
Law requires Education Ministry approval for scholarships
The amendment affects Clause 11 of Article 5 in the 2005 Education Law.
It gives the Ministry the final say on any scholarship or grant offered by ministries, stateowned firms or private organisations, whether inside or outside Bahrain.
MP Dr Ali Al Nuaimi, who submitted the proposal, said the change is intended to bring order to student funding and ensure academic programmes reflect actual requirements.
He referred to the Constitution, which commits the state to supporting education and research, as the legal foundation for the move.
The Services Committee, after reviewing the proposal, supported it unanimously. In its report, it noted that the new text formalises arrangements already in practice.
The Ministry of Education, in a written response to the committee, referred to Decision No. 20 of 2011, which established the Ministry as the sole authority to approve government-funded scholarships.
That decision requires all ministries and public bodies to hand over their student sponsorship schemes to the Ministry for review and clearance.
Cabinet instructions issued in June 2013 extended this requirement to the private sector.

This ensures a stimulating investment environment and guarantees the free transfer of capital, profits, and other returns in a freely convertible currency for investors from both countries. Al Sada noted that the agreements include ensuring fair and prompt compensation for investors in cases where their investments are expropriated for the public interest, within the stipulated legal procedures. Additionally, they establish mechanisms for resolving disputes that may arise between a state and an investor from the other state, or those that may arise between the two contracting states, thereby enhancing confidence and ensuring a safe and stable investment environment. Bahrain has concluded over 40 agreements on the promotion and protection of investments with various countries worldwide. Bahrain Blends Security with Identity
TDT | Manama The Interior Ministry is strengthening its role as a civic partner by deepening engagement with citizens while continuing to safeguard national security. In visits to Zallaq and Budaiya, His Excellency General Shaikh Rashid bin Abdullah Al Khalifa, Minister of Interior and Chairman of the National Plan Follow-up Committee, met with residents, listened to local concerns, and delivered greetings from the Kingdom's leadership. Residents expressed appreciation for the directives of His Majesty King Hamad bin Isa Al Khalifa and for the continued development efforts led by His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister. Identity and values The meetings were praised as an example of national unity and practical engagement. Many described them as a clear signal that the Ministry values direct input from the public in shaping national priorities. TDT | Manama A new national initiative will evaluate how public and private institutions in Bahrain support young people, marking a strategic shift toward embedding youth-focused policies into organisational structures. Announcing the launch of the 'Daem Al Shabab' (Youth Support) initiative, Youth Affairs Minister H.E. Rawan bint Najeeb Tawfeeqi said the effort is part of a wider national strategy that aims to empower Bahraini youth through structural reform and targeted engagement. The initiative was developed in line with the directives of His Highness Shaikh Nasser bin Hamad Al Khalifa, Representative of His Majesty the King for Humanitarian Works and Youth Affairs and Chairman of the Supreme Council for Youth and Sports. Rewriting the Playbook 'Daem Al Shabab' introduces a formal classification system that assesses institutions on their youth empowerment efforts. Institutions will be evaluated using clear criteria based on their performance in employment, training, decision-making inclusion, and talent development. Those that lead in applying the highest standards will be placed in the Gold Category, while others that show clear commitment and contribute tangible results will be recognised in Category II. Minister Tawfiqi said the initiative is an extension of the Ministry's work to strengthen partnerships, encourage sustainable engagement, and open new pathways for youth involvement in all sectors. She described it as a means of institutionalising youth participation and ensuring it becomes a permanent feature of national progress. Incentives and Reform The classification aims to create a positive, competitive environment that motivates institutions to raise their standards. Distinguished organisations will receive incentives and special benefits in cooperation with the initiative's partners.
