WV homeless service organizations receive $97,000 to continue missions

HUNTINGTON, W.Va. — The Pallottine Foundation of Huntington has awarded the Cabell-Huntington Coalition for the Homeless and Bream Neighborhood Showers, Healthcare Outreach Program, $97,000 in grant funding to support its programming and operational needs.
The two organizations offer a variety of resources to assist people experiencing homelessness in the Huntington and Charleston areas.
'These two organizations provide essential services for our community members in need,' Laura Boone, CEO of the Pallottine Foundation of Huntington, said in a news release. 'They collaborate with other providers to ensure those experiencing homelessness receive dignified care and support.'
The Cabell-Huntington Coalition for the Homeless will use its money to support a new director position for the Cabell-Huntington-Wayne Continuum of Care (CoC), which coordinates services and partners with other local agencies that assist those experiencing homelessness.
It also oversees the administration of funds from the U.S. Department of Housing and Urban Development in Huntington.
The new position will be fully dedicated to the CoC and will oversee operations, as well as the performance of all HUD-funded projects. The CoC director position and the coalition (Harmony House) executive director have been a dual role for several years, CoC Treasurer Melinda Midkiff, said; however, the combined role was too much for one person.
Some of the money to fund the position comes from HUD. The Pallottine Foundation will supplement the funding, said Sarah Walling, president of Harmony House's board of directors.
The new CoC Director Cindy Toliver was chosen because of her combined skills in grant experience, homeless services experience and management skills, Midkiff said. Toliver will be employed through Harmony House. Midkiff said the ultimate goal is for the CoC to become a 501(c)3 and become its own entity.
Toliver will mainly oversee and implement approximately 15 grants the CoC receives. Last year, it distributed $3.9 million in grant funding to local homeless services. The grant awards will not be given in two-year increments.
Midkiff said having a separate CoC director will improve local homeless services by allowing more time to make sure everyone is compliant with its regulations, and to ensure there are no duplicate services, which she said will serve clients more efficiently and improve relations with members of the CoC.
Walling said being able to financially support a separate CoC director will create a more equal partnership between local services.
'It will be a more equal partnership by not having a lead agency,' Walling said. 'You will have someone who will be responsible for the operations of the CoC who is beholden to any particular agency, but I think where we'll see the greatest improvement in service delivery is really on the day-to-day.'
Bream Neighborhood SHOP in Charleston will use the funding for operational costs, including salary support, utility costs, food for its pantry, and supplies for outreach efforts. The organization partners with a network of providers to offer resources to community members in need. On-site services include showers, laundry facilities and lockers, as well as a food pantry, clothing closet and cold-weather shelter.
Through its partnerships, SHOP also provides legal services, medical care, utility and rental assistance, access to substance use disorder treatment, long-term housing, domestic violence services and family unification assistance.
The Pallottine Foundation of Huntington was established in 2018 following the sale of St. Mary's Medical Center to continue the Pallottine Missionary Sisters' legacy of caring for the spiritual, emotional and physical health of the community.
It supports nonprofit organizations in 20 counties across West Virginia, Kentucky, and Ohio through the funding of projects and initiatives that focus on health and wellness, food insecurity, mental and behavioral health, substance use disorder, capacity building, and tobacco use prevention and cessation.

