Cost of living kills the pub shout
The humble pub shout is tipped to be a thing of the past as younger Australians shy away from it thanks to the help of a simple technology.
Australians are using QR codes as a way of individually ordering drinks at the table, ending the classic pub shout, research released by payments platform Tyro shows.

Tyro chief executive Jon Davey said the pub shout may become a thing of the past, as younger Aussies are quick to adapt to new ways of payment.
'Both (millennials and Gen Z) are more accustomed with modern ways of paying – these consumers are now used to paying individually at the table while they socialise rather than relying on one person to order for the whole group at a crowded bar,' he said.
According to the findings, millennials are the least likely to buy a friend a drink, with 42 per cent opting against that tradition, followed by Gen Z and Gen X.
Baby boomers are the most likely to shout a friend, but still one in three use QR codes as a way to avoid buying drinks.
The report also highlights cost-of-living pressures are clearly having an impact on Australians' spending patterns, with nearly one in two Aussies changing their alcohol consumption due to costs, while one in 10 have quit the drink altogether.
Beyond drinking, more than half are now comparing prices, delaying non-essential purchases or hunting for discounts.
Not only are millennials the least likely to buy a drink for their friends, they are also the most annoyed at having to pay a holiday surcharge.

Gen Z and baby boomers represent more than 50 per cent of those willing to pay holiday surcharges to keep their local open, but only 19 per cent of millennials are happy to pay extra.
The Agrestic Grocer and Cafe owner Beau Baddock said these charges were essential for business.
'Holiday surcharging isn't about making a profit, it's about ensuring I can pay my hardworking staff their wages … I also want to provide visitors and locals with somewhere to go. If we don't on-charge our extra wage costs, we'd have to close,' Mr Baddock said.

Four-storey development deferred for up to 120 days
State planners have given more time for amended plans for a four-storey mixed use development in Ardross to be considered by the City of Melville. Members of the Metro Inner Development Assessment Panel refused an officer's recommendation last Wednesday to give an extension to the development on Wilcock Street in Ardross. The development was initially approved in 2018 and due to COVID-19 an automatic extension was granted for four years, taking the approved application until March 2024. Lateral Planning had requested a further extension as no 'substantial development' had occurred. It also amended the development application, including increasing the number of multiple dwellings from three to five, reducing commercial tenancies from three to two, adding an undercroft for car parking motorcycle parking, and increasing the height by about 50cm. City of Melville councillor Daniel Lim said the changes were 'significant' and was concerned there had not been any community consultation. 'The open areas, the parking and the look of the building are substantially different,' he said. Cr Matthew Woodall said it could be argued either way that the plans were a 'substantial modification'. 'However, on balance I lean towards the city officers' recommendation position, which is that this is substantial,' he said. Daniel Hollingworth from Lateral Planning spoke about the struggles with getting the development started, referencing 'long COVID' and price increases in housing and construction. Panel member John Syme said that he did not support the recommendation to refuse the extension, and instead said that he would like to see it approved. 'I don't think the planning framework hasn't changed sufficient for us not to approve this,' he said. 'In the construction world we are still looking at the long COVID effects, which is settling down now but has taken a long time to do.' Deputy presiding member Francesca Lefante proposed deferring making a decision. Panel members voted unanimously in support of the deferral, giving the city and the applicant up to 120 days to re-assess and consult the community.

