
Economic summit attendees explore options for the future
And it is far from a rapid process.
Those were among the sentiments gleaned from a Wednesday presentation by Dr. John Deskins, director of the Bureau of Business and Economic Research at West Virginia University, on the final day of the Future Forward 2025 Summit and Expo at the Beckley-Raleigh County Convention Center. The two-day event was coordinated by the Beckley-Raleigh County Chamber of Commerce, the New River Gorge Regional Development Authority and West Virginia Hive.
Deskins delivered a wide-ranging presentation that touched on national, state and regional economic development trends today and projections for the future.
Up front, he admitted to being apprehensive that his remarks included at least some negativity.
"I will say it's not a great time to give an economic outlook speech," Deskins said. "We have a lot of uncertainty." Tariff policy talk nationally "has been changing daily," he said. "Tariffs have the potential to have a big impact on our economy, and when the policy discussion is changing daily, like literally this morning, it's hard to provide an economic outlook forecast."
Nationally, slower growth than normal is expected in the coming months, he said. "We expect West Virginia to be mostly stable."
Factors such as tariffs, interest rates and inflation all fit into the mix. "We're just in a wait-and-see mode right now. We still expect growth, but growth will be slower than what we had hoped for."
Deskins also discussed the state's unemployment rate, and he focused on people seeking – or not seeking – jobs in West Virginia. "We don't have a problem with people looking for work and being able to find work," he said. "The problem lies in labor force participation.
"I believe this is our biggest economic development challenge in West Virginia. I've been preaching this for years. This is the biggest problem that we face. The problem is that people aren't looking for work in the first place."
Narrowing his focus to the New River Gorge region, Deskins said the four-county area (Nicholas, Fayette, Raleigh and Summers) all told has about 55,000 jobs, with Raleigh County representing about 35,000 of that sum. He said that, although the region is in recovery from the Covid pandemic, there are only slightly more jobs being filled now than pre-Covid.
The low rate of labor force participation is the main sticking point, he reiterated. "Every county in the region has an even lower labor force participation rate than the state overall," Deskins said. "It's hard to wrap your head around this, but it is a big challenge."
According to Deskins, less than 50 percent of the adults in each of the NRGRDA's counties are active in the workforce, either working or looking for work. "And that makes the economic growth forecast difficult." Summers County, for example, stands at only 38 percent.
Deskins also presented details on per capita personal income, income growth, average salaries and myriad other subjects.
Attracting a data center or a large manufacturing center to the region should help alter the "status quo" baseline, he stressed. "Human capital has to be one of our economic development priorities," Deskins said. "There's no way we'll ever achieve the level of economic prosperity hoped for unless we can get more people in the workforce."
One suggestion broached at a recent conference in which he participated centered on methods to get older men and women to remain in the workforce longer, Deskins said.
Aside from an aging population, potential workers in the region and the state are also affected by "poor health outcomes" related to diabetes, smoking, cancer and other health situations. The drug overdose problem is another of the major issues "holding us down," Deskins said. "West Virginia is literally off the charts" in drug OD mortality rates for the most recent year available, he said. Education outcomes also are a challenge. The state has "a lot of people who don't have the right education, the right training, the right job skills. ... They're just on the sidelines."
"It's hard," Deskins said after his presentation. "We have some quick wins that we could gain. Data centers is probably one of our potentially quickest wins. I don't know if one is considering this region, but I know some are considering West Virginia in general."
He added, "We have potential to attract manufacturing to the area, as well," charting along the "more traditional economic development direction."
"But, thinking long term, we have to think about our people first and foremost," Deskins said. "We have to think about improving those poor health outcomes, the major problem with drug abuse, the poor education (outcomes) that we face.
"And we have to think about making West Virginia just a place where people want to live. We have a lot to leverage. We have a lot of natural amenities, things like the national park (New River Gorge National Park and Preserve), for example, things like the Summit Bechtel (Boy Scouts) camp. All outdoor amenities that we have are things that we can leverage and invest in more to make people want to live here.
