Taxpayer funded satellite likely "irrecoverable" after losing contact with the ground

Taxpayer-funded climate satellite MethaneSAT has lost contact with the ground and "is likely not recoverable."
"While this is difficult news, it is not the end of the overall MethaneSAT effort, or of our work to slash methane emissions," said a statement released by the Environmental Defense Fund (EDF), the US group behind the satellite.
MethaneSAT was given $29 million from the New Zealand government, with the aim of growing the space industry.
The mission's goal was to name and shame oil and gas producers that were allowing planet-heating methane to escape into the atmosphere.
But it has been
plagued by delays
, first to its launch date and then to the arrival of its promised data about global methane emissions.
The University of Auckland has been waiting to take over the mission control at its new, partly taxpayer-funded Te Pūnaha Ātea Space Institute.
The announcement of the satellite's demise came just two days after the latest deadline for handing control over to university staff and students.
RNZ has been asking about problems with the satellite since September.
In May, the mission's chief scientist said more intense solar activity because of a peak in the sun's magnetic cycle had been causing MethaneSAT to go into safe mode.
The satellite had to be carefully restarted every time.
There had also been a problem with one of the satellite's three thrusters, which maintain its altitude and steer the spacecraft.
MethaneSAT had said it could operate fully on two thrusters.
The new information helps explain why control of the satellite had to be
handed back to its manufacturers in Colorado
in March instead of going straight from Rocket Lab to the University of Auckland as planned.
The university had said it would still operate the mission control from a delayed start date of June, and staff had been involved in day-to-day tasks ahead of the full hand over.
The ability to learn from operating the satellite was a major rationale for the government's investment, after early hopes that it would reveal new information about New Zealand's methane emissions proved incorrect.
New Zealand scientists had raised questions about what they saw as a lack of transparency with the New Zealand public about delays to the satellite's data.
EDF, the environmental non-profit behind the satellite mission, told RNZ in October that the spacecraft was performing as expected and there were no "notable or particular complications outside the realm of what would be anticipated".
But just a few months later, after more questions from RNZ, MethaneSAT announced that control of the satellite had been transferred back to its maker Blue Canyon Technologies so it could fix "challenges."
When RNZ previously asked EDF if its response in October had been true it said the issues were "teething problems" and nothing beyond what was expected.
"MethaneSAT experienced the sort of teething problems that one would encounter with any new mission using a new platform (bus), but nothing outside the bounds of what was to be expected. The expectation was that developing an efficient, well-honed set of operating procedures takes time," it said.
MethaneSAT acknowledged in October the process was taking longer than expected, particularly commissioning the thrusters.
However it did not disclose the issue with the satellite having to be brought out of safe mode until RNZ asked a list of specific questions.
In March, Space Minister Judith Collins was asked about the mission's problems - but told Parliament she could not say because of confidentiality.
In February, the government's Space Agency also cited the need for confidentiality when it declined to answer questions from RNZ about what was wrong.
University of Auckland astrophysicist Richard Easther was among the critics of the mission's lack of communication about its problems.
On Wednesday, he said New Zealand needed a "no blame" review to understand "how New Zealand blew past so many red flags about MethaneSAT's operation."
"This is a tragedy for the people here who worked hard on it, and for New Zealand science."
He said the mission "kept pumping out upbeat comms even after it became apparent that the spacecraft had major problems which in many cases appear to have been present since launch."
"On Friday, June 20, the MethaneSAT mission operations lost contact with MethaneSAT.
"After pursuing all options to restore communications, we learned this morning that the satellite has lost power, and that it is likely not recoverable.
"While this is difficult news, it is not the end of the overall MethaneSAT effort, or of our work to slash methane emissions.
"Launched in March 2024, MethaneSAT had been collecting methane emissions data over the past year. It was one of the most advanced methane tracking satellites in space, measuring methane emissions in oil and gas producing regions across the world.
"The mission has been a remarkable success in terms of scientific and technological accomplishment, and for its lasting influence on both industry and regulators worldwide.
"The engineering team is conducting a thorough investigation into the loss of communication. This is expected to take time. We will share what we learn.
"Thanks to MethaneSAT, we have gained critical insight about the distribution and volume of methane being released from oil and gas production areas.
"We have also developed an unprecedented capability to interpret the measurements from space and translate them into volumes of methane released.
"This capacity will be valuable to other missions.
"EDF and MethaneSAT remain firmly committed to our core purpose of turning data into action to protect the climate including reducing methane emissions from the global oil and gas industry.
