Reforming Fannie and Freddie is just the first step

For nearly 17 years, Fannie Mae and Freddie Mac — two pillars of the U.S. housing finance system — have remained under federal conservatorship. The debate over how to exit this limbo has consumed housing policy circles for over a decade. Most stakeholders now agree that reform is overdue. But even the best plan to restructure these institutions will fall short if it ends there.
Fannie and Freddie matter. The government-sponsored enterprises guarantee nearly half of all new U.S. mortgages, ensuring liquidity in both good times and bad. They are also among the few institutions with a public mission to serve rural, low-income and historically underserved borrowers. Reimagining them as regulated utilities — with capped returns, cost-based pricing and clear service obligations — would bring transparency and durability to a system long overdue for a modern framework.
But structure alone won't solve the affordability crisis gripping communities nationwide. Even perfectly governed Government-Sponsored Enterprises cannot close the gap between surging home prices and stagnating wages. Nor can they single-handedly fix the uneven access to credit or the persistent racial homeownership gap.
The median U.S. home now costs over $420,000. According to the National Low Income Housing Coalition, the nation faces a shortage of more than 7 million affordable rental homes. In many markets, even well-qualified buyers with stable incomes and decent credit are being priced out of the market. The gap between what families earn and what homes cost is no longer just wide — it's systemic. Without a broader effort, a restructured Fannie and Freddie would still be operating on top of a broken foundation.
To truly modernize housing finance, we need to rethink how we underwrite risk, where we allow homes to be built, and who gets access to capital. A healthy system must go beyond liquidity. It must support housing production, economic inclusion and long-term market resilience.
Here are three critical areas where policy must evolve:
1. Zoning and land use reform
The Government-Sponsored Enterprises can't buy loans on homes that don't get built. In many cities, exclusionary zoning — such as minimum lot sizes, bans on multifamily units, and onerous parking requirements — chokes off the supply of new housing. While local governments control zoning, federal policy can provide powerful incentives. One approach is to link infrastructure or transportation grants to inclusive land-use reforms. Removing regulatory barriers to starter homes, townhouses and modular construction could unlock affordable housing supply without the need for new subsidies.
2. Credit Innovation for a changing workforce
Today's credit models don't reflect how Americans live and work. Renters with flawless payment histories still struggle to build credit. Gig workers with steady earnings face outdated underwriting standards. Appraisals often undervalue modular and manufactured homes despite their key role in expanding affordability. Federal regulators should accelerate the development of alternative credit scoring models, expand underwriting pilots and recognize stable income sources beyond the traditional W-2. A modern credit system must reward reliability — not just conformity.
3. Equity through transparency
The racial homeownership gap isn't closing on its own — it requires deliberate action. Any Government-Sponsored Enterprises reform must include strong data transparency on lending by race, income and geography. Public dashboards, equity benchmarks and stronger oversight should be part of the solution. If the Government-Sponsored Enterprises are to fulfill a public mission, their performance must be trackable, visible and grounded in outcomes — not aspirations.
Fixing Fannie and Freddie is necessary — but it's not sufficient. These institutions are deeply ingrained in the core of America's housing and financial systems. Their influence extends from interest rates and loan terms to neighborhood stability and intergenerational wealth. Restructuring them without addressing the broader system would be a missed opportunity.
Economists such as Mark Zandi of Moody's Analytics and Jim Parrott of the Urban Institute have long supported a hybrid model: one that combines strong regulation with market participation. They argue that it's possible to balance broad access to mortgage credit with taxpayer protection. Their work affirms that reform doesn't require a false choice between efficiency and equity. We can — and must — pursue both.
Recent public friction between Bill Pulte, director of the Federal Housing Finance Agency, and Federal Reserve Chair Jerome Powell is another reminder: Housing finance doesn't operate in isolation. Interest rate policy, inflation and credit markets all interact with the institutions that support the mortgage system. Reform must be built to withstand not only market volatility but also political and monetary turbulence.
Fannie Mae and Freddie Mac have helped millions of Americans buy homes and weather economic downturns. But they can't fix zoning laws, modernize credit scoring or close the racial wealth gap on their own. Suppose we want a system that works not just in recovery but in resilience. In that case, we need a long-term vision — one that aligns public purpose with private capital and innovation with accountability.
The next chapter of housing finance must be bigger than balance sheets. It must reflect the realities of today's economy and prepare for the demands of tomorrow's homebuyers.
This isn't just about fixing what's broken. It's about building a housing finance system that works — for everyone.

According to the Congressional Budget office report, nearly 12 million Americans would lose coverage by 2034. Federal spending on Medicaid, SNAP and marketplace insurance benefits would drop by $1.1 trillion. $1 trillion would come from Medicaid. With its changes, he Senate version of the bill would add nearly $3.3 trillion to the national debt over a decade, the CBO report said, while the House version would add $2.4 to the debt. These estimates are based on including the costs of extending Trump's 2017 tax cuts. Republicans in the House and Senate have asked CBO, as well as the Joint Committee on Taxation, to score the bill using a method called "current policy baseline," which would not include the the cost of extending the cuts. When the cost of extending the tax cuts is excluded from estimates, both the House and Senate versions of the bill have been estimated to add between $400 billion and $600 billion to the debt over the next decade, according to the New York Times and Politico. Medicaid cuts have been at the center of a high profile debate as social service agencies and rural hospitals have planned for spending reductions that could come at the expense of the nation's hungry children and force some hospitals, especially in rural areas, to reduce services or close their doors. The Senate voted Saturday to open debate on the bill and began a full reading of the measure on the floor. The Trump administration has said it is reducing waste and fraud in social service programs, and that some of those responsibilities would be shifted to the states. President Donald Trump has said he wants the budget bill passed by July 4th. The cuts being considered to Medicaid would be the largest since it was launched in 1965.

