Terrain and timing conspired to cause 'horrifying' Texas rainfall

Texas Hill Country is prone to flooding, and climate change is making it more common.
Texas Hill Country is no stranger to extreme flooding. In the rugged, rolling terrain it's known for, heavy rains collect quickly in its shallow streams and rivers that can burst into torrents like the deadly flood wave that swept along the Guadalupe River on July 4.
The Guadalupe has flooded more than a dozen times since 1978, according to the U.S. Geological Survey, but the Independence Day flood is among the worst in its history. The raging river claimed at least 43 lives, officials said on July 5, and rescuers were still searching for missing children.
Several factors came together at once – in one of the worst possible locations – to create the 'horrifying' scenario that dropped up to 16 inches of rainfall in the larger region over July 3-5, said Alan Gerard, a recently retired storm specialist with the National Oceanic and Atmospheric Administration.
Hill Country, the region in Central and South Central Texas, also is known colloquially as 'flash flood alley,' for its propensity for fast and furious flooding when extreme rain falls, Gerard, who is now CEO of weather consulting company Balanced Weather said. As bountiful moist air from the Gulf of America, renamed from the Gulf of Mexico, moves over the steep hills, it can dump heavy rains.
On July 4, rain was falling at 3-4 inches per hour, with some locations recording a deluge of up to 7 inches of rain in just three hours, the National Weather Service said. Seven inches of rain is nearly 122 million gallons of water per square mile. Over seven square miles that's enough water to fill the AT&T Stadium, home of the Dallas Cowboys.
The Guadalupe River quickly responded, skyrocketing more than 20 feet in a matter of hours in several locations as it rushed downstream toward Kerrville, a city of 24,000.
What caused the huge rainfall?
Terrain and timing were the biggest factors in the storms, said Gerard and Victor Murphy, a recently retired National Weather Service meteorologist in Texas.
Thunderstorms that began on July 3 and continued through the morning of July 4 dropped as much as 10.33 inches of rain near Ingram, Texas, and widespread amounts between 3 to 7 inches in more than a half-dozen counties across South Central, Texas.
Because of the region's proximity to the Gulf, it gets "very high rainfall rates," especially in the summer months, Gerard said.
"The Gulf is warmer than normal and disturbances moving through that flow can focus thunderstorm activity on a particularly area," he said. On July 4, it was a case of everything focusing in "exactly the wrong place."
An upper level disturbance in the atmosphere tapped into a deep plume of tropical moisture left over from Tropical Storm Barry, which made landfall in Mexico on June 29, Gerard said. It didn't help that the storms that formed on Independence Day moved in the same direction as the Guadalupe River, which only added to the rain flowing off the terrain.
Hill Country is a 'semi-arid area with soils that don't soak up much water, so the water sheets off quickly and the shallow creeks can rise fast,' Hatim Sharif, a hydrologist and civil engineer at the University of Texas at San Antonio wrote in a July 5 post on The Conversation.
The escarpment is a line of cliffs and steep hills created by a geologic fault, Sharif said. "When warm air from the Gulf rushes up the escarpment, it condenses and can dump a lot of moisture. That water flows down the hills quickly, from many different directions, filling streams and rivers below."
A weather balloon remotely launched by the weather service Del Rio in West Texas, showed near-record moisture in the upper atmosphere, Murphy said. With that enormous amount of moisture serving as fuel, the winds hitting the escarpment in West Texas served as a kind of match that started the storms.
'Once the storms get going, they're self-sustaining," Murphy said. That's also why it continued to rain and flood in the region on July 5.
What role did climate change play in the Texas flood?
Warming temperatures over land and especially in the Gulf are stoking extreme rainfall events more often in an arc across the United States, from Texas up into the Northeast, extreme storm experts tell USA TODAY. The region has always seen occasional extreme rains, but today they occur more often, according to weather service data.
Air holds 7% more water for every 1.8 degree Fahrenheit rise in temperature. Waters in the Gulf are often 3, 4, or 5 degrees warmer than normal. At one point this year, sea surface temperatures in the Gulf off the coasts of Texas and Louisiana were more than eight degrees above normal.