Cassandra Winzar: Time to axe inefficient stamp duty with much-needed tax reform
The recent WA Budget was big on ambition for our infrastructure build but showed little ambition for much-needed tax reform. With Federal Treasurer Jim Chalmers increasingly talking up his desire for bold tax reform at his August productivity roundtable, the States will need to get on board, and that includes us here in the West. Chalmers wants any tax changes coming out of this roundtable to boost productivity. That means State-based taxes — primarily stamp duty and payroll tax — will need to be part of the conversation. They are two of our most inefficient taxes, meaning that for the amount of money they raise, they cause a fair degree of economic harm. WA is not alone on this. All States and Territories face the same challenge. That's why we must use this moment to engage with the reform agenda and come up with proposals that serve both the State's interests and the broader national interest. All taxes distort economic activity to some extent. Stamp duty and payroll tax are particularly inefficient because they significantly change how people and companies act relative to the amount of revenue they raise. Stamp duty does this by discouraging property transactions, and payroll tax reduces the incentive to hire employees. In contrast, taxes like the GST and land tax are more efficient, as they have a much smaller impact on economic decisions and activity. Stamp duty, which you pay when buying a home, adds to the dysfunction of our housing markets, making it more expensive for homeowners to move house even if they want to. The cost of paying stamp duty on a home purchase can mean that people are staying in houses that no longer meet their needs, such as older Australians and empty nesters staying in homes that are too big for them — even if they would prefer to move. It also can make people reluctant to move to access better employment opportunities. Economists are in furious agreement that States should remove stamp duty and change to a broad-based land tax. Importantly for State governments, this shift could be revenue neutral over the longer term but would require a long transition period to give households and markets time to adjust. Careful planning is also needed to ensure recent purchasers aren't unfairly hit with land tax just after paying stamp duty. If we get it right, this change could improve our housing system and boost productivity at the same time. Payroll tax is another important revenue source for States that needs to change. While it's not inherently a bad tax, it has been implemented in a complex and inefficient manner. Exemptions for small businesses encourage even successful businesses to stay small. There is evidence of firms 'bunching' just under the thresholds for this tax. That's where firms deliberately limit hiring new staff to stay under the exempt threshold. This can stop productive firms from investing and taking up opportunities to grow. There are also vast differences in rules and implementation across the states, making it difficult for business operating nationally. A good starting point in reform would be to harmonise payroll tax arrangements across the states and simplify the system. It's easy to see why states are hesitant to change. Payroll tax and stamp duty are their main sources of revenue to fund vital services like health and education, which are their responsibility to fund. They simply don't have as many options to raise revenue as the Federal Government has. And with rising house prices and employment rates in recent years, state governments have benefited through higher stamp duty and payroll tax takes. Here in WA, we benefit from a slightly different revenue mix, with substantial royalty revenues that have been particularly high in recent years. But stamp duty and payroll tax still make a large contribution, meaning reform has so far been off the table. It's disappointing the State Government hasn't used our recent run of surpluses to set us up for the longer term with some much-needed reform. But there's no longer any excuse. With a national conversation about to start, and all States and Territories likely to come to the party, WA must play its part and seize this moment. With this in mind, there is a real role for the Federal Government to help the states with the transition. Smoothing the path of tax reform is an ideal use of its new $900 million National Productivity Fund, although it will arguably need more than $900 million to tackle reform at this scale. To do this right, Federal and State governments will need to have a comprehensive look at the tax-and-transfer system and resolve questions over who pays for what. Demand for largely State-funded government services is rising, and this will only become more acute as the population ages. Real reform requires co-ordination and compromise between multiple levels of government. With everyone coming together in August, we now have a rare opportunity to get this right. ASIC urges consumers to guard superannuation from promoters flogging quick switches to precarious funds
The nation's corporate cop is trying to arm consumers against high-pressure sales tactics intended to lure them into moving their life savings into knotty, high-risk investments. The alert represents another push by the Australian Securities and Investments Commission to protect the country's multi-trillion dollar superannuation pool from falling into the wrong hands. ASIC said the end of another financial year was the trigger for many Australians to check how their super investments have performed, providing an opportune time for promoters to try and flog products claiming to deliver better returns. These sorts of calls or the true motivations can often be difficult for the average investor to pick up on, according to ASIC deputy chair Sarah Court, who is spearheading the awareness campaign. Based on ASIC's reconnaissance, many of the calls don't have the usual 'hallmarks of a typical scam', with many callers professing to have an investor's best interests at heart, offering ways to track lost super or to help find a better-returning product. 'They may also involve referrals to financial advisers during the call to create a sense of comfort and legitimacy,' Ms Court said. Asking questions about a salesperson's connection to the fund to establish whether there is a commissioning arrangement was a good way to establish the caller's motivations, she said. Pressure to make a decision quickly, calls out of the blue and promises of unrealistic returns were among the red flags to keep in mind, according to ASIC. 'The initial salespeople can be very persuasive, often the underlying schemes are complex or not made clear to the consumer, and it may be very difficult for even experienced investors to spot problems,' the ASIC lieutenant said. 'If you are unsure or are feeling pressured, just hang up.'