Republicans defend cuts to Medicaid and renewable energy in Big Beautiful Bill: ‘absolutely out of control'

Key Republican senators pushed back Sunday against criticism of cuts in the One Big Beautiful Bill, including Medicaid work restrictions and the elimination of many green energy subsidies. The Senate version of President Trump's signature tax and spending legislation imposes 80 hours a month work requirements on able-bodied adults, including those with children ages 15 and up. It also reduces the health care provider tax, which helps fund state Medicaid plans. Critics argue that those changes could result in millions of people losing access to Medicaid, which provides health care to over 70 million low-income Americans. 'There's 35 million people under the poverty line inside the United States, and there's 70 million people that are signed up for Medicaid,' Sen. Markwayne Mullin (R-Okla.) told NBC's 'Meet the Press' Sunday. Getty Images Medicaid reform is the largest source of savings in the megabill, with the Congressional Budget Office (CBO) estimating the legislative bundle would reduce Medicaid costs by about $930 billion over the next decade. Several senators have been uneasy about the Medicaid reform in the Senate bill, which goes further than the House version of the megabill. Sen. Thom Tillis (R-NC), for example, voted against proceeding with the bill Saturday, citing Medicaid as his top concern. 'I cannot support this bill in its current form. It would result in tens of billions of dollars in lost funding for North Carolina, including our hospitals and rural communities,' Tillis said in a statement Saturday. 'This will force the state to make painful decisions like eliminating Medicaid coverage for hundreds of thousands in the expansion population, and even reducing critical services for those in the traditional Medicaid population.' 5 Sen. Josh Hawley (R-Mo.) had raged against the Medicaid provisions of the One Big Beautiful Bill Act, but stopped short of opposing the measure. 'We can't be cutting health care for working people and for poor people in order to constantly give special tax treatment to corporations and other entities,' Hawley told NBC News last week. The Senate bill includes bigger cuts to business taxes, including a permanent deductions for R&D spending. Despite those concerns, key senators defended the Medicaid reforms on the Sunday shows as the Senate forges ahead with the One Big Beautiful Bill Act. 'The entitlement spending in this nation is absolutely out of control. You can rewind back to the 1960s, when actual mandatory spending, which is what these entitlements are, only made up about a third of federal spending,' Sen. Katie Britt (R-Ala.) told CNN's 'State of the Union' Sunday. 'Now, if you take that, plus the interest on our debt, it's about 73 percent of what we spend.' 5 Sen. Jim Banks (R-Ind.) also touted plans to consider an amendment that would ensure illegal immigrants don't get access to Medicaid. 'Remember, the Medicaid reforms in this bill are about work requirements and taking illegals off of Medicaid,' Banks told 'Fox News Sunday.' Another closely watched amendment from Sen. Rick Scott (R-Fla.) would lower the Federal Medical Assistance Percentage (FMAP), which determines the percentage of Medicaid costs covered by Uncle Sam. Scott's amendment would lower FMAP for able-bodied, childless adults. The amendment has been used to win over fiscal hawks such as Sen. 'The latest Senate draft bill will destroy millions of jobs in America and cause immense strategic harm to our country!' Musk fumed on X Saturday. 'Utterly insane and destructive. It gives handouts to industries of the past while severely damaging industries of the future.' The Senate version of the megabill significantly rolls back tax credits for green energy in the Biden administration's Inflation Reduction Act and requires key projects to go into service by the conclusion of 2027 to qualify. It also features an excise tax that takes aim at solar and wind projects. 'Again, $1.6 trillion in spending cuts by eliminating the Green New Deal tax credits. Those scams that were passed during the Biden administration,' Banks added. 'Much of it is phased out in a quick period of time over the next two or three years.'

Sen. Mark Warner (D-Va.) said Sunday that President Trump's megabill will be a 'political albatross' for Republicans back at home. In an interview on CBS News's 'Face the Nation,' moderator Margaret Brennan noted that the GOP tax and spending bill, which just cleared a key hurdle in the Senate Saturday night, includes some policies that Democrats have championed. 'You can put as much lipstick on this pig as you want. This will be a political albatross for the Republicans,' Warner said, suggesting the individual policy add-ons don't justify supporting the bill overall. 'It takes 16 million Americans off of health care coverage, with cuts to Medicaid and cuts to the Obamacare marketplace. That will move us, as a nation, back to the same percentage of uninsured we had before Obamacare,' Warner said when asked to expand on his thinking. Warner also said the Medicaid cuts will affect everyone — not just those on Medicaid. 'And, it's not like these people are not going to get sick. They're going to show up at the emergency room' without coverage, he said, adding, 'The only way those costs get passed on is higher health insurance to all of us who have traditional coverage.' He also criticized the bill for cutting funds to food assistance and adding trillions to the debt. 'Are we really in such a place that we're cutting, in my state, a couple hundred thousand people off of school lunches, school breakfasts? They even cut food banks. It's cruel,' he said, adding, 'This was to make sure that the highest, most wealthy Americans can get an extra tax-break.' Warner said he thinks his Republican colleagues 'know they're walking the plank on this, and we'll see if those who've expressed quiet consternation will actually have the courage of their convictions.' He also noted that the bill has not made it through to the president's desk, adding, 'It's not over until it's over.' 'I will grant that President Trump has been able to hold his party in line in an unprecedented manner. At the other end, this bill will come back and bite them. This is going to do so much damage in terms of, not only health care, food assistance, you know, the whole notion that we are moving towards cleaner energy jobs, all on the chopping block, adding $4 trillion to the debt,' Warner said. 'Tell me, at the end of the day, how that is good for America? I don't think you can make the case,' he added.
