MoUs worth ₹10,328 cr to be signed at tourism tech conclave
A two-day 'Andhra Pradesh Tourism Conclave- Tech AI 2.0' kicked off in Vijayawada on Thursday, bringing together stakeholders from various sectors of tourism on a common platform, eager to explore the State's tourism landscape.
Chief Minister N. Chandrababu Naidu and Minister for Tourism Kandula Durgesh will attend the second day event on Friday (June 27). As many as 82 Memoranda of Understanding (MoUs) are expected to be signed pertaining to projects worth ₹10,328 crore. These investments are expected to create 22,325 jobs in over 7,600 hotel keys. Of the total 82 MoUs, 47 are related to hotel development, three for amusement parks and 32 others for water sports, sea cruises, adventure activities, homestays and caravans. The inaugurated session saw participation of former Chief Secretary S.P. Tucker, who is now heading the Global Forum for Sustainable Transformation (GFST), Tourism Secretary Ajay Jain, CEO and Managing Director of Andhra Pradesh Tourism Development Corporation Amrapali Kata along with other department officials.
The participants were a blend of IAS officers, nodal officers, E&Y consultants, academic experts and industry leaders. They engaged in six thematic panel discussions on creative economy, products and projects, investments, tech AI, branding and marketing and capacity building.
The panel discussion on creative economy was chaired by the Commissioner, Department of Handlooms and Textiles Rekha Rani, the panel on 'products and projects' was divided into two key segments of hotels, MICE and heritage, led by IAS officer Krishna Teja. Adventure tourism was moderated by the Managing Director of Antara Cruise Raj Singh. Discussion on investments was moderated by Ms. Amrapali, tech AI by CEO of Real Time Governance Society (RTGS) Prakhar Jain, branding and marketing by Director, Information and Public Relations Himanshu Shukla and discussion on capacity building was moderated by the Managing Director, Society for Society for Elimination of Rural Poverty (SERP) V. Karuna.

Haryana constitutes 7th finance commission
The Haryana government has constituted the seventh state finance commission, a constitutional entity, to examine and recommend distribution of financial resources between the state government and local self-governing bodies. A notification to this effect was issued on June 27 by chief secretary, Anurag Rastogi. The commission which has been constituted under the provisions of Articles 243-I and 243-Y of the Constitution shall make its report available to the governor by March 31, 2026. Former Haryana chief secretary Sanjeev Kaushal has been appointed as the chairman of the commission and IAS officer Anshaj Singh will serve as its member secretary. The report shall cover a period of five years from 2026-27 to 2030-31. An action taken report pertaining to recommendations will be tabled in the state assembly by the state government. The objective of the commission is to make recommendations on key fiscal matters concerning Panchayati Raj Institutions (PRIs) and Urban Local Bodies (ULBs), thereby improving decentralised governance and financial autonomy at the grassroots level. Its mandate included recommending principles for the distribution of net proceeds of taxes, duties, tolls, and fees levied by the state between the government and the PRIs—namely, zila parishads, panchayat samitis and gram panchayats. It will also advise on the taxes and fees that may be assigned to or appropriated by these rural local bodies, along with grants-in-aid to them from the consolidated fund of the state. The commission will also suggest measures to strengthen the financial health and revenue-generating capacity of PRIs. The commission will make recommendations regarding the urban local bodies including the distribution of state tax proceeds between the government and municipal bodies, the taxes that may be assigned to municipal bodies, the structure of grants-in-aid to them and the steps needed to bolster their financial sustainability. While making recommendations, the commission will take into account several aspects to ensure fiscal responsibility and equity. These included the need to maintain a balance between the state's receipts and expenditures and to generate sufficient surplus for capital investments. The commission will also assess the overall resource availability of the state government and the various demands on those resources, particularly expenditure related to civic administration, maintenance and upkeep of public infrastructure, recurring costs of plan schemes and other committed financial liabilities. The financial requirements, resource-raising potential, and scope for expenditure rationalisation of the PRIs and municipal bodies will also be evaluated to strengthen their fiscal autonomy and efficiency.

