ASEAN 2045: PETRA to enhance scope of regional energy cooperation
Deputy Prime Minister Datuk Seri Fadillah Yusof, who is also in charge of PETRA, said the ministry is committed to enhancing regional energy cooperation by finalising strategic frameworks and action plans under the Priority Economic Deliverables (PED), aimed at fostering a just and structured energy transition.
He said among key initiatives undertaken to reach the goals is the upcoming ASEAN Plan of Action for Energy Cooperation (APAEC) 2026–2030, which will serve as the framework for long-term regional energy strategies towards a resilient, inclusive, and sustainable energy system across ASEAN by 2045.
Fadillah also underscored the importance of advancing the ASEAN Power Grid (APG) through the implementation of a Memorandum of Cooperation, which will facilitate interconnectivity between member states' electricity grids.
'This will accelerate regional grid integration and enable broader adoption of clean energy sources and pave the way for cross-border power trading and greater use of renewable energy,' he said in a statement today.
Fadillah said two other regional agreements, namely the Trans ASEAN Gas Pipeline Agreement (TAGP) and the ASEAN Petroleum Security Agreement (APSA), will serve as foundational frameworks to ensure secure and reliable supply chains of natural gas and petroleum, which are essential for supporting a phased transition to low-carbon energy systems, especially in power generation.
'Through these initiatives, PETRA is committed to supporting the Kuala Lumpur Declaration of ASEAN 2045, including efforts to position energy transition as a strategic pillar in building a more sustainable, inclusive, and resilient ASEAN Economic Community.
'This commitment aligns with Malaysia MADANI, the national development framework that champions sustainability, well-being, and innovation. It also strengthens regional collaboration for the shared benefit of all ASEAN communities,' he said.
Yesterday, ASEAN leaders adopted the Kuala Lumpur Declaration on ASEAN 2045: Our Shared Future, which set the foundation to guide the region's development and cooperation over the next two decades.
The declaration, endorsed during the 46th ASEAN Summit here, represents a significant milestone in the bloc's commitment to building a more resilient, innovative, dynamic and people-centred regional community.
According to the Declaration, ASEAN member states reaffirmed their collective resolve to enhance regional unity, promote inclusive and sustainable development and strengthen institutional capacity to respond effectively to existing and future megatrends.
The document also envisions ASEAN as the epicentre of growth in the Indo-Pacific region, with a strong emphasis on regional solidarity, a shared identity and equitable access to economic opportunities among its people.

Asean 2045: A blueprint for manufacturing competitiveness, economic resilience
The 46th Asean Summit adopted a strategic blueprint entitled, "Asean 2045: Our Shared Future". It aims to create a more competitive and dynamic ecosystem for the manufacturing sector. A key focus is to harness advances in science, technology, and innovation to boost manufacturing competitiveness. The vision encourages the development of advanced industries and the creative economy, thereby enabling more economic integration and innovation-led growth. This will help Asean manufacturers move up the value chain and produce higher-value goods. Integration into global supply chains is another critical benefit. It aims to streamline both upstream and downstream production processes, strengthen distribution and logistics networks, and ensure secure access to raw materials. Stronger and more resilient global supply chains will enhance efficiency, reduce costs, and enable the scaling of value-added manufacturing outputs. Asean 2045 emphasises support for SMEs (Small Medium Enterprises) because of their vital role in the manufacturing ecosystem, promotes expanding market access and improving digital trade facilitation to help SMEs grow and integrate into regional and global value chains. Sustainability and economic resilience are central themes in Asean 2045, encouraging green and blue economy initiatives, disaster risk financing, and climate change mitigation to ensure manufacturing remains resilient amid environmental challenges. Businesses engaged in the green technologies, renewable energy and climate-resilient industries will, therefore, find new opportunities. To reduce exposure to external financial shocks, the vision promotes the use of local currencies for cross-border transactions, stabilising trade and investment flows within Asean. And, by fostering a more integrated single market with increased intra-Asean trade and investment, it will be possible to facilitate easier market access and stronger supply chain integration, benefiting manufacturers across the region. The digital economy and technology industries are also set to thrive under Asean 2045. The vision promotes a secure and interoperable digital ecosystem, creating fertile ground for sectors involved in digital services, artificial intelligence, fintech, e-commerce, and digital infrastructure. These industries will play a crucial role in driving economic growth and regional integration and they will also present opportunities for the sector. Supply chain resilience is another crucial issue. Since all the Asean members are affected by supply chain issues, Malaysian companies that are focussed on addressing these constraints should be incentivised. This is all the more relevant if Malaysia wants to do its part to increase intra-Asean trade. The health and social services sector is also a priority, with Asean focusing on universal health coverage and resilient healthcare systems. This opens growth prospects for healthcare providers, pharmaceuticals, and medical technology companies. The government can do its part in supporting SMEs in the manufacturing sector. First, the government can provide substantial financial support and loan guarantees to enhance SME development under the 2045 blueprint. Under Malaysia's Budget 2025, there were allocations for business financing, loan guarantees and special allocations for Bumiputera SMEs. These guarantees help SMEs secure loans even if they lack collateral, enabling them to invest in machinery, automation, and expansion, inputs that are essential to enter the regional market. Second, the government must do more to promote digital transformation through grants for companies that have an Asean focus. These initiatives encourage SMEs to adopt digital tools, automate processes, and enhance operational efficiency, helping them remain competitive in an increasingly digital economy. Third, capacity building and infrastructure upgrades are necessary for the success of Asean 2045 including access to databases, knowledge of competitor markets, knowledge of FTAs and methodologies for taking advantage of them. Finally, under Asean 2045 there are opportunities for a wide range of manufacturing and related industries. This will include different sectors ranging from pharmaceuticals to medical technology and related industries such as transportation and warehousing. Since sustainability is a big target, there will be abundant opportunities in the production of equipment energy-related products. The government can also upgrade the surrounding ecosystem by improving skill availability and making institutional support frictionless. These measures will help Malaysian manufacturing SMEs overcome financial, technological, and operational challenges. The role of the government will be useful to position them for sustainable growth and integration into regional and global value chains that aligned with Asean 2045 goals. Overall, it also positions Asean as a leading industrial and manufacturing hub in the Indo-Pacific.

