Waymo says it will add 2,000 more robotaxis into 2026

Waymo said it recently received its last delivery of Jaguar I-Pace SUVs, which will be retrofitted with sensors and autonomous driving technology at its factory in Arizona, before joining its robotaxi fleet.
In a blog post published today, the Alphabet company said it currently has 1,500 Jaguars operating across its four main markets: San Francisco, Los Angeles, Phoenix, and Austin. And it plans on adding 2,000 more vehicles into 2026, for a total fleet size of 3,500. The company recently hit an average of 250,000 paid passenger trips per week.
Waymo typically doesn't like to comment on the size of its fleet, so today's announcement provides a rare glimpse into the number of robotaxis the company currently has in operation. Waymo's plans to scale up comes as the company eyes Atlanta, Miami, and Washington, DC for launch in 2026.
The Jaguar I-Pace has been the company's primary vehicle since Waymo retired its fleet of Chrysler Pacifica minivans in 2023. The company had once projected it would have 20,000 I-Paces operating as robotaxis, but appears to have fallen significantly short of that goal. Waymo is also currently testing and validating two new models, the Hyundai Ioniq 5 and the all-electric Zeekr RT minivan, but has yet to say when they will join the fleet.
Waymo assembles its robotaxis with the help of auto engineering company Magna International at a 239,000 square-foot factory in Mesa, Arizona. The company's final batch of Jaguar I-Paces will be assembled there, which should carry Waymo through to next year. And starting in 2026, Waymo will begin work on its sixth generation 'Waymo Driver,' which will launch in the Zeekr RT. Zeekr is a subsidiary of Geely, which is one of China's largest automakers.
The new robotaxi is being designed in Sweden (where Geely owns Swedish carmaker Volvo), adapted from Geely's all-electric five-door Zeekr. Waymo is then importing the vehicles to Arizona, where they will be outfitted with the hardware and software necessary for autonomous driving. The first test vehicles began arriving in the US last year.
In order to adapt to multiple vehicle platforms, Waymo says its Mesa factory will add automated assembly lines and 'other efficiencies' over time. And when it's operating at full capacity, the company expects it will be able to churn out 'tens of thousands' of robotaxis each year. Waymo added new processes at the end of the assembly line for passenger validation and commission to ensure each vehicle is ready to accept riders as soon as it leaves the factory. Each vehicle drives itself into service after leaving the factory, where it is ready for passenger pickups within 30 minutes, according to Waymo spokesperson Chris Bonelli.
Waymo's interest in publicizing its plans to grow its fleet size comes as Tesla plans to launch its own robotaxi service in Texas and California later this year. And it aligns with the Alphabet company's recent announcement of a partnership with Toyota to explore the possibilities of selling autonomous vehicles to customers for personal ownership.