"The advanced spectrometers developed specifically for MethaneSAT met or exceeded all expectations throughout the mission. In combination with the mission algorithms and software, we showed that the highly sensitive instrument could see total methane emissions, even at low levels, over wide areas, including both large sources (super emitters) and the smaller ones that account for a large share of total methane emissions, which were not visible from space until MethaneSAT.
"EDF and MethaneSAT remain firmly committed to our core purpose of turning data into action to protect the climate, including reducing methane emissions from the global oil and gas industry.
"We will be working with partners around the world to leverage the algorithms and associated software as well as the now-proven high precision technology that was developed as part of the MethaneSAT mission so the world has access to high quality actionable greenhouse gas emissions data on a global basis.
"We will continue to process data that we have retrieved from the satellite and will be releasing additional scenes of global oil and gas production region-scale emissions over the coming months.
"To solve the climate challenge requires bold action and risk-taking and this satellite was at the leading edge of science, technology and advocacy.
"We also will continue to work closely with our partners to reduce methane emissions and implement the goals of the Global Methane Pledge, The Oil and Gas Decarbonization Charter, Oil and Gas Methane Partnership 2.0, the United Nations Environment Programme's International Emissions Observatory and Climate and Clean Air Coalition, and so many other efforts this mission was designed to support."

New Zealand looks to learn from China's technology innovations

Artificial intelligence, robotics, electric vehicles and new forms of energy were frequently referenced by speakers and panelists at the 11th China Business Summit in Auckland on Friday. The event coincided with Technology Minister Shane Reti's announcement of a new institute to advance technology to be created in the country's largest city. Zheng Liang, deputy director of the China Institute for Science and Technology Policy at Tsinghua University, outlined the three stages of China's science and technology development. Initially, China just adopted technology from Western nations before integrating practice from around the world for indigenous innovation, he said. After entering the third stage, China was now striving for breakthroughs in more fundamental research and development, Liang said, adding that AI and electric vehicles were just some of the achievements. "What has made this happen [is] continuous investment in research and development in the past four decades," Liang said. He said ongoing policy support, China's openness to the world and successes in developing an internet economy also drove China's breakthroughs in AI. Liang highlighted China's use of AI in agriculture to help with harvesting, in healthcare to help with diagnosis and treatment, in pharmaceuticals to help with administration and stock control, in tourism to create virtual experiences, as well as in education manufacturing and governance. "I think New Zealand ... [can] do [something] similar," Liang said, pointing to agriculture and tourism specifically. Liang said the two countries complemented each other and could work together. "Maybe China could [provide] some practices [and] experiences, and New Zealand can [offer] the new potential scenarios [in terms of] how to adopt this kind of technology and experience," Liang said. "We can't replicate the power of AI research of China or the United States or the European Union," Witbrock said. "But we can - and we do - have the capability to significantly contribute to its development and, therefore, be part of determining our future and the future of our fellow humanity. "I hope you'll join us in helping us to build an AI capability in New Zealand ... and to direct it into technology as well for our economic advantage and for hopefully China's economic advantage as well." Witbrock expected growing pains while the country embraced AI but said it was better to face up to challenges. "New Zealand in the past has had a history of facing up to social reality and social change and doing the right thing and doing a thing which has, at those times, actually were periods of great innovation and great growth for New Zealand culture," he said. "I think we can do this again for AI and it's going to happen," Witbrock said. "The sooner we face up to it, the sooner we start to work out [such things as] how does economy work, how does resource allocation work, how do people get what they need to live their lives, the better we'll do. "In that transition period, there are enormous short-term gains for the country as well by ... exploiting ... the economic benefits of those productivity gains." New Institute for Advanced Technology announced by government
The government has unveiled a new public research organisation focused on "supercharging" the country's economy through advanced technology. Speaking in Auckland this morning, Prime Minister Christopher Luxon said the New Zealand Institute for Advanced Technology will be based focus on turning technologies like AI and quantum computing into commercial success. The announcement follows the establishment of three public research institutes focused on Earth Science, Bioeconomy and Health and Forensic Science. The Institute will first be incubated within the Ministry of Business, Innovation and Employment (MBIE) before becoming an independent entity when legislation comes into effect in July 2026. Photo: RNZ / Nick Monro Luxon said it will be New Zealand's fourth institute and the cornerstone of government's plan to make a high tech, high-value economy. "I expect it to be forward looking, with the support and advice of the Science Advisory Council, to invest in new areas of science that are reshaping the global economy, where we can develop excellent