
Spain identifies power failure 'ground zero' in Iberian blackout probe
The substation in Granada was ground zero, and the power failure caused a loss of 2.2 gigawatts of electricity, causing a chain of grid disconnections. The cause of the substations' failures remains unknown at this time.
During her speech at the plenary session, Aagesen said that the ongoing investigation has ruled out several hypotheses, including that the massive outage that started on 28 April was due to coverage, backup, or network size.
The government is acting seriously to get to the bottom of it, Aagesen reiterated. "The government is working with rigour and not making hypotheses, because that is what the Spanish people deserve. Rigour and truth," she explained.
The findings are the first clear conclusions to be made public after more than two weeks since the blackout that saw Spain and Portugal grind to a halt.
Aagesen said this remains "an extremely complex investigation" because "millions of bits of data" are being analysed.
At the same time, the energy minister pointed out that, according to the data available, half an hour before the blackout, "two oscillations in the Iberian system with the rest of the European continent" were recorded.
This observation coincides with preliminary reports from the European Network of Transmission System Operators for Electricity (ENTSO-E), which pointed to "two periods of power and frequency swings in the synchronous area of continental Europe."
Aagesen has assured that the government will continue "relentlessly" to "identify the causes" of this "extremely complex" incident, which "does not come with simple explanations".

Bacteria strain that evades antibiotics is spreading in Europe
A new strain of bacteria that can cause serious infections in children but evades standard treatments is spreading in Europe. MRSA (meticillin-resistant Staphylococcus aureus) is a type of bacteria that has evolved to the point where first-choice antibiotics no longer work against it, making it harder to treat. It can cause serious health problems if it gets inside the body, causing more than 100,000 deaths worldwide in 2019. A new strain of MRSA was identified in Germany and the Netherlands nearly a decade ago – and it has since spread to at least nine other European countries, according to new research by Denmark's Statens Serum Institut (SSI). The scientists began to worry that the strain might be circulating in Denmark after 32 children and family members developed ulcers that were caused by a specific type of staph bacteria in summer 2023. A year later, they identified another outbreak from the same bacteria elsewhere in the country. They suspected Denmark was not the only place affected by the new strain, which they call a 'clone' of another type of MRSA because they have some genetic similarities. When they analysed samples across Europe, they found the bacteria in 11 countries: Belgium, Denmark, Finland, France, Germany, Luxembourg, the Netherlands, Norway, Spain, Sweden, and the United Kingdom. 'This clone, which was first found in Germany and the Netherlands in 2014, is a new subtype' of the bacteria, Andreas Petersen, a MRSA researcher at SSI who led the study, said in a statement. The researchers published their findings in the journal Eurosurveillance. The strain is genetically similar to another form of MRSA that appears to cause impetigo, a bacterial skin infection that causes red sores to form and burst around the nose and mouth. Most common among children aged two to five, impetigo is highly contagious and can spread easily within families. Outbreaks usually occur in late summer and early autumn. Impetigo usually isn't dangerous, but rare complications include kidney damage and cellulitis, an infection that can be life-threatening if it spreads to the lymph nodes and bloodstream. Fusidic acid, an antibiotic cream, is commonly used to treat impetigo infections, but it does not work well against the MRSA strain. That is why doctors across Europe need to know if it may be spreading in their communities, the researchers said. 'We believe that it is a combination of these virulence factors [or genes] as well as the resistance to fusidin that has helped make this new type so successful,' Petersen said. MRSA is just one of many health threats emerging due to antibiotic resistance. Infections from so-called superbugs could kill more than 39 million people worldwide over the next 25 years, according to a landmark study published last year. Antibiotic resistance also takes a toll on the health system. Together, the 11 countries where the new MRSA strain has been identified spent nearly $13.3 billion (€11.4 billion) treating hospital patients with drug-resistant infections in 2022, according to recent estimates from the Center for Global Development. The Danish researchers believe the new strain may be spreading undetected in other parts of Europe as well. It has already been found outside of hospitals and nursing homes, which have strict protocols in place to contain MRSA, Petersen said. 'The spread of MRSA in the community is more difficult to monitor and combat,' he added.