ASEAN must future-proof itself against rising global threats, foreign minister urges
by AKMAR ANNUAR & AUFA MARDHIAH MALAYSIA'S Foreign Minister Datuk Seri Mohamad Hasan (picture) has urged ASEAN to collectively rise to the demands of an increasingly volatile world, warning that climate risks, technological disruption and political polarisation now pose as serious a threat to regional stability as the Cold War did during ASEAN's founding in 1967. Speaking at the opening ceremony of the 58th ASEAN Foreign Ministers' Meeting (AMM) in Kuala Lumpur this morning, Mohamad drew attention to the shifting global order, where geopolitical rivalries, protectionist impulses and distant wars are no longer remote, but directly impacting Southeast Asia's economic security and food systems. 'These issues endanger us all, but especially those of us in the Global South. We, in ASEAN, must focus our efforts toward a future-proof Southeast Asia,' he said, setting the tone for a meeting framed around inclusivity, resilience, and strategic autonomy. Mohamad noted that ASEAN was born during an era of nuclear brinkmanship and proxy wars, but its founding leaders chose the path of multilateralism and peacebuilding instead of alignment with major power blocs. That legacy, he said, must be reaffirmed and recalibrated to meet today's 'newer threats'. Among these, he cited the intensifying rivalry between great powers, the fragility of supply chains, the distortion of global trade through rising protectionism, and the erosion of social cohesion within societies due to economic divides. 'To build a safer, more equitable future, we must keep our spirit of strategic autonomy and collective action alive,' he stressed. Under Malaysia's chairmanship, ASEAN's agenda is being shaped by two overarching themes — inclusivity and sustainability — which Mohamad said are foundational to ASEAN's long-term relevance. He highlighted the recent signing of the Kuala Lumpur Declaration on ASEAN 2045: Our Shared Future and the adoption of the ASEAN Community Vision 2045, a 20-year plan that envisions a resilient, innovative and people-centred regional bloc. Malaysia sees the declaration not as an aspirational document but a strategic roadmap to be implemented in phases, starting now. 'Our course shall be steered by ASEAN Centrality, allowing us to shape regional architecture on our terms,' he said. In line with this strategic clarity, Mohamad announced that ASEAN would deepen engagement with its 11 Dialogue Partners during the upcoming Post-Ministerial Conferences, as well as at the ASEAN Plus Three and East Asia Summits. These interactions are designed to align economic cooperation with the building of strategic trust. The region's premier political-security forum, the ASEAN Regional Forum, will also convene with renewed commitment to preserving stability, he added. Mohamad further revealed that ASEAN's diplomatic influence continues to expand beyond Southeast Asia, with Algeria and Uruguay set to join the Treaty of Amity and Cooperation later today — an affirmation, he said, of ASEAN's growing soft power and normative appeal. Malaysia will also host the Fourth Cooperation Among East Asian Countries for Palestinian Development this Friday, reinforcing ASEAN's enduring solidarity with the Palestinian people, particularly amid worsening humanitarian conditions in Gaza. As the ceremony drew to a close, Mohamad reminded fellow ministers that ASEAN's relevance lies in its willingness to evolve, not in nostalgia. 'ASEAN has never shied away from ambition. Our work carries the hopes and futures of the nearly 700 million souls we represent,' he said. With the region's unity and adaptability now under renewed pressure, Malaysia's message at AMM2025 is clear: ASEAN must reassert its agency in shaping a more just and secure regional order — or risk being reshaped by forces far beyond its shores.
