
RDI scheme: India can't count on loans to set off an R&D boom
In the final budget for 2024-25, the government had announced a scheme with a corpus of ₹ 1 trillion to promote research, development and innovation (RDI) in India's private sector. Almost a year later, the Centre has unveiled a broad outline for this programme. Sure, it is better than nothing, but, as it stands, it seems unlikely to ignite much innovative passion.

Almost a year later, the Centre has unveiled a broad outline for this programme. Sure, it is better than nothing, but, as it stands, it seems unlikely to ignite much innovative passion.
Given the dismal track record of our private companies on R&D—as a nation we spend less on it than what Amazon does in a year and only 37% of that sum is by private entities—we need a whole lot more than the offers of cheap finance that this RDI scheme proposes to make. Large established businesses are turning their attention to such exciting sectors as paint, jewellery retail and ethnic-wear.
For innovative work in deep tech and other frontier fields, we need smaller R&D-focused firms and ambitious startups to make headway. These businesses need far more than mere access to funds, even if this is a prerequisite.
An entire sphere of opportunity is opening up in indigenous defence production. As Nato countries propose to step up their defence outlays from the bloc's average of 2.5% to 5% of GDP by 2035, 70% of it on arms and the rest on strategic infrastructure, their combined spending would enlarge significantly. Japan and South Korea are also being pushed by the isolationist drift of US foreign policy to arm themselves better.
As these rich countries spend more on their armoury, they are likely to generate demand that will outpace supply and push up prices across the world. India has been among the world's largest importers of arms for several years and our acquisition budgets would be wasted on the bloated prices of scarce equipment. We have no option but to gradually replace imports with Indian-made hardware that's at least just as good. This challenge is most acute in categories that are evolving fast to enable new modes of combat. Drone warfare, for example, is about infotech sophistication.
Data communication, which involves satellites, needs a defence apparatus of its own, since bursts of microwave radiation can fry electronics in orbit and jamming an adversary's network could confer a battlefield advantage. Artificial intelligence is in play too. Clearly, we need tech advances at home that don't just keep up with those of others, but aim to get ahead.
All this calls for specific kinds of R&D, for which a common set of expensive equipment would be required. Ideally, the Centre should set up fully-equipped contract manufacturing facilities across the country in partnership with private players. Startups could then use these on a time-share basis or by contracting specific research tasks to them. Our lack of R&D infrastructure is not the only concern.
Given the uncertain outcomes and risky financial rewards of R&D, it rarely takes off on the strength of loans, no matter how low their rates of interest are. As the global experience shows, it calls for grants or equity funds. A good way to boost the supply of venture capital is not to tap the Union budget, but to get pension funds to allocate a sliver of their giant corpuses to well-aimed innovative ventures.
The returns may vary from zilch to spectacular, but a diverse portfolio could pay back well on the whole. If pension scheme subscribers are asked if they would be willing to let some money be deployed for national defence, they'd probably say 'yes.' Port of Spain/New Delhi, July 4 (UNI) Prime Minister Narendra Modi will today receive the 'Order of Trinidad and Tobago', the highest honor of the country on the second day of his visit to the Caribbean nation. Prime Minister Kamla Persad-Bissessar had yesterday announced that Trinidad and Tobago would confer the award on the visiting Indian Prime Minister. This is one of the many reasons we are deeply proud to bestow upon you The Order of the Republic of Trinidad and Tobago, our nation's highest honor, to be conferred tomorrow..." The Prime Minister of Trinidad and Tobago praised PM Modi's leadership, calling him a "transformational force who has refined the governance of India." She stated that PM Modi has modernized India's economy through his visionary and futuristic initiatives. Air India's budget carrier delayed engine safety order, forged records: Memo
