Kuwait rolls out MNE top-up tax
This includes the implementation of a supplementary Domestic Minimum Top-up Tax (DMTT), under the requirements of the second pillar of the Organization for Economic Co-operation and Development (OECD).
In a press release issued by the Ministry of Finance, it stated that the new regulations aim to clarify and interpret the law's provisions, define procedures and implementation mechanisms, enhance transparency, and provide stakeholders with a clear understanding, in line with international policies and standards in this field.
In this regard, Minister of Finance and Minister of State for Economic Affairs and Investment Noura Al-Fassam affirmed that the issuance of these regulations marks a major milestone in Kuwait's economic reform journey, highlighting their role in providing a fair investment environment and promoting tax equity.
She emphasized that the new legislation reflects Kuwait's commitment to achieving fiscal balance and diversifying revenue sources away from reliance on the oil sector.
Minister Al-Fassam stressed that preliminary estimates suggest the tax could generate approximately KD 250 million annually, thus strengthening the state's capacity to build a resilient and sustainable economy capable of withstanding future challenges.
She announced that the ministry plans to hold a series of awareness workshops in the coming period to support the law's implementation and clarify the details of the executive regulations for relevant authorities and specialists, with dates to be announced in due course.
In other news, the Ministry of Finance issued Ministerial Resolution No. 54/2025 that amends the regulations governing the use of stateowned properties and service fees specified in Resolution No. 40/2016, reports Al-Seyassah daily.
Minister of Finance and Minister of State for Economic Affairs and Investment Noura Al-Fassam explained that the new amendments aim to achieve a fair balance between the use of such properties by individuals and entities and the public interest, ensuring clear procedures and enhancing transparency in transactions.
The amended regulations cover the use of various activities, including chalets, rest houses, shopping malls, cooperative societies, banks, warehouses, as well as sports clubs, schools, and hospitals.
The resolution includes stabilizing agricultural plot prices to support food security and encourage local production. She said the amendments were based on an extensive study of pricing trends at both Gulf and international levels.
Minister Al-Fassam explained that the revised prices are lower than the average prices in GCC countries, taking into account Kuwait's economic and social conditions. The aim is to ensure equal opportunities for all as well as enhance state revenues on a sustainable basis.

Saudi Arabia's priority is permanent Gaza ceasefire, says Foreign Minister
Saudi Arabia's priority is to reach a permanent ceasefire in Gaza, despite growing speculation about the kingdom establishing relations with Israel, Foreign Minister Prince Faisal bin Farhan said on Friday. Prince Faisal was asked about the future of Saudi ties with Israel during a visit to Moscow. "What we are seeing is the Israelis are crushing Gaza, the civilian population of Gaza," he said. "This is completely unnecessary, completely unacceptable and has to stop." Since returning to the White House in January, US President Donald Trump has made expanding the Abraham Accords, which established relations between Israel and several Arab states, a central foreign policy goal. Before the Gaza war erupted in October 2023, Saudi Arabia was in advanced talks to join the Abraham Accords and establish relations with Israel, in a move mediated by the US. But Israel's war on Gaza halted that momentum, with Riyadh publicly emphasising the need for a credible path towards a Palestinian state before moving forward. In 2024, Prince Faisal said the kingdom could not establish ties with Israel without the Palestinian issue being resolved. More than 57,000 Palestinians have been killed in Israel's assault on Gaza since October 7, 2023, health authorities in the enclave have said. Iranian Foreign Minister Abbas Araghchi said on Thursday that Iran 'remains committed to the nuclear Non-Proliferation Treaty and its safeguards agreement', a day after President Masoud Pezeshkian approved a law suspending co-operation with the International Atomic Energy Agency. 'Our co-operation with the IAEA will be channelled through Iran's Supreme National Security Council for obvious safety and security reasons,' Mr Araghchi said in a post on X. Iranian leaders have accused the agency of providing Israel with grounds for attacking its nuclear sites, after the IAEA board censured Tehran last month for failing to comply with its obligations under the non-proliferation treaty, which is intended to stop the spread of nuclear weapons.

Saudi's NWC launches $400mln water, wastewater projects in Jazan
The state-owned National Water Company (NWC) said on Thursday that is implementing 19 water and wastewater projects in Jazan province at a cost of over 1.5 billion Saudi riyals ($400 million). These include the installation of water and sewage networks that extend more than 1,203 kilometres (km), the company said in a post on the social messaging platform X. The nine water projects involve water networks extending more than 397 km. Additionally, two operational reservoirs with a total capacity of 15,000 cubic metres (m3) will be developed, along with the building of pumping stations with a capacity exceeding 60,000 m3/day. NWC is also working on 10 wastewater projects, which include sewage networks totaling over 806 km, as well as treatment plants with a total capacity of 24,000 m3/day. (Editing by Anoop Menon) (