"The evidence shows that, if people want to live here, if they move here, jobs will follow. Invest in people, invest in quality of life and also target those short-term, more traditional development opportunities that we have before us."
He concluded, "It's also going to be county-specific. Some counties are going to do better than others. Nobody wants to admit that, but it's true.
"But, especially here in Raleigh, we have a good density, we have an industrial base ... that allows us to build, and we have opportunity. We have fewer jobs than there were a decade ago. It's not going to happen overnight, but we can make improvements and I think there's reasons to be optimistic for the long run."

In recent months, a study was undertaken by Bowen National Research which collated input from 67 southern West Virginia stakeholders to formulate a housing needs summary in the four-county region of Fayette, Nicholas, Raleigh and Summers served by the NRGRDA.
The Bowen National Research study "provides data to support Build WV Tax incentive access and address community housing needs in the New River Gorge region," according to the NRGRDA website.
The firm's president, Patrick Bowen, was on hand Wednesday to reveal the findings of the study. The study covered a wide range of subjects, including evaluating past, current and projected demographic characteristics; determining current characteristics of major housing components within the market; examining various factors that affect housing market conditions and development; providing housing gap estimates by renter or owner and income segment; and collecting input from community members in an online survey.
The study found, among other areas, that a limited availability in multi-family rental housing units exists, there is a relatively limited amount of for-sale housing, and the region has an overall housing gap of 7,569 units for rental and for-sale product at a variety of affordability levels.
After his presentation, Bowen said local community involvement will be critical.
"Part of (the effort) will be organizing because people can start having a conversation," Bowen explained. "We can put out data, we can provide recommendations, but ultimately the community has to decide what path it wants to go on.
"We have studied some general paths, but because you have different counties with multiple municipalities, each one's going to have different priorities and different resources they can put towards housing; they're all going to decide what each one needs to do."
He referenced a similar study the firm completed in northwest North Carolina, and he said those community members had several meetings after they received their study results, addressing topics such as zoning or policy or how to attract development. Those gatherings at times drew around 80 participants, he noted.
The SWV housing needs assessment was launched on the NRGRDA website on Wednesday. It can be accessed at nrgrda.org/housing-needs-assessment-new-river-gorge/.
Wednesday's activities also included exhibitors, breakout sessions involving business service representative Donnie Pomeroy detailing Workforce West Virginia resources and support, and Donnie Morgan, representing the City of Beckley Planning and Zoning, who outlined the city's zoning regulations and urban planning strategies.
Also on the later agenda were Judy Moore, of WV Hive and the NRGRDA, who spearheaded a discussion on small business and economic development; Lisa Strader, of Visit Southern West Virginia, who showcased the region's tourism initiatives; and a legislative update guided by Sen. Brian Helton, R-Fayette.

"Today we heard from John Deskins," Jina Belcher, executive director of the NRGRDA, said late Wednesday morning. "He's always very real about the status of the region. We heard a lot of rough statistics to hear, but we heard about a lot of opportunities we have, as well.
"One thing that we are hearing is we are expected to have an increase of folks that want to move to the region. With that, we need to have quality housing, we need to make sure that we have a quality workforce. We talked a lot about opportunities for recruitment, we talked about small business support and that's where we (need to) really focus a lot of our efforts, is looking at diversifying the economy to open up the doors for entrepreneurs to have access to spaces and access to resources that are going to help them grow."
Concerning the possibility of the future arrival in the region of data centers, which were discussed during the morning sessions, Belcher said, "The NRGRDA is taking the perspective that we're working with each of the counties in our region to identify the right locations for these data centers. They are a bit of a controversial topic, and we know this is a priority of the current state administration. They want to find locations for data centers, so we feel we should take a proactive approach and identify where they should go and the best locations for them so that we can market those available locations, rather than open up the floodgates and let them select on their own."
"We're hearing great feedback," Michelle Rotellini, president/CEO of the BRCCC, said of the community participation in Future Forward this week. "Folks are saying that they're learning valuable information. Everyone has learned something that they didn't know."
