DOF, DEPDev, DILG ink joint investment facilitation accord

The Department of Finance, the Department of Economy, Planning, and Development, and the Department of the Interior and Local Government have formed an inter-agency partnership to streamline and harmonize investment facilitation efforts in the country.
In a statement on Wednesday, the Board of Investments said the three executive departments signed the Joint Memorandum Circular institutionalizing the Investment Facilitation Network (INFA-Net).
The JMC was signed by Finance Secretary Ralph Recto, Economic Planning Secretary Arsenio Balisacan, and Interior Secretary Juanito Victor Remulla.
The BOI said the inter-agency accord 'operationalizes whole-of-government collaboration in facilitating investments' in line with major policy directives, including Executive Order No. 18 on Green Lanes for Strategic Investments, EO No. 32 on streamlining permits for telecommunications and internet infrastructure, and EO No. 59 on streamlining permits for infrastructure flagship projects.
The JMC, likewise, reinforces the agencies' collective commitment to simplify processes, strengthen coordination, and enhance support for strategic and high-impact investments in the Philippines, according to the investments promotion agency.
The BOI said the joint circular aligns with President Ferdinand 'Bongbong' Marcos Jr.'s mandate on fostering a more agile, investor-focused government that acts in unison to deliver sustainable and inclusive economic growth.
The agency said the accord reflects the government agencies' shared commitment to break down barriers, reduce red tape, and to send a strong message that the Philippines is open for business. —AOL, GMA Integrated News

The Bureau of the Treasury (BTr) auction committee on Tuesday raised P210.0 billion during the coupon setting for the 31st offering of the Retail Treasury Bonds (RTBs) with a gross interest rate of 6.000% per annum for the five-year security. The auction committee upsized the P30.0-billion initial offer during the auction, after total bids submitted stood at P354.2 billion, equivalent to 11.8 times the offer. The offer period will run from August 5 to August 15, 2025, subject to the discretion of the BTr. The public can avail of investments with a minimum amount of P5,000, and in multiples of P5,000. Authorized selling agents for the offer are the Australia and New Zealand Banking Group Ltd., Asia United Bank, BDO Capital and Investment Corp., Bank of China Ltd. Manila branch, BDO Unibank Inc., BPI Capital Corp., China Banking Corp., Citibank N.A., Philippine Bank of Communications, CTBC Bank (Philippines) Corp., Development Bank of the Philippines, Deutsche Bank AG, East West Banking Corp., HSBC Ltd., ING Bank NV, Maybank Philippines Inc., Metropolitan Bank & Trust Co., Bank of Commerce, Philippine National Bank, Rizal Commercial Banking Corp., Standard Chartered Bank, Security Bank Corp., Land Bank of the Philippines, and Union Bank of the Philippines. The RTBs are available over the counter, through online banking, and through GBonds offered by GCash. Two senators have filed a joint resolution seeking to terminate the delegated authority of the President to modify tariff rates on rice in a bid to bring back its tariff to 'previous levels.' In filing Joint Senate Resolution No. 2, Senators Francis 'Kiko' Pangilinan and Risa Hontiveros asked both the House of Representatives and the Senate to strip the President of such powers, citing the negative impact of imposing lowered tariffs on imported rice. It also aims to revert the tariff rates on imported rice to the previous level of 35% from 15%, following the signing of Executive Order No. 62 in June 2024. '[T]his combination of lower tariffs and precipitous drops in global rice prices constitutes a 'perfect storm' that has severely devastated the Philippine agricultural sector,' the resolution read. While it acknowledged that Section 1608 of Republic Act No. 10863 or the Customs Modernization and Tariff Act (CMTA) of 2016, delegates authority to the President to adjust tariffs, the joint resolution emphasized that 'this is not an absolute power' and that Congress has the authority to withdraw or terminate it. The resolution also directed the appropriate committees of both the Senate and House to hold caucuses to review the current state of the rice industry and propose specific legislation for the welfare of local farmers. Pangilinan, chairman of the Senate committee on agriculture, food, and agrarian reform, urged immediate action on the matter for the sake of local farmers. 'Wag natin patayin nang paunti-unti ang ating mga magsasaka. Ipaglaban naman natin ang karapatan nila na kumita ng sapat at maayos, na mabuhay ng may dangal,' he said in a statement. The Department of Agriculture (DA) is set to take a central role in the implementation of a joint circular backed by 38 national government agencies that is seen to fast-track strategic investments in agriculture and fisheries, the agency said Sunday. In line with the joint memorandum circular (JMC), a dedicated investment facilitation network (INFA-Net) Unit will be established to ensure the timely evaluation and approval of investment proposals in agribusiness, agricultural mechanization, food security, and rural infrastructure. The INFA-Net Focal Unit will be led by the DA's Agribusiness and Marketing Assistance Service (AMAS), in coordination with the Policy Research Service (PRS). It is seen to cut red tape and to create a more transparent and investor-friendly climate, which the DA hopes would catalyze investments to modernize farming and fisheries practices, improve productivity, and increase incomes in agricultural communities. 'This initiative doesn't just target investors. It's about uplifting our farmers and fisherfolk, generating rural employment, and ensuring long-term food security for the nation,' DA Secretary Francisco Tiu Laurel Jr. said in a statement released Sunday. This is in line with the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 which reinforces the government's push to improve public service efficiency and promote investor confidence. The JMC is a multi-agency effort involving 38 national government offices including the Departments of Trade and Industry (DTI), Finance (DOF), Economy, Planning, and Development (DepDev), and the Interior and Local Government (DILG), along with the Bureau of Customs (BOC). 'This JMC is a significant step forward in our commitment to making it easier for investors to do business in the Philippines' agri-fishery sector,' Tiu Laurel said.
