
Russian satellite at centre of nuclear weapons allegations is spinning out of control, analysts say
The Cosmos 2553 satellite, launched by Russia weeks before invading Ukraine in 2022, has had various bouts of what appears to be errant spinning over the past year, according to Doppler radar data from space-tracking firm LeoLabs and optical data from Slingshot Aerospace, shared with Reuters.
Believed to be a radar satellite for Russian intelligence as well as a radiation testing platform, the satellite last year became the centre of US allegations that Russia for years has been developing a nuclear weapon capable of destroying entire satellite networks, such as SpaceX's vast Starlink internet system that Ukrainian troops have been using.
US officials assess Cosmos 2553's purpose, though not itself a weapon, is to aid Russia's development of a nuclear anti-satellite weapon. Russia has denied it is developing such a weapon and says Cosmos 2553 is for research purposes.
Russia has for decades been locked in a security race in space with the US that, in recent years, has intensified and seeped into public view as Earth's orbit becomes a hotspot for private sector competition and military technologies aiding ground forces.
The Cosmos 2553 satellite has been in a relatively isolated orbit about 2,000km above Earth, parked in a hotspot of cosmic radiation that communications or Earth-observing satellites typically avoid.
LeoLabs in November detected what appeared to be errant movements with the satellite using Doppler radar measurements from its global network of ground stations. The company in December upgraded its assessment to 'high confidence' that it was tumbling based on additional radar data and imagery of the satellite taken by another space company, Darren McKnight, a senior technical fellow at LeoLabs, told Reuters.
Russia's defence ministry did not return a request for comment.
'This observation strongly suggests the satellite is no longer operational,' the Center for Strategic and International Studies, a Washington-based thinktank, said of LeoLabs' analysis in its annual space threat assessment, published on Friday.
US Space Command, which tracks objects in space and has condemned Russian military satellites in the past, said it was aware of a change in Cosmos 2553's altitude but declined to provide further assessment on its current state.
The satellite earlier showed signs of odd behaviour. Slingshot, whose global telescope network has been tracking the spacecraft since its launch on 5 February 2022, detected movements in May 2024.
'Slingshot noted that the object's brightness became variable, indicating a potential tumble,' a company spokesperson said.
But according to Slingshot's latest observations, Cosmos 2553 appears to have stabilised, according to Belinda Marchand, the company's Chief Science Officer.
Commercial space-tracking services are relatively young but fast-evolving and in high demand as the number of civil and military satellites in space soars.
The US defence department and other countries' militaries, keen on avoiding military miscalculation, have made better eyesight in orbit a high priority to better distinguish between various types of spacecraft manoeuvres and whether objects are civil or military assets.
Russia, a US Space Command spokesperson said, has claimed Cosmos 2553's mission is to test onboard instruments in a high-radiation environment, 'but this does not align with its characteristics'.
'This inconsistency, paired with a demonstrated willingness to target US and allied on-orbit objects, increases the risk of misperception and escalation,' the spokesperson said.
Cosmos 2553 is one of dozens of Russian satellites in space with suspected ties to its military and intelligence programs. The country has viewed SpaceX's Starlink, a formidable constellation of thousands of satellites, as a legitimate military target as Ukrainian troops use the service in conjunction with weapons on the battlefield.

A lab funded by America's Defence Department demonstrated one in 1960. But decades of development failed to produce a practical weapon, and the ambition waned. Now it is back. Last year America reportedly used a high-energy laser (HEL) to down drones aimed at its forces in the Middle East. Israel and Russia have both recently used HELs to foil drone attacks. Ukraine may soon do the same. Why are laser weapons suddenly useful? And what role could they play in future wars? The Martians had a heat ray that could destroy the Royal Navy's battleships, but that was in 'The War of the Worlds', a 19th-century work of science fiction. HELs are not high-energy enough for that. To seriously damage a warship or tank would require megawatts of power–a noticeable proportion of the output of a conventional power plant. HELs produce kilowatts, ie, thousandths of a megawatt. Even aircraft can survive bombardment by HELs. For a while missiles looked like potential prey. They have thin skins and are packed with fuel and explosives. Merely damaging the shell of a supersonic missile can create drag, causing it to tumble out of control. And, no matter how fast the missile, laser beams, which travel at the speed of light, can catch up to it. President John F. Kennedy gave a laser-missile-defence project the highest national-security priority after the Cuban missile crisis in 1962. But missiles turned out to be difficult targets. They're not as fast as lasers, yet they are still hard to intercept. In 1973 a laser downed an aerial target at White Sands Missile Range in New Mexico, but it was something