Rotellini also acknowledged "really useful information" Wednesday morning by Bowen in presenting the regional housing needs assessment crafted by his team. She said the local community would be wise to heed Bowen's advice to establish local guidance to engage in addressing some of the housing issues facing the region. "I'm looking forward to being able to put some task forces together to address some of these issues," said Rotellini.
"I think it (the event overall) has been very successful," she said. "It's getting community leaders and entrepreneurs on the same page so that we now can move forward and work together" from a similar vantage point.
Jordan Wooldridge, BRCCC board chair, said attendees at Future Forward this week had a "shared purpose" that is targeted toward developing a "stronger, more resilient community." The summit/expo was "more than just numbers and forecasts," he said. "It's more about people at the end of the day. It's about partnerships. It's about finding real solutions that will uplift our businesses, empower our workforce and ensure that our communities will thrive."

Shock jobs report stirs recession fears: 5 takeaways
The disappointing July jobs report threw a bucket of cold water on an economic outlook that appeared to be holding up surprisingly well despite President Donald Trump's high import tariffs, immigration crackdown and widespread federal layoffs. Not only did employers add a disappointing 73,000 jobs – well below the 105,000 expected – but payroll gains for May and June were revised downward by a whopping 258,000. That left May's additions at 19,000 and June's at 14,000, the weakest performance since the nation was climbing out of the COVID-19 recession in December 2020. In early afternoon trading, the Dow Jones Industrial Average was down about 607 points and the benchmark S&P 500 index was off 1.5% Over the past three months, the economy has averaged just 35,000 employment gains. Here are a few takeaways: This was no blip The poor showing likely wasn't an outlier that will be followed by a resumption of healthy job gains in the months ahead, economists said. Consumers have reined in their spending somewhat, amid worries about Trump's tariffs pushing up prices, and are pulling back on travel and recreational activities. As more of the import charges hit store shelves, Americans will likely restrain their outlays further, Pantheon Macroeconomics wrote in a note to clients. That should translate into weaker job gains, especially in sectors such as manufacturing, retail, trucking and warehousing, the research firm said. And on July 31, Trump escalated his global trade fight with a sweeping new round of import levies. Meanwhile, executives' confidence in the business outlook has been shaken in recent months by the tariffs – which are squeezing profit margins – and that's expected to spell a more pronounced decline in business investment, Pantheon said. 'Sadly, employment appears set for a further summer slowdown as firms, facing renewed cost volatility from escalating trade tensions, remain focused on managing labor costs through reduced hiring, performance-based layoffs, restrained wage growth, and lower entry-level wages,' Gregory Daco, chief economist of EY-Parthenon, wrote to clients. Also, after the Supreme Court recently lifted a stay on mass federal layoffs, 'the decline in federal employment likely will gather more momentum over the coming months,' Pantheon said. The Labor Department has tracked 84,000 federal job losses this year, but the number of buyouts and job cuts announced was much larger. Hiring across the economy hit a 12-month low in June, Labor Department figures show. Will there be a recession in 2025? The dreaded word has slipped back into the conversation after fading the past couple of months as Trump delayed many tariffs and reached deals with several countries. 'To me, today's jobs report is what entering a recession looks like,' Josh Bivens, chief economist of the left-leaning Economic Policy Institute, said in a statement. 'Could we pull up? Sure. But if we look back and end up dating an official recession that starts 3-6 months from now, this is what it would look like today – rapid softening/deterioration in the labor market.' A recession now appears 'very, very likely' unless Trump lowers the tariffs by Labor Day, said Mark Zandi, chief economist of Moody's Analytics. Could a skidding economy and stock market lead Trump to reverse course? A darkening economic outlook and tumbling stock market could well prompt Trump to try to soften the import fees, Zandi said. 'He's going to try to pull it back,' he said. But if he doesn't act before Labor Day, 'It will be too late,' Zandi said, adding the duties will start to ripple too dramatically into retail prices and consumer and business sentiment for the effects to be undone. A September fed rate cut likely At a July 30 news conference following the Fed's decision to hold rates steady for a fifth straight meeting, Fed Chair Jerome Powell described the labor market as solid and balanced. He also said officials would focus primarily on the unemployment rate as they decide whether to lower rates in September. The jobless rate edged up to 4.2% in July. It's still historically low even as Trump's immigration constraints, particularly deportations, shrank the labor force – the pool of people working or looking for jobs. Still, employer demand for employees has waned. But Morgan Stanley suggested the feeble job gains of the past three months would spur the Fed to act in September despite stable unemployment. 'The slower payroll pace keeps downside risks elevated and a September cut on the table,' Morgan Stanley said in a research note. Fed fund futures markets are now putting the chances of a September rate decrease at 85%, up from 45% after Powell's July 30 remarks. AI is starting to crimp job gains Professional and business services shed 14,000 jobs in July and payroll gains in the sprawling white-collar sector have been stagnant for more than two years. July's showing included job losses in computer and technical roles. Staffing executives say companies are replacing many entry-level information technology workers with artificial intelligence. 'It is happening,' Goldman Sachs chief economist Jan Hatzius said on CNBC after the release of the July jobs report. 'This is not the main thing driving the labor market... But we're seeing early signs.'

