Quality of urban governance key to ease of living: Rajya Sabha Dy Chairman Harivansh

India Gazette21 hours ago
Manesar (Haryana) [India], July 4 (ANI): Rajya Sabha Deputy Chairman Harivansh addressed the valedictory session of the National Level Conference of Chairpersons of Urban Local Bodies in Manesar, Haryana on Friday.
In his remarks, Deputy Chairman RS Harivansh touched upon the importance of civic governance in improving the quality of life and highlighted the broader objective of 'Ease of Living' set by Prime Minister Narendra Modi.
Harivansh also lauded the innovative efforts of various Urban Local Bodies (ULBs) in addressing several local challenges through the use of technology and the efficient utilisation of available resources. 'Since 2014, alongside the emphasis on Ease of Doing Business, Prime Minister Narendra Modi has also worked towards Ease of Living. In this regard, the role of Urban Local bodies is even more important,' he added.
Addressing various demands for civic amenities, providing easy access to essential services through digitisation, and building capacity in solid waste management are some steps where urban local bodies have a key role to play.
He urged the heads of various urban bodies to make their governance more participatory by maintaining transparency in budget allocations and measuring their outcomes. In the past, there have been recommendations to improve the accounting and auditing standards of ULBs.
In his remarks, Dy Chairman Rajya Sabha Harivansh spoke about the need for state governments to decentralise and empower local bodies to ensure the 73rd and 74th amendments to the constitution are implemented in letter and spirit.
He said, 'Many states have not fully taken the recommendations of the State Finance Commissions to empower local bodies financially and administratively. It is the urban schemes planned by the Union Government and the efforts of the Union Finance Commission that have supported the implementation of key projects at the city level.'
As cities increase their contribution to GDP, he urged the elected representatives of various cities to focus on preparing for future challenges. 'With the increase in economic activities in urban areas, our emissions will rise too. Therefore, addressing the concerns arising out of climate change and implementing sustainable practices in our urban areas are also important,' he said.
In his concluding remarks, Harivansh stated that the governance of urban areas will be crucial in achieving the nation's goal of becoming a developed country by 2047. In this regard, governance should be more inclusive and participatory to make it a people's movement.
The two-day programme held in Manesar was also addressed by Lok Sabha Speaker Om Birla and Chief Minister of Haryana, Nayab Singh Saini. The conference included presentations from various cities displaying best practices in different segments of civic governance. (ANI)

Maharashtra: Work on Mumbai-Ahmedabad bullet train project in full swing

New Delhi [India], July 5 (ANI): The work on the Mumbai-Ahmedabad high-speed bullet train project is going on in full swing in Maharashtra, with major structural and tunnelling milestones being achieved, according to the National High-Speed Rail Corporation Limited (NHSRCL) said on Saturday. According to the NHSRCL, work on all three elevated stations in the state, Thane, Virar, and Boisar, is advancing swiftly, and the first slabs for Virar and Boisar stations have recently been cast. Across the alignment, pier foundations and pier works are underway at various locations, with approximately 44 km of piers cast to date. In the Palghar district, viaduct construction has also commenced using full-span box girder launching technology, starting from the Dahanu area. Additionally, the excavation of seven mountain tunnels in the Palghar district is actively in progress, demonstrating the project's engineering scale and complexity. Bridge construction has also kicked off at three major rivers: Vaitarna, Ulhas, and Jagani, further contributing to the corridor's critical infrastructure. An important component of the project is the 21-kilometre-long underground and undersea tunnel connecting the Mumbai Bullet Train station at Bandra-Kurla Complex (BKC) to Shilphata. Of the 21 km tunnel, 16 km is being excavated using Tunnel Boring Machines (TBMs), while 5 km is being executed using the New Austrian Tunnelling Method (NATM). The tunnel includes a 7 km undersea stretch beneath Thane Creek, marking a significant feat in Indian tunnelling history. So far, approximately 4.1 km of tunnel heading has been achieved through NATM from the Shilphata site, and two concurrent faces have been developed from the ADIT portal. In terms of vertical construction, base slab casting at the Vikhroli shaft (56 meters deep) and Sawli shaft (39 meters deep) has been completed. Additionally, sludge treatment plants are being installed at shaft locations, and the Mahape tunnel lining casting yard is actively producing tunnel lining segments. For the under-construction Mumbai Bullet Train station at Bandra Kurla Complex, 80% of the excavation work has been completed. Base slab casting at 100 ft below ground level has already started at both ends of the station site, NHSRCL added. (ANI)

Farmers urged to unite against corporatisation of agriculture

Amra Ram, national vice-president of All India Kisan Sabha and a Member of Parliament from Rajasthan, called for blocking the attempts to corporatise the agricultural sector in the country. Speaking as the keynote speaker in a seminar titled 'Impact of corporatisation of the agricultural sector' organised by Andhra Pradesh Farmers' Association Prakasam District Committee in Ongole on Saturday (July 5), he said united farmer movements are the only way to stop this process. Mr. Amra Ram accused Prime Minister Narendra Modi of changing the agricultural laws in favour of corporate companies and alleged that the Union government was looking down on agriculture. He lauded the efforts of the farmers in Prakasam district due to which the State government agreed to procure burley tobacco through Markfed. He said that the Prime Minister, who had promised to implement the recommendations of the Swaminathan Committee, created the conditions that led to the farmers' movement for the implementation of the recommendations. He also recalled the long struggle of farmers' unions in Delhi against the black agricultural laws. 'The price of Diammonium Phosphate (DAP) fertiliser has increased from ₹400 to ₹1,400 after the Modi-government came to power. Also, the adulteration of DAP has become a serious issue. Prevention of Adulterated Fertilisers Act has been framed in such a way that a penalty of only ₹500 will be levied if adulterated DAP worth ₹1,400 is caught.' These laws are demoralising farmers who are suffering due to adulteration of seeds, fertilisers and pesticides. 'The Modi government is giving away electricity to corporate companies in the name of smart meter. Similarly, the railways, ports, airports and industries are getting privatised,' he said, urging the farmers to protest against the corporatisation of agriculture.
