
Panchayat told to compensate accident victim
SHRC chairperson Justice Alexander Thomas directed Tholikode grama panchayat to pay the compensation to the petitioner.
The order states that if the compensation was not paid within two months, an interest of 8% would be applicable. After payment, secretary of Tholikode grama panchayat must submit an action report. The order also states that the panchayat has the freedom to recover the compensation from parties responsible, as per the law, after paying it.
Petitioner Smitha Bhaskar, a resident of Nedumangad, was seriously injured after her two-wheeler slipped on metal near Mylamoodu on May 9, 2023. Consequently, her husband, a Navy officer in Kochi, had to take leave to care for her. The petitioner approached the commission demanding compensation of Rs 1,50,000.
The order to pay compensation was based on the investigation report submitted by commission chief investigation officer. The commission found that the material brought for panchayat road work was left on the road illegally. SHRC did not accept panchayat secretary's argument that the contractor for the roadwork did not obtain permission from them to place the metal. SHRC stated in the order that the panchayat failed to take precautions to prevent accidents.

2 women get 12-year rigorous imprisonment for heroin possession
Ludhiana: A local court sentenced two women drug peddlers, who are siblings, to 12-year rigorous imprisonment each for possession of around 1kg heroin. Special court judge Harvinder Singh also imposed a fine of Rs 1 lakh each on the two convicts. In default of payment of the fine, they will have to undergo further rigorous imprisonment for one year. On July 6, 2020, STF Phase Four, Mohali, police station booked Kiran Bala of Chuharpur, now a tenant at Mohalla Durgapuri, and Suman Bala of the same area, under the NDPS Act for possession of the contraband. As per the prosecution, on that date, SI Gurcharan Singh and a police party at Jassian Road area of Haibowal, received information that the sisters were to supply heroin to a customer from their house in Durgapuri. Later, the police party apprehended the duo riding a scooter driven by Kiran Bala. Upon checking, a large black polythene bag containing heroin was recovered. Police filed a case and arrested them. During trial, the accused pleaded false implication and stated that nothing was recovered from them. The court didn't find force in the submission of the defence counsel and held, "It is now settled law that the testimony of police officials is as good as that of independent witnesses. The statements of police officials cannot be discarded merely because of the colour of their office. Whenever the case of the prosecution is based only on the statements of police officials, the only precaution for the court is to scrutinise their testimony with some more care and caution. " The court also turned down the submission of the accused about false implication in the case. The court observed that in view of the law laid down by the Supreme Court in the aforesaid case and in view of the facts, possession of the accused is fully proved on record, and they failed to give a satisfactory explanation for that. "Moreover, there appears to be no justification for the police to falsely implicate the accused, from whose possession a huge quantity of contraband was recovered. It is highly improbable that such a huge quantity of intoxicant material would be arranged by the police officials in order to falsely implicate the accused," the court remarked. Two-wheelers are top traffic offenders in city; over 30 lakh challans issued in 2024
Mumbai: Two-wheeler riders were the biggest traffic offenders in the city in 2024. Over 30 lakh challans were issued to two-wheelers for various violations, with cars coming a distant second (9.2 lakh challans), police data shows. Public transport drivers did slightly better. Autorickshaw drivers were given 7.6 lakh challans, kaali-peeli taxi drivers 2.4 lakh and public bus drivers around 46,000. Experts said two-wheeler numbers are exploding in the city. Out of 50 lakh vehicles in the city, 30 lakh are two-wheelers. "We often find motorcyclists jumping signals, riding in the wrong direction and cutting lanes. In a few instances they have rammed into our personnel while trying to evade legal action," said a senior police official. Transporters demanded that enforcement through phones should be stopped and the use of surveillance cameras or sensor-based enforcement should be mandated. Police data shows 68% of total challans issued by the department in 2024 remained unpaid with dues reaching a staggering Rs 382 crore in fines.