"As has been shown time and time again, event after event, climate change is leading to wetter, more extreme precipitation events," Kevin Reed, an associate provost for climate and sustainability programming at Stony Brook University, previously told USA TODAY.
Out of 140 years of U.S. weather records, more than half of the standing 24-hour rainfall totals have been set in the last 30 years.
Hill Country's reputation for flooding
A guide to Texas State Parks makes it clear flash floods are common and life-threatening.
"In hilly terrain, flash floods can strike with little or no advance warning," the guide advises. "Be aware of changes in the weather and seek higher ground early."
"Never camp on low ground next to streams, bottoms of canyons or deep arroyos since a flash flood can catch you while you're asleep," it states.
Texas as a whole leads the nation in flood deaths, "and by a wide margin," Sharif said. 'Many of those flood deaths have been in Hill Country."Flooding occurred in the Hill Country on July 4-5, 2002, when six days of rain had dropped between 40-45 inches of rain in the region. The Guadalupe reached a record height at the Canyon Dam. Seven people died in flash flooding and damage was estimated at $250 million

Tropical Storm Chantal moved inland Sunday morning, bringing rain and flood threats after striking the Carolina coast with 50 mph winds. As of the National Hurricane Center's 11 a.m. advisory, the storm had diminished into a tropical depression with maximum sustained winds of 35 mph as it moved into eastern North Carolina. It was located about 20 miles southwest of Lumberton and 80 miles west of Wilmington, N.C., moving north at 9 mph. "A turn toward the northeast is expected this evening and that motion should continue into Monday. On the forecast track, the center of Chantal is expected to move over eastern North Carolina through tonight," forecasters said. "Additional weakening is expected during the next 24 hours, and the system is expected to degenerate into a trough of low pressure on Monday." The storm is forecast to drop 2-4 inches of rain, with some areas getting up to 6 inches over portions northeastern South Carolina today and across portions of North Carolina through Monday, bringing with it a threat for flooding. "An isolated tornado or two is possible today over parts of eastern North Carolina," the NHC warned. Rough surf and rip currents are a threat from northeastern Florida to the mid-Atlantic into Monday. Chantal was the first storm of the 2025 Atlantic hurricane season to strike the United States. The National Oceanic and Atmospheric Administration forecasts 13 to 19 named storms this year, of which 6-10 will become hurricanes. Deadly floods reinforce challenges for Texas as crisis epicenter

Before dawn Friday morning, Dalton Rice went for a jog along the Guadalupe River in Kerrville, Texas. Rice, the city manager, finished his run around 4 a.m. as a light rain set in. An hour later, he began receiving emergency calls: the river had flooded out of control. Torrential rains dumped into the Guadalupe, and in just 45 minutes, it surged about 26 feet (8 meters), according to state officials. Walls of water swept into camps and RV parks that were busy with holiday visitors. At least 70 people have died and dozens of children are still missing in the wake of the catastrophic flooding, which swept through an all-girls summer camp. With heavy rains still battering Texas on Sunday, politicians are raising questions over whether federal, state and local officials were adequately prepared. Texas has been at the epicenter of extreme weather events in recent years - just in 2024, the state saw Hurricane Beryl knock out power to millions, a powerful windstorm that punched windows out of Houston skyscrapers and a massive wildfire that blazed across the Panhandle. The onslaught of disasters have come as warmer ocean waters and moister air - two results of global warming - provide added fuel to storms. At the same time, climate change has made it harder to predict the speed at which disasters can spin out of control, like in the Maui wildfires that killed dozens in 2023 and the "rapid intensification" that accelerated Hurricane Milton in Florida last year. In Texas, the loss of life is so astounding that on Sunday search crews had to break down efforts into a grid pattern to recover bodies, Rice said during a press conference. "We have increased our number of personnel that are navigating the really challenging shores along the bank line," Rice said. "Our biggest focus is to making sure that we get families reunited with their loved ones." In the wake of the tragedy, some politicians are raising questions over the accuracy of weather forecasts issued before the disaster. "The amount of rain that fell in this specific location was never in any of the forecasts," Nim Kidd, chief of the Texas Division of Emergency Management, said in a briefing in which he also said the National Weather Service underestimated the severity of the storms. The weather service, part of the National Oceanic and