Send leaders empowered to take decisions for all-party meetings: Om Birla
Birla's remarks came as the opposition members sought an assurance from the government on discussion on the revision of electoral rolls in Bihar after the conclusion of the debate on Operation Sindoor.
The opposition members were in the Well of the House, raising slogans and seeking an assurance before the Lok Sabha took up the discussion on Operation Sindoor.
Birla said that at the all-party meeting chaired by him last week, all leaders sought a discussion on Operation Sindoor, which was agreed to, and 16 hours were allocated for the same.
"There is something called commitment. Leaders of all parties had sought a discussion on Operation Sindoor and now you are in the Well of the House raising other issues," he said, addressing opposition members.
"You can't demand a discussion on any issue from the Well of the House. The House runs as per rules of procedure," Birla said.
The Speaker told SP chief Akhilesh Yadav, who was on his feet demanding a discussion on SIR, to send a representative who is empowered to take decisions to the all-party meeting.
"If you are not empowered and if someone else has to take decisions, then such persons should not come to the all-party meetings," Birla said.
The Lok Sabha was to take up a special discussion on "India's strong, successful and decisive" Operation Sindoor in response to the terror attack in Pahalgam at 12 noon.
However, when the House convened for the discussion, the opposition parties sought an assurance on the debate on SIR exercise in Bihar.

Delhi Assembly Speaker Vijender Gupta on Tuesday accused former Chief Minister Arvind Kejriwal of 'misleading the public' by inaugurating a 'bogus' British-era phansi-ghar (execution room) in the Assembly premises in 2022. Addressing the House, Mr. Gupta said that on August 9, 2022, the phansi-ghar was inaugurated. 'We contacted the National Archives to get the map of the building from 1911-12. From that, it was found out that there was no phansi-ghar here,' he said. The Speaker said the wooden structure in the Assembly was a lift and used as a 'tiffin room' by the members of the Assembly. The Bharatiya Janata Party (BJP) members demanded an apology from Mr. Kejriwal for 'misleading' the House, while the Aam Aadmi Party members questioned the Speaker for raising the issue at a time when the city was in the grip of several critical problems. Mr. Gupta said a meeting of historians was called with experts from the Delhi University, Jawaharlal Nehru University, and others. 'They [experts] also said that it [execution room] is fictitious and the wooden structure is a lift. A sensation was created that it was a phansi-ghar. It was a lie,' the Speaker said. When the AAP members opposed taking up the issue, the Speaker said, 'You are telling lies and distorting the truth... misleading the nation and not even allowing us to discuss the issue.' BJP member Shikha Roy said the 'false claim' is a 'disrespect' to the dignity of the House. 'It is a criminal offence and there should be an FIR on this,' Ms. Roy said. However, Leader of the Opposition (LoP) Atishi said that there are numerous issues affecting Delhi, but no discussion is being held on them. AAP member Virendra Singh Kadian stated that MLAs lack expertise in history and have no experience working with the Archaeological Survey of India. 'This discussion is being done without any prior information. If any mistake has been made, it should be rectified. We should not consider taking criminal action or any similar actions. Ask EC to publish names, details of 65 lakh deleted voters: ADR plea in Supreme Court
The Association for Democratic Reforms (ADR) on Tuesday sought directions from the Supreme Court to the Election Commission to publish the name and details of around 65 lakh electors left out of the draft electoral rolls in Bihar. The SC is hearing a batch of petitions challenging the EC's June 24 order to conduct a Special Intensive Revision (SIR) of electoral rolls across the country, starting with Bihar. The court is scheduled to hear the matters on August 12. In an application filed on Tuesday, the ADR, one of the petitioners, asked the court to direct the EC to publish the Assembly constituency and part or booth-wise list of names and details, including reasons (deceased, permanently shifted, duplicate or untraceable), of the around 65 lakh electors removed from the draft roll published on August 1. As part of the SIR exercise, the EC had ordered that only those voters who submit enumeration forms by July 25 would be included in the draft roll. Out of the total 7.89 crore registered electors in the state, the EC said forms had been received from 7.24 crore, meaning the remaining 65 lakh were removed. The EC said in a press note on July 25 that 22 lakh of these electors were found to have died, 35 lakh had either permanently migrated or could not be found and 7 lakh were registered in more than one place. According to EC sources, the lists provided to the booth level agents (BLAs) of political parties on July 20 included the names, EPIC numbers and reasons for removal of electors from each booth. The ADR, represented by Senior Advocate Prashant Bhushan, also asked that the EC publish an Assembly constituency and part or booth-wise list of the electors who were included in the draft roll but were in the category of 'not recommended' by the Booth Level Officers (BLOs), which means they could be removed from the final roll to be published on September 30. The petitioner said while the EC had provided a list of electors whose names had been deleted to the BLAs of a few political parties, the reasons for their removal were not mentioned in that list. It said that as per the lists provided to parties on July 20, when five days for submission of forms still remained, the reasons for uncollected forms was mentioned. But, in the lists provided on August 1, the column recording reason was not there. 'It is submitted that the list with names of 65 lakh deleted electors curiously fails to disclose the reason of non-submission of their enumeration forms, an information that the Election Commission evidently possesses. In other words, it fails to provide any explanation as to why these names were not included in the draft electoral rolls whether for reasons of having been deceased, permanently migrated out of Bihar, being untraceable or on the ground of duplicate entry,' ADR said. In a departure from the annual special summary revision and pre-poll revisions, this time, the EC decided to prepare the rolls afresh. All those added to the rolls after January 1, 2003, when the last intensive revision was done, are required to submit documents establishing their eligibility, including citizenship. No plan to open hotel in historic Gwalior Fort: Minister
Bhopal: The govt on Tuesday sought to allay fears of the members of the House that there was any proposal to open a hotel in the historic Gwalior Fort. Replying to a call attention motion moved by MLAs Abhilash Pandey, Pankaj Upadhyay, and Ramesh Katik, minister of state for tourism Dharmendra Lodhi categorically stated that the tourism dept had no plan to open a hotel in the historic fort, and speculations in this regard are baseless. He said the Gwalior Fort was a pride of MP, and the state govt can only work to preserve, protect, and beautify it rather than opening a hostel inside the fort. He further pointed out that the historic fort also finds a place on the tentative list of UNESCO's World Heritage Sites. He said there was no proposal to remove historic Bhimsingh Rana's Kashtri and Gurudwara inside the temple and use the space for the construction of a hotel as speculated in certain quarters. The members who raised the issue through the call attention motion and a couple of other MLAs, who participated in the debate over the issue, expressed satisfaction over the minister's reply, but said he should also take steps to scotch the rumours that a five-star hotel is proposed to be built in place of the Gurudwara in the historic fort.