On Friday, I had just profiled "Zuck the Poacher" in my weekly dive into all-things AI about the Meta Platforms CEO's aggressive strategy of buying, bribing, and stealing AI talent anywhere he could. Just when we thought the primary battle was between Tesla's Elon Musk and OpenAI's Sam Altman, Mark Zuckerberg not only has been poaching talent from competitors, he also made the first big "acquisition-hire" of the talent wars with the purchase of 49% of private Scale AI for $14.3 billion, as discussed here... The Week in AI: "All incumbents are gonna get nuked." Also on Friday, I did an interview with Bloomberg about how Apple's Tim Cook should be following a similar strategy as Zuck... Apple: Investors Call for Big AI Acquisition As Shares Slump Hours later the story was breaking that Google pulled off their legal "coup." Goliath Outwits David: How Google Navigated the Windsurf Win Windsurf, an AI-native coding platform known for its leading edge in code generation and "agentic coding," became one of the most coveted startups in the race to build advanced developer AI tools. Its flagship products -- like Windsurf Editor -- were adopted by over a million developers and major enterprises, with annual recurring revenue surging from $40 million to $100 million. OpenAI initially entered talks to acquire Windsurf for around $3 billion. However, the deal stalled due to concerns from OpenAI's top financial backer, Microsoft, whose broad IP-sharing agreement would have given it access to Windsurf's technology -- a potential threat given Microsoft's investment in competing products like GitHub Copilot. As the drama ensued, Alphabet stepped in and struck a deal to hire Windsurf's founder and CEO, Varun Mohan, along with other key research and development team members, to join Google's DeepMind AI division. This deal also included a non-exclusive license for Google to use certain Windsurf technologies. According to CNBC, Google paid $2.4 billion as part of this arrangement. Inherit the Windsurf However, the story didn't end there. Just days after the deal with Google, Cognition AI, the company behind the AI coding agent Devin, announced that they had acquired the remainder of Windsurf. This acquisition included Windsurf's intellectual property, product, brand, and the rest of its employees. Essentially, Google secured key talent and a non-exclusive license to some technology, while Cognition AI acquired the company's core assets and the majority of its team. This series of events highlights the intense competition for talent and technology in the rapidly evolving AI coding space. When I first heard this story, I thought "Wow, it's almost like Cognition was a young step-child heir who accidentally benefited from a divorce." That's no slight to the Cognition team, since I know nothing about them. I'm just a student of inheritance, both financial and genetic, and so I cannot resist the opportunity to mention that this week marks the 100th anniversary of the infamous Scopes "Monkey" Trial in Dayton, Tennessee. According to paleoanthropologist John Hawks, "The 1925 'trial of the century' featured a real showdown: a final cross-examination of William Jennings Bryan by counsel for the defense Clarence Darrow." I saw Hawks speak in November at a human evolution event after having read his 2017 book with colleague Lee Berger Almost Human: The Astonishing Tale of Homo naledi and the Discovery That Changed Our Human Story. Hawks will be participating next week in the events marking the centennial of the trial in Dayton and he just published an essay with his observations about science then and now -- "the good, the bad, and the fake" as he writes. I responded to him on X about his announcement... "I recently watched both versions of Inherit the Wind (1960 with Spencer Tracey and 1999 w Jack Lemmon) and was in awe of just how good that screenplay is. Such a great microcosm of society, politics, and religion." Hawks replied... "You're so right. One of the neatest things is that the climactic cross-examination of Bryan by Darrow really happened, and the screenplay is remarkably like the trial transcript." I highly suggest watching either film, or both, this weekend. You will not be disappointed in the performances or the screenplay. How Google Won the Deal: Key Strategy & Tactics Okay, let's get back to the deal of the month in AI because it highlights the "war" going on during the early stages of the gen-AI and agentic-AI goldrush. Here are three "killer" moves by the old, but not tired, Goliath of the web. 1. Non-Acquisition "Acqui-hire" Strategy Structure: Rather than pursuing a full buyout, Google offered about $2.4 billion for a non-exclusive technology license and to hire key talent—including Windsurf CEO Varun Mohan, co-founder Douglas Chen, and several senior R&D staff. The majority of Windsurf's team remained independent, and Windsurf retained the right to license its technology to other firms. Speed & Timing: Once the OpenAI talks collapsed, Google moved rapidly. Within hours of OpenAI officially ending its exclusivity window, Google announced the agreement, effectively outmaneuvering its rivals. 