Water project to benefit parts of Chikkamagaluru, Chitradurga, irks farmers in Davangere

In yet another instance of inter-district water dispute, a project to provide drinking water for villages and towns in Chikkamagaluru and Chitradurga districts from a Bhadra canal outlet has caused unrest among farmers who are the existing beneficiaries of the reservoir. The farmers are worried that an outlet to the right bank canal close to the reservoir might deny the supply of sufficient water to the tail-end cultivators.
In the latest initiative under the Bhadra Reservoir Project, the State government has taken up works to provide drinking water for 146 villages of Chikkamagaluru taluk, 156 habitations in Tarikere, 434 rural habitations of Kadur, 346 villages in Hosadurga (Chitradurga district), besides the Hosadurga town. The project was approved in May, 2022. The total estimated cost for the project is ₹1,829.93 crore.
A similar inter-district dispute has unfolded over Hemavati River Link Canal Project in Tumakuru district, with Tumakuru farmers, supported by opposition leaders, accusing the Congress government of attempting to divert water to taluks of Bengaluru South district.
Farmers' anxiety
The Bhadra Reservoir Project, overall, intends to irrigate over 1.05 lakh hectares spread over Chikkamagaluru, Shivamogga and Davangere districts. The right bank canal, which is about 103 km long, takes water to parts of Davangere district from the reservoir. As per the design of the drinking water project, water would be drawn from an outlet of the right bank canal close to the reservoir, located at Lakkavalli in Tarikere taluk.
The farmers' organizations and politicians of Davangere have raised objections to this, claiming that the outlet at the right bank canal will deny water to the needy farmers. They are worried as, already, the tail-end farmers in the Harapanahalli area are suffering without sufficient water. The new drinking water project would worsen the problems faced by the tail-end growers, they contend.
Former minister M.P. Renukacharya, Harihar MLA B.P. Harish, leader of Karnataka Rajya Raitha Sangha K.T. Gangadhar and others have opposed the project. They argue that they are not against the drinking water project. However, the project should not harm the farmers depending on the canal.
The Bhadra reservoir has a gross capacity of 71.535 TMC. As much as 7.5 TMC has been allocated for drinking water purposes. Making use of this allocation, the RDPR has worked out the new project.
Meeting held
Following the opposition by farmers, a meeting was held at the office of the Superintendent Engineer of the Bhadra project on June 23, under the chairmanship of D. Sudhakar, Minister for Planning and Statistics, who is also in charge of the Chitradurga district.
People's representatives and officers from Chikkamagaluru, Chitradurga and Davangere participated in the meeting. The Minister and officers tried to convince the Legislators of Davangere stating that the farmers would not suffer, as the project would utilise only the 30 cusecs of water to be released from the reservoir additionally.
However, those opposing the design argued for a separate aqueduct for the drinking water project instead of an outlet for the existing canal. They also expressed concern over the safety of the canal with the construction of the outlet.
Stopped for now
The meeting concluded with a decision to take a technical opinion on the design and its impact on the canal from the experts of the Indian Institute of Science in Bengaluru. Until then, the work would be stopped. A team of experts from IISC visited the project site recently.
Farmers and political leaders of Davangere districts have, meanwhile, planned protests to bring pressure on the government to change the design of the project. On the other hand, there have also been protests by those who will benefit from the project, such as in Hosadurga of Chitradurga district, seeking for its speedy implementation.

The Minister also alleged that the Hyderabad Disaster Response and Asset Protection Agency (HYDRAA) was demolishing the houses of the poor in the name of encroachments, but giving exemptions to Owaisi's college building in the lakebed in the old city of Hyderabad. Mr. Sanjay asked, 'The HYDRAA authorities claim they cannot demolish illegal constructions in Akbaruddin's college because 10,000 students are studying there. But why did they demolish small houses and huts built by poor people in the Musi River catchment areas, who have no source of livelihood or shelter?' The State government owes an explanation over this matter, he said.

Attacking the BJP-ruled Central government over the Election Commission-mandated (EC) Special Intensive Revision (SIR) of Bihar's electoral rolls, Congress president Mallikarjun Kharge on Monday (July 7, 2025) called it an attempt to exclude two crore voters to secure a poll victory. Addressing a public meeting in Chhattisgarh's capital Raipur, Mr. Kharge called the exercise a 'fraud' even as he warned that the ruling party would regret the move. 'This [Prime Minister Narendra] Modi government is going to destroy everyone. Fraud has started in the voter list. Fraud happened in Maharashtra. Today, they are fighting elections in Bihar and there, 2 crore votes are being excluded. If you people want to win elections by excluding them, a time will come when you regret it. You will have to regret the wrong you are doing today,' the Congress president said. The assertions came on a day when the Congress along with nine other political parties challenged the SIR in the Supreme Court. 'Mass scale rigging' Further stepping up the party's attack on the EC over the issue, Congress general secretary (organisation) K.C. Venugopal in a X post called the SIR of Bihar's electoral rolls as 'blatantly unconstitutional' and 'mass scale rigging'. 'It has wreaked havoc across the villages and towns of Bihar — giving crores of voters anxiety about whether their right to vote will be stolen. This is mass scale rigging and mischief being carried out by the EC, under instructions from the ruling regime. We have faith that the Supreme Court will deliver justice,' Mr. Venugopal said. His party colleague and Rajya Sabha member Randeep Surjewala shared a news report in his X handle that claimed the EC had updated Bihar's electoral roll in January this year, the data were found to be 'robust and processed in June'. 'Then, suddenly, it was discarded,'Mr. Surjewala said, adding, 'This isn't voter list cleanup; it's an attempt to rob the public of their voting rights'. Mr. Surjewala asserted that 'the process called 'Special Intensive Revision' has neither any legal basis nor any mention in the rules'. 'This term doesn't even exist in electoral law,' he added. 'Jal, Jungle Zameen' At the Raipur rally titled, 'Jai Jawan-Jai Kisan-Jai Samvidhan', Mr. Kharge asked people to remain united in the fight to protect their 'jal, jungle and zameen' (water, forest, land), he also alleged that the ruling party in the State as well as at the Centre was eyeing the mineral resources of Chhattisgarh for industrialists. 'Today, people like Adani and Ambani have been coming here [Chhattisgarh] and occupying land. They are felling lakhs of trees [in forests for mining]. NEW DELHI: The Congress on Monday criticised the Special Intensive Revision (SIR) of electoral rolls in Bihar, calling it a 'malicious and mischievous' exercise that could disenfranchise millions of voters. The party, along with nine opposition groups, has approached the Supreme Court to challenge the Election Commission of India's (ECI) move. Congress General Secretary (Organisation) KC Venugopal described the revision as a rigging attempt orchestrated by the ECI under instructions from the ruling regime. 'As a signatory on behalf of the Indian National Congress, along with various opposition parties, we have approached the Hon'ble Supreme Court against the blatantly unconstitutional SIR exercise in Bihar. It has caused widespread anxiety among crores of voters who fear their right to vote will be stolen. This is mass-scale rigging and mischief by the ECI under the ruling regime's directive. We trust the Supreme Court will deliver justice,' he wrote on 'X'.