a little slower than a missile, perhaps a small radio-controlled aircraft. The advent of the small drone as a weapon in the 2010s has given lasers a target they can handle. The Russian and Ukrainian armed forces have launched attack drones, as have the Houthi militia in Yemen. They are becoming ubiquitous in war. Conventional air defences can shoot them down, but many of the missiles these systems fire cost millions of dollars and are in short supply. Lasers, on the other hand, cost just a few dollars per shot and their ammunition is limited only by their power supply. Advocates say they're the ideal drone killers. Your browser does not support this video. America fielded a laser system in the Persian Gulf in as early as 2014, to destroy small boats and other 'asymmetric threats', but did not use it. It probably first fired one in battle last year. A 20-kilowatt LOCUST system, the size of a small garden shed and weighing some 1,500kg, reportedly downed drones launched at a military base in the Middle East, probably by an Iran-backed militia. This year Israel released video of its lasers shooting down drones fired by Hizbullah, a Lebanon-based militia. The Israel Defence Forces claim that they have taken out 'dozens' of drones. Analysts believe that Israel is using the Keren Or (Lite Beam) system made by Rafael, an Israeli firm. It's a ten-kilowatt little brother to the 50-kilowatt Iron Beam system, which is being developed to supplement the conventional Iron Dome anti-missile system. Meanwhile, Russia has released a video purporting to show an HEL engaging a Ukrainian drone. The weapon looks identical to a Chinese-made Shen Nung, with an output of more than 30 kilowatts. Ukraine has also released footage of its 50-kilowatt Trident laser destroying drones in tests. Its commanders are eager to field Trident to defend against nightly waves of Iranian-designed Shahed drones fired from Russia. Though trendy, HELs have drawbacks. Even though one blast is cheap, installing a system is not. The British Royal Navy's Dragonfire HELs will cost £100m ($135m) apiece. Today's lasers have relatively short ranges (of up to a few miles) and can be hampered by smoke, dust, haze or fog. In theory they can be carried around by planes or Jeeps, but get the power they need more easily from ships or on the ground. Lasers also have competition in the form of old-fashioned anti-aircraft guns, which are relatively cheap and can take on lots of targets. Attack drones are here to stay. The question is whether beams or bullets will blast them.

Peru's guano coastal birds face crisis as population drops over 75%, scientists say
LIMA, July 25 (Reuters) - Scientists along Peru's central Pacific coast are sounding the alarm that more action is needed to protect seabirds, sea lions, and penguins as climate change, disease, and overfishing threaten their survival. Research shows the number of guano birds has dropped by more than three-quarters in the past three years to around 500,000, according to local biologists, down from a population of 4 million in 2022. These black-and-white coastal birds form an important part of Peruvian wildlife, producing large quantities of excrement used as a natural fertilizer. "We are very alarmed by this sharp decline," said Susana Cardenas, director of the Environmental Sustainability Center at Peru's Cayetano Heredia University in an interview with Reuters. She monitors marine life at the Punta San Juan reserve roughly 530 kilometers south of Lima. Breeding centers like the one Cardenas runs are helping to protect bird populations that she described as "golden egg-laying hens" because they were so fragile, yet valuable. Peru's state agency AgroRural counted 529,400 guano seabirds in January, spread across 22 islands and eight coastal points, that include cormorants, boobies and pelicans. That figure is down from an average of 4 million registered in recent decades by Peru's Agriculture Ministry. Scientists said that the sharp decline began with an outbreak of avian flu in 2022 that killed tens of thousands of birds, penguins, and sea lions. The El Nino weather phenomenon disrupted marine ecosystems the following year, and forced birds to migrate. Then in 2024, overfishing of anchoveta - a primary food source from the anchovy fish family - further depleted populations. At Punta San Juan, only 200,000 guano birds, 2,500 Humboldt penguins, and 11,000 sea lions remain, the research center found. The decline in bird numbers is hurting the guano fertilizer harvest, important for the local farming industry. This nutrient-rich fertilizer is collected every five years under government supervision and exported in controlled quantities. The last collection was in 2024, but with fewer birds, the "sustainability of this activity will be at risk," Cardenas added. Peru's Agriculture Ministry did not respond to a request for comment on the bird populations' decline. In April, authorities allowed the biggest catch quota in seven years of anchoveta, used in fishmeal, citing larger populations. But biologists said that the anchoveta populations were still not large enough to sustain both fishing and the bird populations that depend on them. Sea lions and penguins that live in colonies along the Pacific coasts of Peru and Chile were also at risk from dwindling food supplies caused by changing weather patterns and overfishing. Humboldt penguins could be extinct in 100 years, Cardenas said, if protections failed to increase. "Their population is trending downward, especially in protected areas where growth is most needed."
