HM Treasury took a £10.5 billion loss on the whole rescue exercise, which required a decade-long series of placements and buybacks to filter the taxpayers' 84 per cent holding back into the market as the bank's performance gradually recovered. But few would argue it was badly managed or wrong in the first place.
Fred Goodwin's RBS, crippled by his hubristic bid for the Dutch group ABN Amro on top of a balance-sheet full of toxic debt, fully deserved to fail. But its customers did not deserve to lose their deposits and livelihoods, and when chancellor Alistair Darling received a call from Goodwin's chairman Sir Tom McKillop on 7 October 2008 telling him RBS would fail the next day, Darling had to set aside any consideration of moral hazard and step in: chaos would have ensued if he hadn't.
The workaday NatWest – which never had a coherent strategy for the era of globalised banking that died with that phone call – has survived, despite a continuing tide of branch closures, as a relatively trusted high-street brand. I'm pleased to see chairman Rick Haythornthwaite talking about a 'simpler, safer' bank with a 'UK-focused business model'.

Councils set for windfall under new recycling scheme
English councils are poised to receive a substantial £1.1 billion in recycling funding, sourced directly from fees levied on companies for the packaging they produce. This marks a significant shift from the current system, where local authorities have historically shouldered the cost of disposing of items like milk bottles and cereal boxes, funded by taxpayers. The new Extended Producer Responsibility (EPR) scheme, set to come into force this year, will mandate businesses to contribute financially towards the recycling of their packaging. Companies will begin paying these fees from November, with charges varying based on how difficult the material is to recycle. It is anticipated that this initiative will incentivise businesses to reduce their packaging use, transition to more easily recyclable materials, and invest in circular economy innovations. Ultimately, the goal is to significantly cut the volume of waste sent to landfills or incinerators. The Environment Department (Defra) expects to collect £1.4 billion in EPR fees over the coming months, guaranteeing £1.1 billion of this sum for English councils in the 2025/26 financial year, regardless of the final collection total. The further £300,000 is expected go to the UK's devolved authorities to allocate to councils. Councils will be able to choose how to spend the funding, such as offering local residents more streamlined collections, building new infrastructures or upgrading facilities. Environment Secretary Steve Reed said all councils must use the funding to deliver improved packaging waste collection services for their communities. The scheme's administrator PackUK has been given powers to reduce future funding allocations if evidence shows a council has funnelled it towards other purposes. More widely, the Government hopes the scheme will help to unlock regional growth, create new green jobs and boost household recycling rates which have seen little improvement over recent years. It pointed to projects such as waste management firm Veolia's facility in Southwark which handles and processes materials collected from homes and sends them to be turned into new products. Environment minister Mary Creagh said: 'This Government is cleaning up Britain and ending the throwaway society. She added that the money 'will revolutionise how we deal with our waste and ensure more of today's rubbish is recycled into tomorrow's packaging'. Local government minister Jim McMahon said: 'Clean and tidy streets are something everyone wants to see, and these commonsense reforms will help councils achieve that. 'Whether it's channelling more money into recycling or reforming the outdated funding system, we are fixing the foundations of local government so that it can focus on what matters most to people across the country.' Jacob Hayler, executive director of the Environmental Services Association, said: 'Our members stand ready to invest billions, alongside local authority partners, in the next generation of recycling services, infrastructure and jobs, which will provide a rapid boost to England's stalled recycling rates. 'The new producer responsibility regime for packaging, alongside other measures to simplify recycling services, will unlock this investment and support our ambition to achieve a circular economy in the United Kingdom over the next decade.' Jim Bligh, the Food and Drink Federation's director of corporate affairs and packaging, said: 'This announcement is welcome news for both industry and consumers, coming just before producers receive their first invoices for EPR. 'It marks a vital step towards delivering the improvements in the UK's recycling system that we all want and need.' Adam Hug, environment spokesperson for the Local Government Association, said: 'It's positive to see the costs of managing packaging waste shift to the industry creating this waste. 'Councils are proud to run some of the best recycling services in the world, with high levels of public satisfaction despite significant financial pressures. 'This success is built on council's local knowledge and strong links with communities, and we hope the new scheme will support that work and help reduce the amount of packaging ending up in household bins.' The EPR scheme comes as part of wider Government efforts to boost the circular economy, which also include the delayed deposit return scheme that provides a financial incentive to customers to return empty drinks containers to collection points. The Circular Economy Taskforce is also working with sectors to create a series of roadmaps to improve the approach to using materials.

