technologies, partner with companies, or form new companies based on our research.'
Mitchell's lab has worked closely with former licensing officer Tracy Chen and executive director of licensing Terry Bray at PCI to build a comprehensive IP portfolio around lipid nanoparticles for mRNA delivery. He says the relationship has become a cornerstone of his lab's operations, with regular meetings to review new patents, licensing agreements, sponsored research, and company formation. Mitchell founded a new biotechnology company, Liberate Bio, in 2022 to translate his lipid nanoparticle technologies into new genomic medicines.
'They are an incredible resource that has added an entirely new dimension to the lab,' Mitchell said. 'We just finalized a large, sponsored research agreement with a biopharmaceutical company to develop next-gen lipid nanoparticles for mRNA delivery. And we're in the process of starting new companies focused on women's health and cancer nanomedicine.'
PCI dedicates time each year to honor Penn inventors and organizations whose patents have led to real-world commercialization achievements. At the most recent Celebration of Innovation, which recognized Penn-led efforts towards sustainability and tackling climate change, Penn Engineering's Jen Wilcox was awarded Startup of the Year for her groundbreaking carbon capture technology, offering a practical solution to one of the world's most pressing challenges.
Also recognized was the Penn Center for Health Devices and Technology, known as Penn Health-Tech, a cross-disciplinary community that facilitates the development of novel medical devices and healthcare technologies while connecting and training innovators across the university.
'We're not just about licensing patents anymore,' said Swartley. 'We're about building partnerships and giving innovators — new and more seasoned — the tools they need that will really help them grow and succeed.'

Exit Interview: Baltimore economic development leader dives into challenges, accomplishments

Colin Tarbert has spent almost his entire two-decade career in Baltimore's public sector. Now, he's going south to Florida. Tarbert announced his departure from the Baltimore Development Corporation (BDC) this summer after a six-year stint as president and CEO. During that time, he oversaw the disruption of Covid, strategic changes to the BDC venture Emerging Technology Centers and redevelopment projects across the city. The new president and CEO of the BDC, Otis Rolley, began work at the end of June. He most recently served as a social impact advisor at investment company Kingdom Capital in Missouri and has held different roles in Baltimore's city government. Rolley is the first Black man to lead the BDC. Tarbert's stint in that top spot wasn't his first with the city's public-private economic development agency — he held a couple of roles between 2006 and 2010, and, like Rolley, worked directly for the city. He studied architecture at the University of Maryland and didn't plan to have a career in the public sector. But he's proud of a lot of the work he's done in Baltimore — like providing grants to businesses during Covid and collecting comprehensive data about economic development in the city. 'I was never setting out to have this career in city government,' Tarbert said, 'but [that's] the way it played out.' spoke with Tarbert about his time at the BDC and what he's looking forward to in his next role at the DownTown Investment Authority in Jacksonville. This conversation has been edited for length and clarity. Thinking about your most recent stint and your tenure at the BDC, is there anything specific that you're proud of accomplishing? There was so much, and a lot of it was continuation of work that had been going on in the city for a long time. This type of work, it takes a very long time to make progress. When I came to BDC, I had the opportunity to focus more on the economic development piece of it. There were a number of accomplishments that I'm really proud of — nothing that happens is singular; this all takes a lot of teamwork, both within BDC and the partners outside of BDC. One initiative that I started with, I think will continue, is the Baltimore Together initiative. That was really resetting the comprehensive economic development strategy for the city, and putting forth a vision that was new and very intentional about reaching residents and businesses and stakeholders who traditionally felt excluded from economic development — or at least perceived that they were excluded. The other big piece that happened was Covid. We were then on the front lines of the crisis, helping get businesses the grants and funding that they needed to survive. While that was certainly mentally and physically taxing, it was also rewarding, because businesses that would come up and be like, 'If we hadn't got that grant from BDC, we would have been out of business,' or, 'We would have lost [the] house,' or what have you. Let's talk more about Covid. How did it shape or change BDC's strategy? What was interesting was we started the Baltimore Together strategic plan a few months before Covid hit. We just finished a very intense round of stakeholder engagement at the end of 2019. That had already started to take form. It was focused on minorities, small businesses, businesses and disinvested neighbors, etc. So when Covid hit, we already had that lens to look through. Which was super helpful, because we, as a collective team at BDC, were able to have enough of a pause when Covid hit to think through how we were going to distribute the grants. Virtually [all] other cities, jurisdictions, the state, did all of their grants — for the most part — on a first-come, first-served basis. We did not. We did it on a need basis, which