Expert calls for intensified drowning prevention in Malaysia
Kulanthayan said an estimated 700 drowning cases occur annually in Malaysia, with 500 involving children under the age of 18.
"These figures are not just statistics — they reflect preventable tragedies that impact families and communities," he said in a statement to Bernama in conjunction with World Drowning Prevention Day today.
Kulanthayan, who heads the Putra Injury Prevention and Safety Promotion Research Group at Universiti Putra Malaysia, said WHO data showed Malaysia recorded 255 drowning deaths in 2022, while the Fire and Rescue Department reported 258 cases in 2024.
However, actual numbers may be higher due to underreporting, misclassification and undocumented incidents.
This year's global theme, "Anyone Can Drown, No One Should", calls for urgent and shared action. WHO's inaugural Global Status Report on Drowning Prevention, released in 2024, provides guidance for governments, communities and individuals worldwide.
He said practical steps such as installing barriers around water bodies, placing lifeguards at public pools and beaches, and issuing timely weather alerts can significantly reduce drowning risks.
He also urged hotel and apartment operators to ensure swimming facilities are properly supervised.
Swift and coordinated search-and-rescue responses are critical, while public education on lifesaving techniques and emergency preparedness must be strengthened, he added.
He also called on parents to equip children with swimming skills and never leave them unsupervised near water.
He praised the Youth and Sports Ministry's 2022 initiative offering free swimming lessons to B40 children, which he said not only prevents drowning but also nurtures talent in aquatic sports.
He also warned against alcohol or sedative use during water activities, stressing that impaired judgement increases drowning risk and that public awareness of weather conditions, beach safety flags and proper use of flotation devices is equally vital.
"Drowning prevention is not just the government's responsibility. Everyone has a role — whether as a policymaker, operator, parent or tourist," he said.
World Drowning Prevention Day is observed annually on July 25, following a 2021 United Nations resolution recognising drowning as a major but preventable cause of death worldwide.

KUALA LUMPUR: The Health Ministry (MOH) will fast-track the recruitment of 4,352 healthcare personnel, bypassing the conventional method to meet the urgent manpower needs in the field. Health Minister Datuk Seri Dr Dzulkefly Ahmad said the matter was raised at yesterday's Cabinet meeting, where he said he personally stressed the need to expedite the process. "I have told the Health Ministry secretary-general and the director-general of health to expedite the recruitment through the fast-track method rather than the conventional approach," he told Bernama after officiating the 55th Annual Scientific Conference and General Meeting of the Malaysian Society of Radiographers here today. On the registration of healthcare practitioners under the Allied Health Professions Act 2016 (Act 774), Dr Dzulkefly called on all practitioners to complete their official registration and obtain their Annual Practising Certificate (APC) by 31 December 2026. He said this step is crucial in creating a recognised, regulated and quality-based allied health ecosystem. Meanwhile, MOH Allied Health Sciences Division director L. Mageswary said anyone who fails to register officially or practises without an APC may face legal action. "Any person who employs an unregistered individual under this Act (Act 774) to perform duties and responsibilities as an allied health professional is committing an offence. "If found guilty, the person may be fined up to RM50,000 or face a jail term of up to two years, or both. "For continuing offences, an additional fine of up to RM1,000 per day may be imposed. "For organisations, corporations, partnerships or any other entities, the fine can reach up to RM100,000, with a further RM5,000 daily fine for continuing offences," she said.

He said the matter was discussed at the Cabinet meeting yesterday, during which he stressed the importance of accelerating the process. 'I have emphasised and instructed the MOH secretary-general and Health director-general to fast-track the recruitment process rather than following the conventional approach,' he told Bernama after officiating the Annual Scientific Meeting and 55th Annual General Meeting of the Malaysian Society of Radiographers here today.

‘Fill healthcare vacancies quickly'
Fahmi: 'Appointment of Auditor-General does not contravene Federal Constitution.' — Bernama PUTRAJAYA: Cut the red tape and quickly fill the over 4,000 vacancies at public health facilities, says Communications Minister Datuk Fahmi Fadzil. This was the message from Prime Minister Datuk Seri Anwar Ibrahim to the Health Ministry (MOH) at the weekly Cabinet meeting yesterday, Fahmi said. 'The Prime Minister has requested that the bureaucratic process, which is seen as possibly causing this delay, be expedited, given that MOH had originally expected most or all of the positions to only be filled by November. 'But the Prime Minister believes this is too late. So the process will be sped up,' Fahmi, who is the unity government's spokesperson, told reporters, Bernama reported. On July 23, Anwar said the government will quickly fill up 4,352 vacancies in public clinics and hospitals, including appointing contract doctors. At the Cabinet meeting, Fahmi said Health Minister Datuk Seri Dr Dzulkefly Ahmad gave a commitment to shorten the time needed to fill the posts without compromising on procedures. On another matter, Fahmi said the appointment of Datuk Seri Wan Suraya Wan Mohd Radzi as Auditor-General is lawful and does not contravene the Federal Constitution. This was confirmed by Chief Secretary to the Government (KSN) Tan Sri Shamsul Azri Abu Bakar who was present at the Cabinet meeting. 'From a constitutional perspective, there is no issue. 'The appointment aligns with what is clearly stated in the Federal Constitution,' added Fahmi. He said the KSN also clarified that Wan Suraya had ceased to be a civil servant at the time she agreed to take on the role of Auditor-General. 'This means there is no issue of her being an active civil servant at the time of her appointment,' he said, noting that the Public Service Department is expected to issue an official statement soon to provide further clarification. The clarification comes amid recent claims by several quarters alleging that Wan Suraya's appointment as Auditor-General was unconstitutional. Critics argued that the role should be held by someone who has already retired or formally resigned from the civil service, to preserve the independence of the office from the executive branch.
