Staff shortages in key aviation agencies: 823 vacancies in DGCA, 230 in BCAS and 3,238 in AAI
The Ministry of Civil Aviation has said that its key agencies, like the Directorate General of Civil Aviation, Bureau of Civil Aviation Security and Airports Authority of India, have been struggling with short staff.
In a reply during the monsoon session at the Rajya Sabha, Minister of State Murlidhar Mohol said that the DGCA has 823 vacancies, BCAS has had 230, and AAI has 3,238.
'Some positions have been created in the last couple of years: 441 posts, including 426 technical posts, have been created between 2022 and 2024, 84 operational posts were created in restructuring of BCAS in 2024, and 840 posts of air traffic controllers have been created recently,' he said.

Mohol noted that in view of the current expansion plans of civil aviation, the ministry has created additional posts have been created in DGCA, BCAS and AAI.
'The shortfall has not impacted the functioning of these organisations. Further, all methods of recruitment are pursued vigorously in order to ensure timely and continuous availability of requisite manpower,' he said.
'To meet requirements in the interregnum due to vacancies arising from reasons like inadequate response to advertisements, non-joining of selected candidates, persons with insufficient service in the feeder cadre for promotion, insufficient response to deputation posts, efforts are made to recruit persons through short-term contractual hiring,' the minister added.

The airline, particularly its Boeing 787 Dreamliner fleet, has come under intense scrutiny after a preliminary report by the Aircraft Accident Investigation Bureau (AAIB) showed that a cutoff to the fuel switches caused the crash.

"Big Headload Fell...": Railway Minister On What Led To Delhi Station Tragedy
New Delhi: A big headload that "fell from one of the passengers" led to the tragedy at New Delhi Railway Station that killed 18 people, Union Railway Minister Ashwini Vaishnaw said today in response to a member's query. It resulted in the "tripping of passengers on the stairs", said the minister. In response to a query by Samajwadi Party MP Ramji Lal Suman in Rajya Sabha, Mr Vaishnaw shared details from the report by a high-level inquiry committee that was constituted to examine the circumstances leading to the "unfortunate incident". Mr Suman had asked the Railway Minister about the status of the report of the committee constituted to investigate the stampede and the corrective steps taken by the government. Eighteen people were killed and 15 were injured on February 15 at the New Delhi Railway Station, which witnessed a surge of passengers waiting to board trains for Prayagraj -- where the Maha Kumbh was underway at the time. In a post on X that night, Prime Minister Narendra Modi said that he was "distressed by the stampede". However, in the Railway Minister's statement, there was no mention of the word "stampede". On the day of the tragedy, around 49,000 general tickets were sold at the railway stations, 13,000 more than the daily average, Mr Vaishnaw had informed the Lok Sabha in March. In his response today, the minister stated that sufficient crowd management measures were in place that day to manage the high number of passengers at the station. There was a "gradual increase of passenger density on the foot over bridge (FOB) after 8.15 pm", mentioned the written reply. "Many of the passengers were carrying big headloads, affecting smooth movement on the FOB. There was a big headload falling from one of the passengers, and the pressure was passed on to the stairs of platforms 14 and 15, resulting in the tripping of passengers on the stairs. This led to an incident at 8.48 pm on FOB-3," the minister said. "Consequently, passengers fell on each other," he said. Compensation of Rs 10 lakh was given to the families of each victim, Rs 2.5 lakh to those seriously injured, and Rs 1 lakh to those with simple injuries. "A total amount of Rs 2.01 crore has been paid to 33 victims and their family members," Mr Vaishnaw said. To manage large crowds better, the railways have put new measures in place. These include permanent holding areas, access control for confirmed ticket holders at 73 stations, wider foot overbridges, CCTV cameras, and war rooms at major stations. The Maha Kumbh Mela, the 45-day event that ended in February, led to record ticket sales, emphasising the importance of solid crowd management during such events.

Govt schools in Belthangady to turn into smart classrooms
Mangaluru: With a vision to provide digital learning opportunities similar to those available in private schools, a total 110 govt schools in Belthangady will be transformed into smart classrooms. Under the Rajya Sabha Local Area Development Fund, Rajya Sabha member D Veerendra Heggade sanctioned Rs 1.5 crore for the initiative. Under this project, schools have already been selected, including eight aided schools in the taluk. Mahabala Kulal from the community development section of Shri Kshethra Dharmasthala Rural Development Project, who is coordinating the project, said that the process of selecting schools started five months ago. "After consultation with the block education office at Belthangady, we selected 110 govt schools in the taluk. The project is funded from the local area development. Currently, the tender process is in progress. We expect smart classroom materials to reach before the celebration of Teacher's Day," he said. In order to convert existing traditional classrooms into smart classrooms, the beneficiary schools will receive LED TVs and other accessories. They will also receive a hard disk containing the entire school syllabus. Explaining the aim behind this initiative. Kulal shared that currently, such facilities are available only in private schools. "Heggade wanted such facilities extended to govt schools as well, to help them improve their academics. As a result, this project was planned and implemented," said Kulal, adding that this initiative aims to utilise modern technology for the educational development of children.