India's aviation watchdog reprimanded Air India 's budget carrier in March for not timely changing engine parts of an Airbus A320 as directed by European Union's aviation safety agency, and falsifying records to show compliance, a government memo showed. In a statement, Air India Express told Reuters it acknowledged the error to the Indian watchdog and undertook "remedial action and preventive measures". Air India has been under intense scrutiny since the June Boeing Dreamliner crash in Ahmedabad which killed all but one of the 242 people onboard. The "mandatory" modification was required on Air India Express' VT-ATD plane, the memo added. That plane typically flies on domestic routes and some international destinations such as Dubai and Muscat, according to the AirNav Radar website. The lapse "indicates that accountable manager has failed to ensure quality control," it added/ Air India Express told Reuters its technical team missed the scheduled implementation date for parts replacement due to the migration of records on its monitoring software, and fixed the problem soon after it was identified. It did not give dates of compliance or directly address DGCA's comment about records being altered, but said that after the March memo it took "necessary administrative actions", which included removing the quality manager from their position and suspending the deputy continuing airworthiness manager. The DGCA and the European safety agency did not respond to Reuters queries. Airbus and CFM International, a joint venture between General Electric and Safran, also did not respond. The lapse was first flagged during a DGCA audit in October 2024 and the plane in question took only a few trips after it was supposed to replace the CFM engine parts, a source with direct knowledge said. "Such issues should be fixed immediately. It's a grave mistake. The risk increases when you are flying over sea or near restricted airpsace," said Vibhuti Singh, a former legal expert at the India's Aircraft Accident Investigation Bureau. The Indian government told parliament in February that authorities warned or fined airlines in 23 instances for safety violations last year. Kolhapuri chappal row: PIL filed against Prada over summer collection
A Public Interest Litigation (PIL) has been filed in the Bombay High Court against Italian luxury fashion brand Prada, accusing the company of copying the iconic Kolhapuri chappal design in its latest Spring/Summer 2026 collection, news agency ANI reported. The petitioner has demanded compensation for the artisans and legal protection for India's traditional crafts. The Kolhapuri chappal, a handcrafted leather slipper with cultural roots in Maharashtra and Karnataka, holds a Geographical Indication (GI) tag under the Geographical Indications of Goods (Registration and Protection) Act, 1999. Despite this legal protection, Prada's recently unveiled 'Toe Ring Sandals' — priced at over ₹1 lakh — are said to be a clear derivative of the traditional Kolhapuri design. PIL accuses Prada of overlooking traditional custodians According to the PIL, 'The matter concerns the misrepresentation, cultural misappropriation, unauthorised commercialisation of 'KOLHAPURI CHAPPAL' during an international fashion event held at a Spring/Summer Men's Collection 2026 at Milan, Italy on 22nd June, 2025, where its genuine origin, traditional custodianship and Geographical Indication (GI) status were entirely overlooked.' The petition seeks an injunction, along with compensation and damages for the artisans, citing harm caused to the communities who have preserved this craft for generations. Critics call Prada's quiet gesture 'superficial' In response to widespread criticism, Prada issued a statement acknowledging that its collection was 'inspired by Indian artisans'. However, the petitioners argue that this acknowledgment lacks substance, pointing out that it was not made publicly or directly to the affected artisans, the government, or the GI Registry. 'The Kolhapuri Chappal is the cultural symbol of Maharashtra and has special public sentiments attached with it. The brand has privately accepted that its collection is 'inspired by Indian artisans,' however, this acknowledgement surfaced only after facing widespread backlash... The brand has not yet issued any formal apology along with any damages, compensation and entitled remedy and the statement appears to be merely a superficial attempt to deflect criticism,' the PIL states. Kolhapuri design on Milan runway The controversy erupted after Prada showcased leather sandals resembling Kolhapuri chappals at its Milan Fashion Week show. The sandals, part of the brand's Spring/ Summer 2026 menswear collection, were reportedly priced at ₹1.2 lakh. While Prada has since stated that the design was inspired by Indian craftsmanship, the timing of this admission — after public backlash — has intensified criticism from Indian officials and artisan groups. Kolhapuri chappals, known for their toe-strap design and robust leather craftsmanship, are an integral part of Maharashtra's cultural identity. Their popularity surged in the 1970s after being featured in Bollywood films and has since become a globally recognised symbol of Indian handmade footwear.
