Anwar wants laws to protect local creative works from AI threats

SHAH ALAM: Prime Minister Datuk Seri Anwar Ibrahim has called on the Digital Ministry and the Communications Ministry to draft legislation to protect the copyrights and authenticity of local creative works uploaded to online platforms.
This, said Anwar, was crucial to ensure local content is safeguarded from various threats, particularly as the country navigates challenges arising from the rapid development of artificial intelligence (AI).
"The (copyright) guarantee must not only apply to cartoonists, but also to films, poetry, and other works that sometimes (could) cripple the strength of creativity and an artist's ability to create.
"As such, there must also be legal provisions by the Digital Ministry and the Communications Ministry to ensure that our country's (creative work) does not simply follow the mould set by others, only to then become trapped, losing our identity, values, and the virtues that should be nurtured here," he said.
Anwar said this in his speech during the launch of the book "Melukis dengan Hati: Biografi Perjalanan Seni 50 Tahun" by Zunar here today.
He said ethical and cultural considerations, as well as values, must be central to the nation's AI development policy.
"In our national policy on AI, we do not sideline or separate the issue of values. And it's quite interesting and well-known that with companies like Infineon, Google, Microsoft - whenever I meet their leaders, I always ask them: how should they respond?
"Without exception, they all admit that AI is a new technology. But they also acknowledge that whatever is produced or 'spit out' by AI depends on what is fed into it.
"And what is being fed into it right now through ChatGPT and other platforms is largely shaped by Western countries, especially the United States, China, and others.
"So, if we want to ensure that AI also emphasises the question of values and addresses concerns in line with our religious beliefs, our faith, our culture, and our diversity, then we must train our children in the field of AI, including those who aspire to be cartoonists," he said.
He said they must first master the knowledge, and then incorporate elements of culture, religion, and values, so that what is produced by these machines reflects the Malaysian perspective.

BEIJING: EU (European Union) chief Ursula von der Leyen warned on Thursday that China's ties with Russia were now the "determining" factor in its relations with the European Union, as she wrapped up a summit in Beijing that also saw the bloc agree to speed up exports of rare earth minerals. China's leadership has sought to draw the European Union closer as it positions itself as a more reliable partner than the United States and a bedrock of stability in a troubled world. Though nominally intended to celebrate 50 years of diplomatic ties, the long list of grievances set the stage for a contentious summit. The EU has made clear there are deep divisions over trade, fears that cheap, subsidised Chinese goods could overwhelm European markets, and Beijing's tacit support for Russia's war against Ukraine. Brussels says China's deepening political and economic relations with Russia since the 2022 invasion represent backing for Moscow that have helped its economy weather sweeping Western sanctions. Wrapping up that summit, von der Leyen told a news conference in Beijing that the bloc had made clear that the issue was now the "determining" factor in its relations with China. "We expressed... our expectations that China would follow up on our concerns and the expectation that it would use its influence to bring Russia to accept a cease fire, to come to the negotiation table, enter peace talks and put an end to the bloodshed," she said. She also said the bloc had agreed with Beijing to an "upgraded" mechanism for Chinese exports of rare earth minerals — another key sticking point in ties. And European Council President Antonio Costa, also in Beijing, said the officials had raised human rights concerns with Chinese officials. China, in contrast, framed Thursday's summit as a way for the bloc and Beijing to deepen trust in a turbulent world — pitching itself as a reliable partner in contrast with the United States. Welcoming von der Leyen and Costa at Beijing's ornate Great Hall of the People, President Xi Jinping said "the more severe and complex the international situation is, the more important it is for China and the EU to strengthen communication, increase mutual trust and deepen cooperation." In the context of that turmoil, Xi said, Chinese and European leaders must "make correct strategic choices." "The challenges facing Europe at present do not come from China," he added. "There are no fundamental conflicts of interest or geopolitical contradictions between China and the EU," the Chinese leader said. In response, von der Leyen said "it is vital for China and Europe to acknowledge our respective concerns and come forward with real solutions." Ties had reached an "inflection point", she warned. Costa also stressed to the Chinese leader that the bloc wanted to see "concrete progress on issues related to trade and the economy, and we both want our relationship to be... mutually beneficial." In a separate meeting on Thursday, Chinese Premier Li Qiang told the two EU leaders that "close cooperation" was a "natural choice" for the two major economies. "As long as both China and the EU earnestly uphold free trade, the international economy and trade will stay dynamic", he said. Brussels had acknowledged the talks between its top bosses and Chinese leaders would be tense. "We know that we don't see eye to eye with China on many issues," a senior EU official told AFP last week. "But we believe that it is essential to have this kind of very direct and open and constructive conversation sitting at the table at the highest level." China and the EU also vowed to "step up" efforts to address climate change. The warming planet has historically been an area of convergence between Brussels and Beijing, with both sides signalling a willingness to cooperate on combating climate change. Chinese and European leaders agreed on enhancing bilateral cooperation in areas such as the energy transition and committed to accelerating global renewable energy deployment, a joint statement said. Also on the agenda for the EU is the yawning trade deficit with China that stood at around $360 billion last year and which von der Leyen has described as "unsustainable." Beijing has dismissed those concerns, insisting that Brussels must "rebalance its mentality", not its economic ties with China. If EU concerns were not addressed, "our industry and citizens will demand that we defend our interests", von der Leyen said in Thursday's talks with Li. The EU has imposed hefty tariffs on electric vehicles imported from China, arguing that Beijing's subsidies unfairly undercut European competitors. China has rebuffed that claim and announced what were widely seen as retaliatory probes into imported European pork, brandy and dairy products. — REUTERS

Speaking at the launch, Anwar, who is also Finance Minister, said the initiative had received overwhelming support from the private sector, surpassing its initial fundraising target of RM50 million. 'I said if Sejahtera Madani could raise RM50 million, that would already be a success, and the government could top it up a bit, but today the response has not just doubled, it's gone far beyond that. 'The initiative has now raised nearly RM120 million. This is a meaningful project, and we want to drive this nation to become strong and great,' he said. Present at the event were Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi, Minister of Housing and Local Government Nga Kor Ming, Minister of Women, Family and Community Development Datuk Seri Nancy Shukri and Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar. Anwar also reiterated his Madani Government's commitment to ending hardcore poverty in Malaysia through coordinated efforts and strategic approaches. 'My target, together with the Cabinet, is to end hardcore poverty. Based on data from 2023 to 2024, we've made significant progress. Even though new cases may emerge, the overall numbers are far lower than before,' he said. The Prime Minister also praised the commitment of all stakeholders, particularly the private sector and Islamic religious councils, for working alongside the government to tackle one of the country's most persistent issues. Sejahtera Madani is a national initiative aimed at assisting poor and hardcore poor households registered under the National Poverty Database or the eKasih system. Coordinated by the Implementation Coordination Unit of the Prime Minister's Department (ICU JPM), the initiative consolidates various aid interventions across ministries, agencies, and private entities for a focused and integrated poverty eradication strategy. In a statement issued at the launch, ICU JPM described Sejahtera Madani as being anchored on a "whole-of-nation approach," enhanced with high-impact and sustainable programs targeting both heads of households and household members under the eKasih system. The initiative focuses on four key areas, namely income generation, education, housing, and social welfare. The government is targeting RM100 million in corporate social responsibility (CSR) contributions for Sejahtera Madani, all of which will be channelled to the People's Wellbeing Fund managed by ICU JPM. 'All CSR contributions under this initiative qualify for income tax deductions under Subsection 44(6) of the Income Tax Act 1967,' the statement read.