was 10 times the amount of work, I can tell you, because we went through and evaluated each application. But what it did was, it allowed us to distribute the dollars to the businesses who did not receive a lot of the other funding that was first-come, first-served. What it showed was the vast majority of our grantees had not received other funding. So those people and those businesses would've been out of business, or much more disproportionately impacted by Covid, if we hadn't taken that approach. How did specific challenges change how you led the BDC? There were two big challenges as a CEO during that time. Part of it was Covid, and trying to hold together a team virtually. Because it was a prolonged public health crisis, we were hiring people that I had never met in person, right? That was kind of an odd situation. I was in the office most of the time, because I was hands-on, and I like working in the office, but it's hard to build those rapport relationships with people that you've never met online. The other piece of it that was a big challenge, from a leadership standpoint, that was compounded by Covid, was the George Floyd situation and the racial, national discussion that was happening at the same time. Especially for a white male leader at an organization that's very diverse, in a city that's majority African American, it was just a very intense time. To try to have those conversations virtually was not easy, I would say. I'd say leaving BDC, I think I left it much better than it was. Certainly, during the Covid period, because we were able to come together and work in person, which I think had a lot of benefits to it. Emerging Technology Centers, or ETC, went through several changes under your leadership. Looking back, how did you manage the transitions? I'm really excited about the direction that ETC is headed under Dr. Arti Santhanam. I think she definitely understands the opportunity, and she's done a great job laying the foundation for the new ETC, maybe 4.0, at this point. It was a 10-year lease [at ETC's Haven Street offices, its third locale ] that was coming to an end. And at the same time, the executive director was retiring, and there were some folks that had left ETC, during the pandemic and working remotely. [ Note: Tarbert's version of events was disputed in prior reporting by Deb Tillet, ETC's then-outgoing executive director, who said at the time that she was asked to retire.] We made the decision to engage with the consulting firm HR&A Advisors. We did a really extensive strategic plan, because also during that whole period of time, UpSurge had come on the scene, and so they were doing a lot of work that ETC had traditionally done. We didn't want to duplicate efforts. We wanted to be additive to the — I'll use the word 'ecosystem.' We did a whole strategic plan, and the decision was made that we should really step back. We don't need to do [a] coworking space, because nobody needed any more office space. While ETC always had business coaches and accountants and lawyers who would do pro bono services, it didn't have a much higher level of that. So now, it's bringing in funding, and the idea is for Arti to build an investment fund that would also invest in the company and give ETC a more hands-on approach to management, which we hadn't done in the past — and which TEDCO is set up not to do purposefully. The idea here is for ETC to focus on just a handful of companies within the life science spaces, to try to get them to the next level. We're going to go very narrow and deep, as opposed to the previous ETC, which was much wider, but not as used in terms of services. I see UpSurge doing that work already. That's the vision for ETC. I think it's working. What do you think BDC is better at now than when you started? There's a lot of talent at BDC, and building that team was [an] accomplishment. It's harder to see it from the outside, but inside, I think we built a lot of skills and leadership beyond just the C-suite. The blessing and the curse of being CEO is you get the recognition or the blame for things that you might not have anything to do with. In this case, it was very, very positive. The team had been working for a long time on commercial corridors, and that was actually through Covid, and through a lot of the GIS testing that we were doing for grants. From that, come up with different strategies for each commercial corridor on what struggles they might be having, whether it's a certain type of retail that they're missing, or a certain building type that seems to be problematic. That was an example of how the teams came up with their own ideas and solutions and implemented them without a top-down approach. I think a lot of that came from my leadership style. What are you looking forward to most with your new job in Jacksonville? For about the last decade, they've been working and have had some great success redeveloping their downtown, revitalizing it, making it an attractive place to live, work, play. I was drawn to the position because, one, I really enjoy the planning and the real estate development aspect, and the opportunity to build what I hope will be a great, thriving city. I think they're already on their way to doing that without a lot of recent successes. In a lot of ways, it reminded me of Baltimore and what we've accomplished here along the waterfront development. For me, I just saw the opportunity, and they were really interested in having an outside perspective, which isn't always the case. I think it was a perfect match, in a lot of ways, for the work that I've done here, with their interest in where they want to take the city, and especially their downtown. I think there's going to be a lot happening in Jacksonville, and just excited to play a part of it.

