Personal Income Tax Law to Take Effect in 2028

Muscat: The Personal Income Tax Law issued by Royal Decree No 56/2025 consists of 76 articles distributed across 16 chapters. The law will impose a 5% tax on the taxable income of natural persons whose gross annual income exceeds RO 42,000, derived from specific income types as defined by the law. The law will come into effect at the beginning of 2028.
The Tax Authority said that the Personal Income Tax Law complements the tax system in line with Oman's economic and social conditions and aligns with the role assigned to the Tax Authority. It also contributes to the objectives of Oman Vision 2040 by diversifying income sources and reducing reliance on oil revenues, with targets of 15% of GDP by 2030 and 18% by 2040. Additionally, the tax aims to promote wealth redistribution among societal segments, enhancing social justice, while supporting the state budget and specifically financing part of the social protection system.
The Authority also affirms that the implementation of the personal income tax follows an in-depth study assessing its economic and social impact, based on income data from various government entities. The study established a carefully considered exemption threshold, revealing that approximately 99% of Oman's population will not be subject to this tax.
Notably, the exemption threshold is set high at RO 42,000, and the tax rate is low at 5%. The law also includes deductions and exemptions accounting for social considerations in the Sultanate of Oman, such as education, healthcare, inheritance, zakat, donations, primary housing, and other factors.
Karima Mubarak Al Saadi, Director of the Personal Income Tax Project, confirmed that all necessary preparations and requirements for implementing the tax have been completed. The executive regulations of the law will be issued within one year of its publication in the Official Gazette.
She told Oman News Agency (ONA) that an electronic system has been developed by the Tax Authority to promote voluntary compliance and has been linked with the departments concerned to ensure accurate income calculation and verification of tax declarations. The Tax Authority has also strengthened its workforce through specialized training programs in line with the tax implementation requirements. Additionally, guidance manuals for natural and legal persons will be published according to a predetermined schedule.

MUSCAT: The Muscat Stock Exchange (MSX) recorded a weekly market capitalisation gain of RO 53.3 million, reaching RO 28.274 billion by the close of trading on Thursday. Although the main index posted only a modest rise, closing at 4,507 points, sectoral indices showed mixed performance. The industrial index led with an 84-point gain, followed by the financial index, which added 19 points. The Shariah index rose by 3 points, while the services index remained unchanged. Trading activity increased by 5.2 per cent, with the total value reaching RO 68.3 million. However, the number of transactions declined slightly to 8,626 from the previous week's 9,389. Omani individual investors showed renewed interest, accounting for 26.6 per cent of trading value. Bank Muscat remained the most active stock, rising to 275 baisas after strong demand and contributing RO 12.5 million in trades. Other major contributors included OQ Base Industries (RO 11.4 million), Asyad Shipping (RO 10.2 million), OQ Gas Networks (RO 8.5 million), and Bank Sohar International (RO 8.34 million). Bank Sohar and Ahli Bank announced the postponement of their proposed merger due to pending regulatory approvals. Ahli Bank will instead proceed with a rights issue to raise RO 50 million. Bank Sohar's shares dipped by one baisa to 139, while Ahli Bank rose by three baisas to 158. Among the top gainers, Arabia Falcon Insurance surged by 17.3 per cent, followed by Oman Investment and Finance Company at 13.1 per cent. Muscat Insurance also rose 10 per cent. The biggest loser was Oman Qatar Insurance, which declined by 9.6 per cent. Muscat – The Civil Aviation Authority (CAA) announced on Wednesday that it recorded revenues amounting to RO105 million in 2024, underscoring its operational efficiency and financial sustainability. The announcement was made during the Authority's annual media briefing held in Muscat under the patronage of H.E. Dr Abdullah Nasser al Harrasi, Minister of Information. The event was attended by senior officials, strategic partners, and key stakeholders. Reviewing its performance over the past year, the CAA reported a 95.95 per cent compliance rate with aviation safety standards, placing Oman fifth globally in the effective implementation of aviation safety oversight. Major achievements included the activation of the southern runway at Muscat International Airport, the approval of the General Civil Aviation Policy, and the signing of nine international air transport agreements. The Authority also issued new regulations to enhance passenger rights protection and introduced a revised licensing framework for drone registration and air traffic management. As part of its digital transformation efforts, the CAA revamped 113 electronic services, implemented a document management system, obtained information security certification, and upgraded Oman's numerical weather prediction systems and wadi flood forecasting models. In terms of operational expansion, the CAA granted permits to 19 foreign airlines. Cybersecurity and aviation security policies were ratified, while operational manuals were activated for both Duqm and Marmul airports. Additionally, a new air navigation radar was installed in Jalan Bani Bu Ali to strengthen national airspace surveillance. Aviation performance indicators reflected growth, with a 2 per cent increase in passenger traffic compared to 2023, and over 120,000 flights recorded. Air cargo volumes surpassed 150,000 tonnes, while more than 540,300 aircraft transited Omani airspace – a 14 per cent rise year-on-year. The national meteorological monitoring network grew to include 80 stations across the country. Meanwhile, 520 consumer complaints were addressed and resolved efficiently. Internationally, Oman attained a 94.4 per cent compliance score in aviation security under the International Civil Aviation Organization's (ICAO) Continuous Monitoring Approach. The sultanate ranked fourth among G20 nations and third in the Middle East. Oman also achieved full compliance with aviation facilitation standards under Annex 9 of the Chicago Convention. Looking to the future, the Authority confirmed that detailed design work is nearing completion for Musandam Airport, with accelerated progress anticipated in early 2025. The tender for construction of the passenger terminal at Sohar Airport is expected to be issued before the end of the year. Meanwhile, a new aircraft hangar at Muscat International Airport is set to be inaugurated later this year, positioning Oman as a regional centre for aircraft maintenance. The event also marked the launch of an upgraded digital platform for Oman Meteorology, offering real-time weather updates. A commemorative postage stamp was unveiled to celebrate 50 years of Oman's membership in the World Meteorological Organization (WMO). H.E. Eng. Naif Ali al Abri, Chairman of the CAA, stated that the year's achievements reflect Oman's unwavering commitment to aviation safety and its alignment with international best practices. 'These results are a testament to our clear strategic vision and the strong collaboration between all partners. The civil aviation sector is a pillar of national development and plays a vital role in enhancing Oman's global connectivity,' he said. The commemorative stamp, released in partnership with Oman Post, highlights the sultanate's enduring contribution to international climate cooperation since becoming a member of the WMO in 1975.