A.P. CM tells officials to mobilise maximum Central funds for MA&UD Department
Andhra Pradesh Chief Minister N. Chandrababu Naidu has instructed the officials of the Municipal Administration & Urban Development (MA&UD) Department to mobilise as much funding as possible from the Centre while duly sorting out issues related to utilisation certificates and clearing of pending bills. He ordered that works taken up under the Atal Mission for Rejuvenation & Urban Transformation (AMRUT), AMRUT-2 and Asian Infrastructure Investment Bank (AIIB) and Urban Infrastructure Development Fund (UIDF) schemes should be expedited. Chairing a review meeting on MA&UD Department on Saturday, Mr. Naidu said works for which the AIIB and the Central government sanctioned funds of ₹8,800 crore (₹5,800 crore and ₹3,000 crore respectively) between 2014 and 2019 should also be focused upon. Priority should be given to cleanliness in Municipal Corporations and Municipalities and measures should be taken to check the spread of infectious diseases during the monsoon season, he said. Mr. Naidu asked the officials to initiate measures to curb mosquito breeding and to ensure that the drainage systems function properly, and prevent the contamination of drinking water. Pointing out that poultry waste was posing a health hazard, he wanted a dedicated poultry waste management policy to be formulated soon. The Chief Minister wanted steps to be taken to increase the demand for products made by the DWCRA groups to increase their incomes. The due focus should be laid on improving their skills, and making the most of e-commerce platforms and other online channels that would open up new markets for their products, he said. Further, Mr. Naidu exhorted the Urban Local Bodies to generate the electricity required for streetlighting. The government would soon have detailed discussions on the urban housing and take necessary steps to improve the situation, he said. He asked the officials to speed up the setting up sewage treatment plants in municipalities. Addressing the media later, MA&UD Minister P. Narayana said the government was giving a top priority to creation of social infrastructure such as clean drinking water, streetlighting in municipalities, roads, parks and sanitation facilities. Steps were being taken to provide 100% protected drinking water to all municipal corporations and municipalities and green signal has been obtained for commencing works under AMRUT scheme. Waste-to-energy plants The Minister said 8,000 tonnes of solid waste was being generated daily and efforts were underway to generate electricity from it. A decision was taken between 2014 and 2019 to set up 10 waste-to-energy plants. At present, only two such plants are in operation in Guntur and Visakhapatnam. Six more such plants would be set up in Rajahmundry, Nellore, Kadapa, Kurnool, Vijayawada and Tirupati soon. These plants would convert 7,500 tonnes of waste into electricity daily and the rest 500 tonnes would be safely disposed of. The clearing of legacy waste of 85 lakh tonnes would be completed by October 2, he said. TIDCO Houses Mr. Narayana said the construction of five lakh TIDCO houses began between 2014 and 2019, but the previous YSRCP government had reduced the number to 2.60 lakh. Since loans were raised before the allocation of houses was done to the beneficiaries, they fell into the non-payment category, which forced the current government to shell out ₹140 crore to revive them, he added.

Andhra Pradesh's ‘free bus ride for women' should set a benchmark, says Chief Minister Chandrababu Naidu
Taking stock of the Super Six scheme of free travel for women in APSRTC buses in a review meeting on Saturday, Chief Minister N. Chandrababu Naidu told the officials to ensure adequate availability of buses, keeping in view the likely surge in occupancy after its scheduled launch on August 15. Mr. Naidu suggested that new buses be procured, or hired if required, while ordering that all buses that might be needed for the APSRTC's fleet in the future should be electric vehicles, and the extent to which the existing buses could be converted to electric buses should be studied. All buses should be fitted with GPS devices, he added. Mr. Naidu said the promises made to people at the time of elections ought to be kept in spite of the financial burden entailed by them, and, in the same vein, stressed the need for fiscal prudence, saying that every single rupee was valuable. He exhorted the APSRTC officials to explore new revenue streams, reduce expenditure, and improve operational efficiency, and highlighted the importance of cleanliness on all premises of the public carrier and in the buses. Further, Mr. Naidu advised the officials to examine whether it was feasible to operate buses through battery swapping as it would be cost effective, and to evaluate the operation of battery-operated and non-battery buses, and private management of service stations. The officials told the Chief Minister that 2,536 additional buses were required for the free travel scheme, and the cost was estimated to be ₹996 crore. It was expected that women could make 889 million trips annually under the scheme from the present 430.60 million. As on date, Delhi, Punjab, Tamil Nadu, Karnataka and Telangana were offering free bus travel to women, and Andhra Pradesh should set a benchmark thereof, Mr. Naidu added.