talent, create high-paying jobs, build new sectors and increase our export earnings," he said. Science, Innovation and Technology Minister Shane Reti said the government is committing $231 million over the next four years to the institute, which will be based in Auckland and work with other research centres, universities and industries. "Our first major investment announced in May is already underway at Wellington Robinson Research Institute specialising in future magnetic and materials technologies and cryogenic superconducting further investments will be guided by the Prime Minister's Science Innovation and Technology Advisory Council," he said. Asked what consideration had been given to ethical AI use, Luxon said managing the negative impacts of AI had to be done in a "multilateral" way, buy working with other countries to build legislative frameworks for it. "There is a lot more upside with AI than there is downside, and this is a country that needs to embrace a lot more AI, quantum computing, synthetic biology, all of those," he said. "We understand the challenges around AI, but we will manage that through global forums, in terms of building out strong legislative frameworks. But the bigger opportunity is for us to get on and embrace it, because it's not coming, it's actually already here." Luxon said New Zealand had a history of producing "incredible" scientists. "Just look at Denmark, right? Think about the work that they did on pharmaceuticals, around weight loss drugs, Ozempic and other things that have been huge around the world. That is powering that economy. That is a huge focused investment in science and technology." Auckland Business Chamber chief executive Simon Bridges said it's a move that follows clear calls from the business community to supercharge the city's tech future. "This is just the start. We now need to double down on digital skills, commercial investment, and putting our startups on the global map," he said Bridges said the suburb of Newmarket was a natural home for the new institute. "Newmarket offers the full package - advanced R&D, space to scale, and commercial potential. "I certainly hope the institute will be based at Newmarket, it is the right place for it. But regardless of the precise final location, Auckland is the right launchpad for a national push into advanced tech." 'Birthplace of the nation' threatened by climate change

Photo: RNZ / Samantha Gee The Wairau Bar, or Te Pokohiwi o Kupe in Marlborough, one of the oldest and most significant archaeological sites in New Zealand, is at risk of being flooded by rising sea levels, according to a new study. One of the study's co-authors Corey Hebberd, a descendant of local iwi Rangitāne o Wairau, said the site is important not only for Rangitāne, but for all of Aotearoa. "Te Pokohiwi o Kupe is one of the earliest known human settlement sites in Aotearoa, it dates back to at least 1250. We regard it as the birthplace of the nation it was a landing site for some of our first settlers," Hebberd said. "The site itself holds a range of artefacts but also more importantly koiwi tangata, so ancestral remains, and for Rangitāne o Wairau it's a sacred wāhi tapu." As New Zealand was one of the last places in the world to be settled, Te Pokohiwi o Kupe has a worldwide significance as the landing sight of some of those first settlers, he said. "It tells a story that's important to us as Rangitāne, but also an important story for Aotearoa, but we think internationally as well," Hebberd said. The Wairau Bar sits at the mouth of the Wairau River with the sea on one side and a lagoon on the other, leaving it susceptible to erosion on both sides, Hebberd said. Rangitāne worked in collaboration with NIWA to model flooding impacts in a one in 100 year storm event, he said. "The current modelling shows that the site could be potentially susceptible to a one in 100 event and be 20 percent inundated, but, obviously, we know that's going to get worse as sea level rise takes place," Hebberd said. "We're expecting that around the 2050s, sea level will have risen by another half a meter, and when we start getting to that point those storm events start to inundate the site closer to 50 percent." Even more concerning, as the sea level approaches a one meter sea level rise, which modelling shows will happen sometime between 2070 and 2130, approximately 75 percent of the site could be at risk, he said. "For me, sometimes these threats, the talk of sea level rise and the talk of the storm impacts, it feels so far away, but we're actually starting to see it now," Hebberd said. "When we talk about a one meter sea level rise and 75 percent of the site being at risk, that's in my lifetime and that places a real burden and sense of responsibility on my generation." We have a responsibility to make sure that the stories and the richness of the site isn't lost, he said. Photo: RNZ / Samuel Rillstone Recent heavy rains in the Nelson Tasman region have had a negative effect on the site, although it has escaped any major damage. But Hebberd said each major flooding event leads to further erosion. Protecting the most vulnerable parts of Te Pokohiwi o Kupe from storm events could involve soft engineering, he said. For example, by adding native plants to the bar to bind the soil together and prevent erosion. "It's a really good opportunity for us to turn our minds to the policy and planning settings that we work within both locally and nationally," Hebberd said. "I mean this site is one of many, not only in our rohe, but nationally, that will be exposed to weather events and so we need to start thinking about how we take care of and protect them." Hebberd said the collaboration between NIWA and Rangitāne weaved together mātauranga Māori and science. "Our whānau were really supportive of the work that we did, our whānau were engaged throughout the research project, including contributing interviews, spending time with the research team around their experience of previous flooding events in the area."