Lula brings mom-and-pop stores into the online delivery age

When the COVID pandemic hit, Adit Gupta didn't expect that helping his parents add an online component to their New Jersey convenience store was going to be as hard as it was. Gupta, a Drexel University graduate student in computer science at the time, realized that for small retail business owners, getting set up with ecommerce was a barrier to 21st-century business growth, with so many consumer delivery apps and expectations. 'Customers expect you to have a website and an app,' Gupta told 'They expect you to show up on Uber Eats and DoorDash and Grubhub.' Gupta found no existing platform to help business owners cover all of the bases. So he and cofounder Tom Falzani decided to create one. Gupta and Falzani's startup, Lula Commerce, provides a platform for small retailers to offer online shopping and delivery to their customers using popular apps like DoorDash, UberEats and GrubHub, making it easy for their customers to do business with them online. With Lula, stores that may not have the resources to hire their own team of developers can have a site that integrates multiple ecommerce channels, direct customer service, inventory and returns. In the four years since its founding, the company has rapidly expanded to serve thousands of locations across 44 states. A pandemic-era need turned everyday small business necessity Though he fell into small business ecommerce by accident, Gupta was always a part of the entrepreneurial ecosystem at Drexel, where he just recently completed his doctorate in philosophy with a focus on AI. It can take months for a small retailer to establish itself online, from connecting with all of the delivery channels to managing website ecommerce. Clients who sign up with Lula get a website with an AI voice agent that can take secure orders over the phone and analytics to track everything. 'It connects your inventory to every single way a shopper might want to order your inventory,' Gupta said. As Lula has moved to work with retail chains, it has taken some inspiration from Falzani's onetime employer, Wawa — a big company that has had its own branded website and app for years, which have evolved with technology. 'We enable that Wawa type of outcome at a small fraction of the cost and a small fraction of the time, and democratize enterprise technology for every retailer so that they can turn on their ecommerce experience,' said Gupta. Orders, whether they come from DoorDash, GrubHub or a business's own website, go into Lula's centralized platform, called Lula Hub, which keeps track of inventory and consolidates the financial reporting, so all ecommerce is managed in one place. Every day, about 1,000 locations use Lula, Gupta said, and the number is growing. A slow start that paid off Convincing small businesses in 2021 that they needed what Gupta and Falzani were offering wasn't always easy. 'We know that ecommerce is how consumers will shop in the future, and they are even shopping primarily through ecommerce now,' said Gupta. 'But having an ecommerce portal to your store [today] is like saying in 1997, 'hey, I have a company — maybe I should build a website?'' In the early days, Gupta and Falzani went door-to-door, walking into stores in South Philly, trying to convince store operators to pay them $50 to try online sales. It took a year to get 10 stores. As it grew, Lula was accepted into the SOSV Food-X accelerator in New York, leading to its first round of funding. Other early supporters included Chuck Sacco from Drexel's Close School of Entrepreneurship, Mel Baiada of Drexel's Baiada Incubator and Dean Miller of Philadelphia Alliance for Capital and Technologies. 'We ended up using that money to grow from like 10 to 30 stores, and we ended up raising a pre-seed round of friends and family and colleagues,' Gupta said. 'Cumulatively, we ended up raising a little more than half a million to build this vision.' It became a full-time job — plus jobs for a team of between three and four other developers. By the time Lula was a year and a half old, it had about 100 stores and in 2022, it had its first big venture capital round at $6.5 million (per Pitchbook), having proved that the platform met a need. 'The phase that we're in now is like, we know this works,' Gupta said. 'Now we're in the continuing to scale phase, but also, we continue to evaluate how the world is changing with AI.' AI, he said, can help small businesses grow by taking necessary tasks that they don't want to do — things like filling out paperwork for refunds — and help automate them, saving them time that they can use to better focus on other parts of the business. The next goal, Gupta said, is to reach 10,000 stores, a milestone he thinks they can reach within the next few years. 'I think of our impact through two measures,' Gupta said. 'How many customers are we serving, and how much are we serving each customer?'