America's homelessness crisis continues to grow despite the billions of dollars spent by federal and state authorities in recent years to address the problem, suggesting, experts say, that its root causes are not being addressed. According to the latest data from the U.S. Department of Housing and Urban Development (HUD), a record 771,480 people experienced homelessness on a single night in the United States in 2024—18 percent more than a year earlier. It was the highest number ever recorded by the federal agency. The surge happened all across the American population, involving families with children, unaccompanied youth and adults living on their own, people with a history of homelessness and those without. Veterans were the only ones to experience an overall decline in homelessness last year. However, when researchers at the American Enterprise Institute's (AEI) Housing Center examined the HUD figures, they discovered that homelessness rates were higher in states reporting the most acute housing shortages. America's Homelessness Hotspots Since 2020, the U.S. homeless population has increased by 33 percent at the country level. At the state level, the number of people experiencing homelessness has surged in 46 states since the pandemic, with Washington, D.C., Maryland, Wyoming, Mississippi, and Iowa being the only exceptions. "While homelessness has worsened almost everywhere since the pandemic, there are clear hotspots, particularly in the West, the Northeast, and Illinois," Sissi Li, senior Data and Analytics manager at the AEI Housing Center, told Newsweek. "When we look at homelessness per capita, the rates are the highest in Washington, DC, Hawaii, and New York, and lowest in Mississippi, Louisiana, and Virginia." There is a difference between homelessness rates per capita and the actual numbers of people experiencing homelessness in any one state. Looking at the rate, New York and Hawaii are the states doing the worst in the entire nation, with a displacement rate of 8.1 percent each, indicating the point-in-time homeless count per 1,000 people. The lowest rates in the country, on the other hand, were reported in Mississippi (0.4 percent), Louisiana (0.8 percent), and Virginia (0.8 percent). But when looking at the sheer numbers of people experiencing homelessness in each state, California dominates the list with a total of 187,084, at a rate of 4.8 percent. New York followed with 158,019 residents experiencing homelessness on any one night in the state last year. Not Enough Homes The main factor driving up homelessness across the U.S. in recent years, Li said, is a lack of supply in the country's housing market. This is most acute in states experiencing higher rates of people without a roof over their heads, like California, New York, and Washington. "Our research tested 54 different variables—from unemployment to climate—and found one single indicator with the most explanatory power: the median home price to median income ratio," Li said. "As the median price-to-income ratio exceeds 5.0, the homelessness rate increases exponentially. Consider California and Texas, with median price-to-income ratios of 7.7 and 4.0 respectively. Yet California's rate of homelessness is over five times higher." The solution to ease America's homelessness crisis, Li said, is to release housing pressure by building more homes. "For decades, restrictive zoning and land use laws have created an artificial scarcity of homes. Across the country, we estimate a shortage of about 6 million homes. But this is fixable," Li said. "Our case study comparing Los Angeles and Houston found that Houston, with lower minimum lot sizes, less onerous regulations, and more effective policies addressing homelessness, resulted in a more abundant housing supply, which in turn led to a homelessness rate of 0.5 compared to 7.8 for Los Angeles—15 times lower."

NIH under fire for funding dog tests despite vow to cut animal research

The US National Institute of Health (NIH) is continuing to fund 'cruel and wasteful' animal experiments involving dogs and cats, despite their recent announcement to reduce animal research. The NIH director, Jay Bhattacharya, announced in April the launch of a new initiative to 'reduce testing in animals' and prioritise 'human-based technologies' such as organ-on-a-chip and real-world data, in a 'new era of innovation' in biomedical research. The move seeks to address longstanding translational failures of animal research to predict human outcomes in diseases such as cancer and Alzheimer's, 'due to differences in anatomy, physiology, lifespan, and disease characteristics'. However, information obtained by the animal rights NGO White Coat Waste (WCW) shows that the NIH has in fact funded millions of dollars' worth of new animal experiments. Analysis of project documents and those obtained through Freedom of Information Act (Foia) requests reveal that the NIH has approved nine new grants for dog research since their April announcement, costing the taxpayer over $12m, as well as extending about nine already active, with total study costs of $42m. WCW says these are in addition to the approximately 193 ongoing NIH-funded dog and cat studies, costing about $1.3bn. New experiments uncovered by WCW include toxicology testing of an investigational drug to treat methamphetamine addiction. Toxicology tests often involve force-feeding or injecting dogs with increasingly large doses of a compound daily for up to a year. Extended research includes a cocaine experiment to study cardiovascular effects. This involves beagles being strapped into jackets that inject them with cocaine as well as being force-fed an experimental drug to see how the two drugs interact. Another vaccine experiment involves infecting beagle puppies with viruses by strapping containers full of 'mutant' ticks to their bare skin, sometimes with pain relief intentionally withheld. White Coat Waste, a watchdog to end US taxpayer-funded animal experiments, says the NIH should shut down these laboratories. 'Animal tests are bad spending and bad science, 95% of drugs tested on animals fail in human trials. The NIH's April announcement does not include any spending cuts, deadlines or benchmarks. The rhetoric doesn't match reality right now,' said WCW's senior vice-president, Justin Goodman. The NIH is the primary medical research authority in the US and the world's biggest funder of animal research, spending an estimated $20bn annually. Yet Donald Trump proposes to slash the NIH budget by 40% to $27bn next year. 