This as-told-to essay is based on a conversation with Samantha Stobo, a 32-year-old who lives in Miami with her mom. It has been edited for length and clarity. When your life feels like it's falling apart, it might actually be coming together. I was in a bad place in 2022, but I wouldn't change anything because it led me to where I am now. I was working in private equity in New York and had been living there for five years. We had gone fully remote during COVID, but then my company wanted to return to in-office five days a week. I was 9-to-5, five days a week, for four or five years, but after getting a taste of the remote lifestyle, I did not want to go back. Then, I went through a pretty brutal breakup with the guy I was living with. I was turning 28 and didn't want to be in New York City anymore. I called my mom, and she said, "I don't know why we've never done this before, but why don't you come work for me?" The short-term plan was to move in with my mom in Miami, get my bearings, and start working with her. That was three years ago, and it's been perfect ever since. Moving back in with Mom My mom owns a wellness hotel in Costa Rica, and I work with her in business development and marketing. I am prepping to take over the company at some point. My mom moved to Miami from California in 2021 because it's closer to Costa Rica. I wasn't so worried about what it would be like to live with her because we have such a great relationship. I was more worried about what people would think about me living with my mom. I think there's a stigma out there that you lose your independence or you're backtracking if you move back in with your parents. When I first moved in with her, we were in a rental. It was a two-bedroom, two-bathroom, but quite a small rental. My mom's boyfriend lives with us and works for the company, too. We laugh now. We're like, "How did we ever live there?" But it was fun. Now, we're in a much larger home. It has four bedrooms and four baths. Adjusting to change My mom purchased her home in 2023, and now we have expenses like cleaners that come once a week and a pool cleaner. My mom also buys all the groceries. We decided I would pay a fixed amount to the household, which is $2,000 a month. When I moved in, I hadn't lived in a family home for 10 years. I was trying to adjust from living with roommates, where you buy your own groceries, keep them in separate areas of the fridge, and get mad when they leave their dishes in the sink. My mom loves to cook, so she cooks all my meals for me and does my laundry sometimes. It was an adjustment to be like, "OK, what are these things that she does for me? But also, I'm a fully functioning adult. What are the things that I do for myself that don't make me seem like I'm a 12-year-old living with her mom?" When I first moved in, I went out with friends and came home around 2 a.m. She was up and panicked. I didn't even think to tell her because I'd lived in New York for five years by myself and never had to tell someone when I'd be home. I taught her how to use Find My Friends, and we have open communication. Working together We work from home. While it's a lot to live and work with my mom, I think it would be ridiculous to have a separate apartment and then come to the house to work with her. Since she's the company owner and I'm learning to take it over, it's also helpful that I'm clued into every conversation, and it's not just 9-to-5 that we're talking about work. We're talking about it on Saturday, Sunday, after hours, whenever something comes up. It is sometimes hard to separate work from mother-daughter chores. If I am working and she says, "Take out the trash," then I'm like, "Well, I'm busy working." We get in stupid little arguments like that, but overall, it's worked really well for us. A built-in best friend Living together was only supposed to be temporary, but it's been three years. I don't have any plans to live alone, but sometimes, I get a little stressed. I don't want to be 36, still living with my mom, but it's working for where we are right now. I have a built-in best friend. Life is hard enough. It's nice to come home every day to a place where I feel safe and comfortable and know that I have someone who has my back. I think it's kind of crazy that we've normalized living with random people over living with your family. Living with my mom has been amazing for my mental health. This week in Trumponomics: The Trump slowdown is here