Atmospheric Administration under the Commerce Department, said that emergency management officials were briefed Thursday morning, flood watch was posted in the afternoon and, by 6:22 p.m. local time, forecasters were warning of flash floods and saying rain could fall at rates of more than 3 inches per hour. There should be inquiries made into whether staffing cuts at the National Weather Service played a contributing role, Representative Joaquin Castro, a Texas Democrat whose district covers parts of San Antonio, said Sunday on CNN's "State of the Union." The weather service has been under scrutiny since President Donald Trump took office, with staffing cuts and retirements hitting the agencies. Still, Castro emphasized that there's no clear evidence to show conclusively that the staff cuts impacted the outcome of forecasts. At least 20.3 inches of rain fell in Streeter, Texas, about 100 miles northwest of Austin and 18 in nearby Hext. In some areas, flooding started around midnight on Friday morning. Many residents in the area said they didn't receive weather service warnings to their phones before 7 a.m. But reports are mixed. Andy Brown, a Travis County judge, said during a press conference that he met with survivors in one flooded area who told him they had received alerts from the National Weather Service at noon, before the event began, and then during the night. Federal officials will look into whether more warnings could have been provided, Homeland Security Secretary Kristi Noem said in a briefing. At the same event, she also said there were federal resources "here on the ground since the beginning of this crisis started, since this weather event did start and even before it came, we were alerted." Climate change has driven more extreme rainfall around the world. A warmer atmosphere can hold more water, upping the odds of deluges like the one that struck Texas. Scientists haven't yet examined these floods for the fingerprints of climate change. A rapid analysis by Colorado State University climatologist Russ Schumacher shows the six-hour rainfall totals made this a 1,000-year event - that is, it had less than a 0.1% chance of occurring in any given year. Storms are getting so devastating that insurers are struggling to keep pace with natural-catastrophe claims. For Texas, this portends outsized consequences - the state alone accounts for roughly a third of all damages caused by extreme weather in the U.S. during the last 10 years. The state is being walloped by extreme weather again and again. The onslaught illustrates a phenomenon that's on the rise because of climate change: "compound events," when the weather goes haywire in back-to-back or overlapping spells. Compound event s can be instances of the same kind of dangerous weather - one hurricane on the heels of another, say - or of different types, such as a heat wave coinciding with a drought. From 1980 through 2024, Texas has logged 190 weather disasters costing $1 billion or more, according to the U.S. National Centers for Environmental Information. That's the highest tally in the country. The U.S. stopped collecting data on these disasters after Trump started his second term. Friday's floods likely got a boost from the remnants of Tropical Storm Barry, which came ashore in Mexico last week and then sent moisture into Texas. Since 1913, 20 tropical storms, hurricanes or their remnants have caused 15 inches of rain or more across central Texas, the U.S. Weather Prediction Center said. There were more flood warnings and watches across the heart of Texas on Sunday, with heavy rain continuing to fall through the day, said Allison Santorelli, a forecaster at the U.S. Weather Prediction Center. July 6 (UPI) -- Tropical Storm Chantal dumped heavy rain on South Carolina early Sunday before weakening to a depression as it came ashore. The third named storm of the year, Chantal came ashore near Litchfield, S.C., about 3 a.m. before being downgraded. The National Weather Service said the center of the storm was hard to determine as it began to diffuse after arriving onshore. Winds peaked at 60 mph before coming ashore, the National Hurricane Center said. The storm had moved inland about 80 miles west of Wilmington, N.C., moving north at about 9 mph. Its sustained winds, however, had fallen off to about 35 mph. Flash flooding remained a concern and prompted local areas to take precautions as forecasters predicted that as much as four inches of rain could drench the region into the day Monday. "1-3 inches of rain has already fallen in isolated locations across Eastern NC," the Newport/Morehead City office of the NWS said in a social media post. "Expect 1-1.5 additional inches through Monday, with locally higher amounts of 3+ possible. This could lead to localized flash flooding." Heavy rain forced the closure of some lanes of Interstate 95 as it moved inland, forcing travelers to take alternate routes to reach their destinations. The storm prompted isolated tornado threats, but the storm was not expected to threaten North Carolina's popular Outer Banks area.