Smartphones lead to ‘suicidal thoughts' in children under 13, study
Children shouldn't have access to smartphones until the age of 13, according to a new global study. Those who used smartphones before they turned 13 were more likely to have suicidal thoughts, bad emotional regulation, lower self-worth, aggression, and detachment from reality, according to the study published in the Journal of the Human Development and Capabilities. Girls were more impacted by smartphone use than boys, with 9.5 per cent of female respondents considered 'struggling' with their mental health compared to 7 per cent of males, irrespective of their country of origin, the research added. Kids under 13 were more likely to experience sleep disruptions, cyberbullying and negative family relationships, the study found. Restrict smartphones like alcohol, researchers say The study drew data from the self-reported mental health profiles of 100,000 young people between the ages of 18-24. The study was conducted by a team from the research non-profit Sapien Labs. The researchers generated an overall "mind health" score for each profile based on 47 social, emotional, cognitive, and physical functions. The mind health scores got worse the longer a child had access to a smartphone, the research continued. For example, the score of a child who received a phone at 13 dropped from 30 to just one for those who received a phone at five years old. The results were worse for the 18-20 year-olds than the 21-24 cohort in the responses, which could be due to prolonged screen exposure during the COVID-19 pandemic, the study said. However, the results of smartphone use in under 13s are consistent despite the geographical and social differences that kids have. Lead author Tara Thiagarajan said she'd like to see smartphones restricted to those under 13 and regulated like alcohol and tobacco by government authorities. The move should be paired with restrictions on social media platforms as well as 'mandating digital literacy education and enforcing corporate accountability'. 'I was initially surprised by how strong the results are,' Thiagarajan said. 'However, when you give it due consideration, it does begin to make sense that the younger developing mind is more compromised by the online environment, given their vulnerability and lack of worldly experience'. What regulations are already in place against cellphones? Most of the bans so far against cellphones are happening in Europe's schools, with partial bans in French, Dutch, British, Italian, Hungarian, Spanish, Irish, Swedish, Belgian, Greek, Latvian, Luxembourgish and Finnish classrooms. Some of these countries, including France, the Netherlands, Italy, Luxembourg and some Spanish regions, have complete school-wide bans on mobile phones so they cannot be used at any point during the day. Other European countries, such as Denmark, Cyprus, Bulgaria, and Portugal, are also considering further restrictions on cellphones. For social media, France's artificial intelligence (AI) minister also proposed a European-wide ban on the use of social media for those under 15 years old. Several EU laws, such as the Digital Service Act, the Audiovisual Media Services Directive, and the General Data Protection Regulation, include provisions to shield children from harmful content and protect their data. Last month, EU lawmakers voted to criminalise AI-generated child abuse images, online grooming, livestreaming, sextortion and the age of consent.

EU food safety officials set new limits on safe fluoride intake
Food safety officials have lowered the safe limit of fluoride in drinking water, though they say there is no evidence of serious health harms at levels commonly found in the European Union. Fluoride is a naturally occurring mineral that can help prevent tooth decay. Only a handful of EU countries, including Ireland and parts of Spain, add fluoride to drinking water, but it can be found in about 90 per cent of toothpastes. The World Health Organization (WHO) recommends that countries set a maximum fluoride limit at 1.5 milligrams per litre (mg/L) – the EU's legal limit – because higher levels can cause bone and teeth problems, particularly in children. But more recent studies have found that even below that level, fluoride intake may be linked to lower IQ in children. The European Food Safety Authority (EFSA) reassessed the possible risks from fluoride because of those concerns. The agency screened more than 20,000 scientific papers on fluoride's effect on the developing brain, thyroid, bones, and teeth, tracking people's exposure to fluoride in drinking water, food, fluoridated table salt, and toothpaste and other dental care products, when they are eaten or ingested. In the EU, fluoride in drinking water is usually under 0.3 mg/L, which is a safe level, EFSA said. 'We estimated that, in general, with the current concentrations of fluoride in European drinking water, total fluoride exposure … does not pose a health concern,' Susanne Hougaard Bennekou, a toxicologist and chair of EFSA's scientific committee, said in a press release. There was one exception among children ages four to eight – though the potential effects were not exactly severe. If these children regularly swallow their toothpaste, they could experience mild tooth discolouration, particularly in their developing molars. 'This is unlikely to occur if children spit the toothpaste out properly after brushing their teeth,' Bennekou said. New safety thresholds Because of this risk, EFSA set a new safe fluoride intake level at 1 milligram per day (mg/day) for babies under the age of one, 1.6 mg/day for toddlers aged one to three, and 2 mg/day for those aged four to eight. The agency said the safe limit for adults and children older than eight is 3.3 mg per day. For pregnant women, this limit would protect their developing babies against toxicity in the brain, as well as any risks of thyroid and bone problems. The new thresholds are part of a consumer risk assessment, but they could prompt a change in the EU's legal limits on fluoride in drinking water. EFSA officials said it is still not entirely clear whether fluoride poses a health threat at levels below 1.5mg/L, and called for more research on the issue. 'There is evidence that we can't ignore linking fluoride to possible effects on the developing nervous system of the foetus,' Thorhallur Halldorsson, a food science researcher and chair of EFSA's working group on fluoride, said in a statement. 'But the evidence is not sufficient to set a threshold'.