A majority of workplaces do not have a mental health strategy

The Covid-19 pandemic's disruptions of traditional office dynamics forced more companies to consider workers' well-being. The progress made since then still isn't enough, per a recent study. Boards of directors are not engaged in mental health strategies, and C-suite members don't model healthy behaviors, according to the annual report One Mind published this spring. The Napa, California-based nonprofit pulled data from 91 organizations' self-assessments, representing feedback from about 2.5 million workers at employers of all sizes and industries. Three out of four companies do not have a mental health strategy, per the index One Mind developed. That's the core struggle for most firms trying to improve mental health among workers, explained CEO Kathy Pike at a recent briefing for journalists hosted by the National Press Foundation. Only 60% of executives say they've established mental health as a priority. 'When you don't have a mental health strategy and you don't know what problem you're solving for,' Pike told journalists, 'it's very hard to know whether what you're doing matters.' Eighty-six percent of firms have at least one executive tasked with overseeing this strategy. But that's often a 'default' plan that Pike said can backfire on a company. 'That's the most expensive strategy because when you don't pay attention to mental health and well-being,' said Pike, who's also a psychology professor at Columbia University, 'the cost to your people and the cost to your organization are unknown risks to you and not calculated.' Pike outlined at the briefing more downsides to ad hoc policies, the need to give employees holistic resources and the necessity of data to substantiate it all. Collecting quality data is necessary for change When you don't have a mental health strategy and you don't know what problem you're solving for, it's very hard to know whether what you're doing matters. Pike believes that other firms need to set similar priorities to get this data about themselves, lest they lose what mental health programs they do offer. 'If you don't have data to demonstrate that what you're doing matters … you're going to be at the front of the line for the chopping block,' Pike explained. She acknowledged the overall lack of data on workplace mental health, which puts many business leaders at a loss for where to start building their strategy. Data is important for tracking impact and guiding decisions, per Pike, especially because many workplace leaders get thrown into leading mental health programs with little to no clinical training. 'We want leadership to have data to guide their decisions,' she said, 'so that they spend their time … in ways that are going to have the greatest impact.' Moving beyond simply 'providing' Pike sees fostering wellness as divided into three aspects: provide, protect and promote. Historically, 'provide' is the sole component focused on in workplace mental health. That means providing guidance for treatment or information, per Pike. But there's a lot more to wellness strategy, she asserted. Employers need to protect their workers from potential harm or negative impacts stemming from their work. Promoting healthy habits is also key, through actions like offering flexible work times. Leaders struggle with modeling healthy habits, per the index. Just 41% of them say they set positive examples. But leaders are essential to fostering healthy working environments, Pike explained, through their role in such essential functions as structuring the workday and how communications about promotions or raises take place, for example. 'If you don't have leadership support, it's just not going to survive and have the real impact that you want,' she said. The top of the corporate hierarchy similarly struggles to embed workplace mental health into its governance. Boards are not involved in mental health strategy, per the index — just one in 10 boards surveyed have formally defined roles related to it. Leaders are overwhelmed by individual solutions Pike found that HR professionals specifically get inundated by products claiming to be the solution for their employees' mental health. But workplaces need systemic, not pinpointed, solutions, she said. Those solutions include normalizing difficult conversations about stress and resilience. Products or tech focused on single conditions or issues are not going to change the overall landscape, per Pike. 'If your workers were your garden, and the majority of your plants were wilting, you wouldn't pick one up and say, 'What's wrong with this plant?'' Pike said, adding: 'You would understand that there's something wrong with the conditions.'