2. Focused on Talent and Technology Leadership Acquisition: Google's DeepMind gained Windsurf's core technical leadership, who will focus on advancing agentic coding for the Gemini AI project—enabling AI systems that not only generate, but autonomously manage and improve, complex software. Technology Licensing: By securing a non-exclusive license, Google gains immediate and deep integration of Windsurf's proprietary AI coding tech into its Gemini and DeepMind platforms, accelerating internal innovation while avoiding regulatory scrutiny that a full acquisition might have invoked. 3. Capitalizing on Competitor Disarray OpenAI's Stumbling Block: IP access requirements demanded by Microsoft—OpenAI's largest backer—created internal friction and "deal fatigue," which led Windsurf to reject OpenAI's overtures. This made Google's less-intrusive, rapid approach more attractive to Windsurf's executives. Neutralizing Microsoft: By structuring the agreement as a talent and license deal, Google sidestepped IP clauses that could have benefitted Microsoft, keeping its competitive advantage intact. Big Benefits for Brin & Co. I've been talking a lot lately about an interview I saw with Google co-founder Sergey Brin and DeepMind founder Demis Hassibas. Brin essentially said that he came out of retirement to work at Google with Hassibas because he thought it was the most exciting time ever to be a computer scientist and he couldn't imagine any missing this opportunity. He also said, with conviction, that Gemini will be the first to AGI (artificial general intelligence), where the model can perform all human intelligence tasks. So what did they gain with the Windsurf win? The Windsurf acquisition was a strategic win for Google's AI ambitions because it allowed the company to rapidly strengthen its leadership in next-generation AI-powered coding tools and agentic AI systems Securing key individuals and technologically advanced code-generation capabilities positions Google as a leader in the next wave of AI for software development and agentic AI experiences. The non-exclusive license avoids excessive regulatory scrutiny and allows both Google and Windsurf to benefit from continued innovation and commercial partnerships. And for investors and analysts I think it adds renewed confidence to the "innovation commitment" for a company that needs to evolve beyond reliance on search-based advertising. Bottom line: This deal demonstrates the new reality of AI M&A strategy, where talent and rapid execution can matter just as much as traditional acquisitions in shaping the future of advanced technology platforms. China EV brands Zeekr, Neta inflated car sales with insurance scheme

Chinese electric vehicle brands Neta and Zeekr inflated sales in recent years to hit aggressive targets, with Neta doing so for more than 60,000 cars, according to documents reviewed by Reuters and interviews with dealers and buyers. The companies arranged for cars to be insured before they were sold to buyers, the documents show, enabling them under Chinese industry car registration practices to book sales early so they could hit the monthly and quarterly targets, the dealers and buyers said. Neta booked early sales of at least 64,719 cars through this method from January 2023 to March 2024, according to copies of records it sent to dealers, seen by Reuters. Vehicles booked as sold before reaching a buyer are called 'zero-mileage used cars' in the Chinese auto industry. The practice has emerged out of cutthroat competition for sales in the world's largest auto market, which is reeling from a brutal, years-long price war caused by chronic overcapacity. The industry faces a moment of reckoning, with state media calling out the zero-mileage car practice, the cabinet pledging to regulate 'irrational' competition, and other central government bodies organizing meetings with the industry's largest players to express concern about such methods. On Saturday a publication run by the China Association of Auto Manufacturers said the industry ministry was planning to clamp down on the practice by banning cars from being resold within six months of being registered as a sale. STATE MEDIA FOCUS Also on Saturday, state media reported that Zeekr had been selling cars with insurance already purchased to inflate sales, the first such naming and shaming of a specific automaker. 4 Zeekr had been selling cars with insurance already purchased to inflate sales. REUTERS In a front-page story, the China Securities Journal newspaper interviewed Zeekr car buyers in cities such as Guangzhou and Chongqing, who the newspaper said had found that their cars already had insurance policies before they were sold. They said they were refused refunds, even though they felt they were deceived. The newspaper questioned Zeekr's unusually high sales in the cities of Shenzhen and Xiamen in December. Its reported sales in Xiamen surged to 2,737 that month, more than 14 times its monthly average. Reuters could not determine how much of that volume might have been booked early. The China Securities Journal also raised questions over Neta's sales, saying it showed anomalies. Reuters is reporting for the first time details of how Neta inflated sales. Zeekr, Zhejiang Hozon New Energy Automobile, which owns Neta, and Xiamen C&D did not respond to requests for comment on Saturday. A spokesperson for Geely said, 'Geely firmly rejects the report put forward by the China Securities Journal.' The spokesperson declined to comment on Reuters findings or provide further details. 