'Trump hates waste and animal experimentation is the poster child for wasteful spending. The best place to start would be to cut funding for animal labs which make up 40% of the NIH budget. It's outdated, expensive, there's little return for taxpayers and the American people don't want pets tortured,' Goodman says. Despite the cuts, in a move welcomed by Goodman as 'encouraging', the acting NIH deputy director, Dr Nicole Kleinstreuer, said in an NIH podcast last week that dog and cat tests were 'unconscionable' and has pledged to phase them out. 'I don't think we should do research on dogs and cats. Absolutely not. We are constrained under the law to leave those existing grants in place, for now, but to phase them out, we are working tirelessly behind the scenes,' Kleinstreuer said. An NIH spokesperson told the Guardian that to support the organization's 'shift toward human-focused research, all future funding announcements will emphasize human-relevant data such as clinical trials and real-world data, and new approach methods (NAMs) such as advanced laboratory-based methods and AI-driven tools'. 'NIH will no longer issue Notice of Funding announcements exclusively for animal models, and some may exclude animal use entirely advancing science that directly benefits human health,' they continued. The NIH plans to reduce animal research by establishing a new office of research innovation, validation and application (Oriva) to develop and expand NAMs. The NIH have also taken other significant steps away from animal research recently, including 'terminating funding at Harvard University for studies that included sewing the eyes of young monkeys shut' and closing NIH campus beagle labs. The Federation of American Societies for Experimental Biology, which supports animal experimentation, has written to the NIH urging 'caution against prematurely removing animal research from the scientific toolkit in lieu of approaches not yet ready to address important biomedical inquiries in full'. Notably, the recent NIH announcements have been welcomed by many as 'historic'. Jarrod Bailey, the director of medical research at the Physicians Committee for Responsible Medicine told the Guardian that the NIH is 'now leading the way in making research more humane and human-relevant, which will save millions of animal and human lives. 'Changing the way the NIH has operated for decades will take some time. We want to see the NIH delivering more in the coming months, but the significant shift away from animal experiments are unprecedented and very encouraging,' he said. Jul. 14—The number of homeless people in Spokane County fell by 10.6% last year. The findings are based on the 2025 point-in-time count conducted in January when teams fan out to count and question Spokane County's homeless population on a particular night. This year's count found 1,806 people living on the streets or in shelters. It was the second consecutive year that showed a decline While homelessness in Spokane dropped overall, the number of people living without shelter during January rose to 617 from 443 a year earlier, while the number of homeless people staying in shelters fell from 1,578 to 1,189. The annual point-in-time count, which the U.S. Department of Housing and Urban Development requires of counties receiving federal funding, had shown a steady increase in Spokane County homeless for much of the past decade until the past two years. As a snapshot during a single night of the year, the count cannot be extrapolated to what homelessness looks like year round and some experts question its reliability. Still, Mayor Lisa Brown touted the latest numbers as evidence her administration's approach to homelessness is working. "The big picture is the trend is in the right direction," she said Monday. During her tenure, Brown has shifted the city's focus on centralized emergency shelters to scattered sites across the city. Those moves, she said, are a cause of the overall decrease, and, the increase of unsheltered people. During the 2024 January count the Trent Resource and Assistance Center was still open. Its closure in November is one cause for the increase in unsheltered individuals surveyed. "I'm sure there were more shelter beds in 2024 than there were this year but there was not an equal rise in unsheltered populations, which I think means we're doing good work," argued Neighborhood, Housing, and Human Services division director Dawn Kinder. Of those surveyed during the 2025 count, 43% of adults reported they had severe mental illness and 52% of adults reported drug addiction. During a Monday presentation to the Spokane City Council, councilman Jonathan Bingle argued the city does not address these issues to the same degree they do housing. "We are regularly told this is a housing problem. And I don't disagree that there's a serious housing component to this. But when I see this data that means at a bare minimum we have 700 folks struggling with something pretty serious," he said. "I would like to see a little bit more balance in our conversations. Not just housing-focused because there is a lot more to this." Kinder defended the administration's housing-first policies as the only way for homeless individuals to receive effective treatment. "We are struggling with mental health and addiction and a myriad of challenges. But expecting somebody to get clean and sober while unhoused or have reliable treatment for mental health unhoused is a bit of a stretch," she said. "So is it more than housing? Yes. But can we get somebody completely healthy and stable without housing? No." The count also found 70% of respondents last became homeless while living in Spokane County. An additional 14% became homeless from somewhere within Washington State. Brown said the results are evidence against beliefs that many of Spokane's unhoused come from elsewhere in the country. "I don't buy the narrative that Spokane is somehow a magnet for the unhoused. I think a city in the urban center of a very rural region that has health care services, education services and potential employment is going to be a place where a lot of people end up," she said. Asked what she would say to Spokane residents who might not believe homelessness is decreasing, the mayor said: "People are still going to see homeless people" on the street even if the population in shelters is decreasing. "Nothing about the (count) suggests we've solved the crisis," added Kinder. "But we are making really strategic investments to try and address those who are unsheltered."