Economists have been warning that President Trump's trade wars will depress growth and hiring. Trump and his defenders say pshaw. But the Trump economy is suddenly looking shaky. Hiring slowed dramatically in July, and downward revisions for the two prior months reveal the weakest job market since the COVID recession in 2020. Employers added just 73,000 jobs in July, with the average for the past three months an anemic 35,000. In 2024, job growth averaged 168,000 new jobs per month. Up till now, Trump has waged his trade war with impunity. His tariffs have raised the average tax on imports from 2.5% to about 18%. That's a hefty tax on some $3 trillion worth of goods, paid by American businesses and consumers. Yet inflation is still below 3%. The stock market flinched in April and May but has since hit a series of new record highs. The second quarter of 2025, however, is now looking like it may have been the last respite before Trump's disruptive policies take their it's not just hiring. Second quarter GDP rose by 3%, which would be solid in normal times. But the numbers are distorted by a surge of imports in the first quarter and a corresponding plunge in the second. Even it out, and GDP growth in the first half of 2025 was a weak 1.2%. That's less than half the growth rate in the first half of 2024, which was a more robust 2.8%. Many companies are beginning to say Trump's tariffs are harming profits, including bellwethers Ford (F), General Motors (GM), and Procter & Gamble (PG). The US manufacturing sector has contracted for five months in a row, and manufacturing employment has dropped for three months straight. Tariff-related inflation might also be materializing. The inflation rate inched up from 2.4% in May to 2.7% in June. There were notable month-to-month price hikes in product categories dominated by tariffs, including clothing, appliances, sporting goods, and toys. Consumers don't normally notice small monthly price hikes, but they notice for sure if price hikes persist and stuff continually gets more expensive. All of these trends are exactly what the many critics of Trump's trade wars have predicted. Tariffs raise costs for any firm or household dependent on imports. Higher costs reduce spending and investment. Trump's episodic tariff announcements also create uncertainty because affected businesses can't predict future costs. That creates an incentive to wait instead of investing, expanding, or hiring. The net effect is lower growth, lower employment, and possibly stagflation. Read More: What is stagflation, and how does it impact you? It's possible that Trump will get the message and wind down his trade wars. But not before more chaos. Just as Trump was inking trade deals with Japan, South Korea, Indonesia, and the European Union, he upped the ante on some five dozen other countries by threatening tariffs on their imports as high as 40%, including a new 35% rate — up from 25% — on some Canadian imports. The US stock market had been hovering near record levels on the hope that the worst of Trump's tariff fulminations were over. But stocks sank anew on Aug. 1 on the latest tariff shock, plus the lousy job numbers. There's yet another tariff deadline, Aug. 7, when the latest barrage of tariffs will go into effect unless those 60-odd countries make trade deals with Trump. Some of them probably will. But the new regime of higher tariffs is here to stay, and whether the average tariff rate is 18% or 20% or 22%, everybody's going to have to deal with Trump's new import taxes. Read more: 5 ways to tariff-proof your finances The consolation prize is that the weakening economy makes the Federal Reserve much more likely to cut interest rates in the fall. Odds of a quarter-point rate cut in September jumped from 38% to 81% after the latest job and tariff news, according to the CME Group's FedWatch tool. Trump, of course, has been hectoring the Fed to cut rates, and the weakening Trump economy now gives it a reason to. Most economists think the economy will slow from 2.8% GDP growth in 2024 to around 1% in 2025 and 2026. That's not a recession, but weak growth will make jobs more scarce, keep a lid on wages, and intensify the economic blahs many people feel. It's probably happening now.