4 According to copies of records, Neta booked early sales of at least 64,719 cars through this method from January 2023 to March 2024. REUTERS Li Yanwei, an analyst with the China Automobile Dealers Association, said he believed the firms carried out such practices to embellish their financial reports and achieve their performance goals. 'This way of whitewashing performance is not advisable,' he wrote on Chinese social media platform Weibo on Saturday. Analysts and investors tracking China's auto industry gauge performance and estimate inventory levels with two sets of sales data. Wholesale numbers reported by automakers to the industry association show sales from automakers to dealers, while retail data compiled from insurance registration records show the sales to users. Some zero-mileage used cars are exported to be sold as second-hand cars overseas, but analysts and dealers say the domestic sales volume is significantly higher, with Chinese customers nationwide buying what they believe to be discounted new vehicles, only to find out later their car is not insured under their name. PRESSURE ON DEALERS Last month the state-owned People's Daily, the mouthpiece of China's ruling Communist Party, published an editorial condemning the sale of zero-mileage used cars domestically and listing a litany of harms the practice brings upon the industry and buyers. This month four dealer associations based in the wealthy Yangtze River Delta urged automakers to set them more reasonable sales targets and incentive policies, saying, without providing details, that dealers were being forced to falsify sales. Neta booked sales early by arranging insurance policies for cars before sending them to dealers, according to records shared with Reuters and a dealer for the brand. The records contain details for each car and the insurance policies purchased on them, with the names of the insurance agents. Dealers were able to refer to these when they found a buyer to transfer the policy to, according to copies seen by Reuters. The company booked early sales of 64,719 cars this way. 'In Neta's case, the company made it clear to dealers that the cars were insured ahead of time and therefore counted as sold,' said the dealer, who spoke on condition of anonymity, citing fears of retaliation from the company. 'We had to explain to buyers that the traffic insurance was complementary and remind them it would expire earlier and should be renewed on time,' he said. But three Neta buyers, who asked not to be named, told Reuters the dealerships had not told them the policies had begun well before the purchase date, only finding out when the policies expired. The dealer said Neta started doing this in late 2022 to obtain EV subsidies that were set to end that year. Neta's sales peaked in 2022 when it was ranked as the eighth-largest maker of new EVs in China with sales of 152,000 vehicles. Sales fell last year to 87,948 vehicles, including 23,399 exported, and it sold 1,215 cars in the first quarter of 2025, according to data from the China Association of Automobile Manufacturers. The brand has been in financial trouble since late 2024, and its owner, Zhejiang Hozon New Energy Automobile, entered bankruptcy proceedings in China last month, according to state media. The company 'only had one message: Just do it, everyone else is doing it.' Zeekr, which is being privatized by Geely Auto booked sales with the help of Xiamen C&D, which runs dealerships for Zeekr and other brands. Xiamen C&D insured and registered the vehicles under the names of two subsidiaries in December, allowing Zeekr to count the sales before year-end, according to four dealers and two buyers, as well as a receipt shared with Reuters. Zeekr dealers sold some of the cars in subsequent months to buyers in other cities such as Beijing and Chongqing, the sources said. 'The Zeekr salesman said the car would be 3,000 yuan ($420) less than a car I would get from the store and I would also get a charging coupon worth 10,000 yuan,' said a buyer in another southern city. He declined to be named, citing concerns of retaliation from the automaker. The China Securities Journal reported that most of the owners it spoke to said their cars were insured by Xiamen C&D and its affiliates. China Automobile Dealers Association data showed that 2,508 of the 2,737 sales Zeekr booked in Xiamen in December were sold to companies, while 257 went to individual buyers. But data published by Xiamen's vehicle administration bureau showed just 271 cars registered in December for license plates, which genuine buyers generally obtain once they receive their cars.