The UK Government minister was the first person to greet the president in Scotland as he begins his visit to the country. Speaking after meeting the American leader, Mr Murray told PA: 'The president came off the flight, and I said, 'Mr president, welcome to Scotland – the home country of your dear mother', and he said, 'It's great to be here, I always love standing on the soil of Scotland'. 'I said, 'I hope you're looking forward to a bit of downtime with some golf this weekend', and he said, 'Yes'. And I said, 'Well, we've whipped up a bit of a wind for you to make it a bit more competitive', and he went, 'I'm looking forward to it'.' Mr Murray said Mr Trump was given a warm reception as he got off his presidential plane. 'The Prime Minister knows that, and knows that working very closely with the US is in our national interest.' Asked about protests, which are expected across the country, Mr Murray said people had a right to demonstrate, adding: 'Freedom of speech, freedom of assembly and freedom to protest is a key cornerstone of both countries, America and the UK, and the right to be able to protest if they so wish to so.'

Accountant who was 'like a daughter' to her generous boss jailed after pocketing over £2.4million from her company to fund gambling addiction and cruise obsession
An accountant who was 'like a daughter' to her boss stole more than £2.4million from the family-run business. Jemma Lewis, who was earning £200k, has been jailed after spending the stolen fortune on gambling, cryptocurrency and luxury holidays. Newport Crown Court heard how Ms Lewis' theft caused one woman to miss out on her pension, a director to leave and another to lose out on his salary. She had worked for the company for over 10 years, starting as a receptionist and eventually qualifying as an accountant. In a victim statment, her boss, James Davies, said Ms Lewis felt like familyand that her crimes has 'affected the lives of countless people'. Ms Lewis committed fraud against five different companies which were inside the same family of companies owned by James Davies. These included Daisy Vale Limited, Charnwood Accounts, Edward Davies Construction and Fastnet Properties Ltd. The financial problems began to arise when the company moved to an online banking system, which showed a substantial and unexplained downturn in profits. In 2023, when suspicions were raised over an increase in third party payments, Ms Lewis officially resigned and a new accountant took over. When she contacted him about her severance payment he noticed a link between her account details and a number of other payments on the account. Alex Orndale, prosecuting said: 'Instead of paying third party people she had been paying herself and disguising them as proper payments.' Between 2018 and 2023 the total payments to her account exceeded £3.6m. Once her salary and other legitimate payments were removed the total was still over £2.4m. Mr Orndal explained that £1.4m of this was sent to known gambling companies but the figure is likely to be higher as it's difficult to identify all gambling companies. She also spent £67,000 on crypto companies and £9,000 on FairFX, a bank where you can pay with different currencies. There was also £3,600 spent on £1,000 on P&O cruises and £1,000 on Jet2Holidays Despite already fraudulently stealing millions from the businesses, Lewis also asked her Mr Davies to lend her £163,000 to help her buy a house but the money was eventually repaid by her mother and brother. Defendant Neil Corre said her gambling addiction, which she has been free of for a year, is to blame. He said: 'She has lost her job, her home and she may lose her liberty, but her moral compass has been restored.' Former director Mark Cotter said in a victim impact statement that the stress on him had led to his GP making him take four to six weeks off work. He added: 'I felt forced to leave the company that I had spent a lot of my life trying to build. 'I'm in disbelief that all of this happened because of Jemma Lewis.' Ms Lewis pleaded guilty to five counts of fraud by abuse of position. Judge Daniel Williams sentenced Lewis to five years in prison, with each charge to run concurrently. He said during sentencing: 'You have been a gambler for years, since you were 18 and long before you were employed by James Davies. Your upbringing was privileged but also blighted by trauma and sadness.'
