
Hines submits new plan for 1,100 apartments at former Clonliffe College

Brian Moran, senior managing director for Hines in Ireland, said that a previously planned 19 story residential tower had been removed, while the new scheme would be less dense than its predecessor. An underground car park near the formal lawn of the former college has also been removed, as was an extension to the seminary building.
'The more controversial elements of the previous scheme have been taken out or modified,' Mr Moran said.

The number of apartments has also been reduced, down from 1,590 to 1,131, with a change in the mix of apartment types – there will be fewer studios and more three bedroom units, as well as the inclusion of some four bedroom units.
Mr Moran indicated that Hines' preference was also to make apartments available for both rental and sale at the site, and that government schemes to assist viability for apartment development would likely play a role in bringing units to the market for sale. He also said the company envisaged affordable housing on some of the blocks.
The scheme will have more public space than its predecessor, and incorporates mobility hubs where bike and car sharing schemes can be accessed by residents and the wider community.
Mr Moran outlined that it was unlikely that the company would return to the drawing board with a fresh planning application even as government approved changes to apartment design standards on Tuesday.
'We're not planning to go and spend another 18 months on another application,' he said.
His comments came as Hines partner fund, CWTC Multi-Family ICAV gave notice that it is to lodge plans in the coming days to Dublin City Council
The new application comes four years after Hines lodged its original plan for the site. While An Bord Pleanála granted planning permission it was quashed by the High Court after a challenge was brought by Fionnuala Sherwin, a resident of Knocksinna Grove, Foxrock, Co Dublin.
An attempt by Hines at the Supreme Court in April 2024 to overturn the High Court decision failed resulting in the new scaled down Large Scale Residential Development (LRD) plans to be lodged with the City Council.
The statutory planning notice for the new scheme states that the 1,131 apartments are to be built across 12 apartment blocks.
The apartments are to comprise 268 studios, 282 one bed apartments, 392 two bed apartments, 132 three bed units and 57 four bed dwellings.
It is likely that the new scheme will be ultimately be decided by An Coimisiún Pleanála as applicants and third parties can appeal City Council LRD decisions to An Coimisiún Pleanála.

Price of grocery staples running well ahead of general inflation
Irish consumers are paying €1.10 more for a pound of butter than this time last year, according to the Central Statistics Office (CSO) . The figure comes as the annual rate of inflation overall edged up to 1.8 per cent in June, from 1.7 per cent the previous month, the lowest reading this year. Excluding energy and unprocessed food, prices in general were 2 per cent higher than at this time last year. On a monthly basis, prices were 0.5 per cent higher compared to May, driven in large part by higher cost of package holidays which jumped 22.1 per cent. That saw the recreation and culture sector report inflation of 3.6 per cent for the month. The most significant increases on an annual basis were seen in the food and non-alcoholic beverages sector where prices in general were 4.6 per cent higher. But prices for some grocery staples jumped considerably more than that. READ MORE Anthony Dawson, a statistician in the agency's prices division, said butter, which now retails at around €3.99 a pound for own store brands and €5.49 for Kerrygold, was €1.10 more expensive than 12 months ago. Other dairy basics have also recorded substantial increases with Mr Dawson saying that shoppers were paying, on average, 95 cent a kilo more for cheddar cheese and 27 cent more for a litre of milk. The biggest increase over the past 12 months is in the price of beef and veal, which is now almost 22 per cent more expensive than in June 2024, according to the CSO. Those with a sweet tooth are paying 17.5 per cent more for chocolate. Bread prices have risen much more modestly, up between five and six cent for a standard sliced pan while pasta prices are unchanged. And a 2.5 kilo bag of potatoes was actually 29 cent cheaper in June than at the same time last year, the CSO found. Some sectors, including clothing and footwear, reported lower prices, down 2.3 per cent on the year. Transport costs are also 1.2 per cent lower than this time last year, although they did jump 1.2 per cent between May and June. Alcohol prices are down 1.1 per cent overall on an annual basis though the price of beer did rise over that time. As the Government continues to try to come to grips with the housing crisis, the CSO figures show that rents are 4.8 per cent higher than in June last year even as mortgage costs for homeowners dipped by 0.5 per cent. Home maintenance costs are also running ahead of the general rate of inflation at 3.5 per cent on an annualised basis. On energy, despite the easing of the energy crisis, consumers are still paying 1.3 per cent more for electricity than at the same time in 2024, and a more modest 0.5 per cent more for gas. However, motor fuels prices are lower, down 4.4 per cent on average compared with 12 months ago.

Huge €1.3bn north Dublin sewage plant gets go ahead after seven years in planning system
A €1.3 billion Dublin sewage plant, designed to serve 500,000 people, has finally been granted permission by An Coimisiún Pleanála after seven years in the planning system. Delays to the construction of the plant, which will serve north Dublin, Meath and Kildare, have repeatedly been cited in restricting the development of new housing across the Dublin region, as well as posing environmental and health risks. The Greater Dublin Drainage Project, one of Uisce Éireann's largest national infrastructure projects, involves the construction of a vast sewage plant in Clonshaugh, close to Dublin Airport . It aims to ease the burden on the municipal sewage plant in Ringesnd in south Dublin, as well as facilitating growth in the capital's population. READ MORE The need for a regional sewage plant for the capital was identified 20 years ago and Uisce Eireann has said it is 'vital' to safeguard public health, protect the environment, and facilitate future development. The scheme involves the construction of an underground pipeline beginning at Blanchardstown, which will collect and transfer sewage, via a new pumping station at Abbotstown, north of the M50, to the plant at Clonshaugh. The treated water will be discharged to the Irish Sea through a 6km marine outfall pipeline from Baldoyle to a point 1km northeast of Ireland's Eye. An application for the plant was submitted to An Bord Pleanála, the predecessor of the coimisiún, in June 2018 and was granted permission in 2019. However, the decision was subject of a successful judicial review and referred back to An Bord Pleanála for a new decision. The coimisiún has finally granted permission for the plant this week. Uisce Éireann has delivered a series of warnings in recent months about its ability to from supply new homes. In March the utility's chairman Jerry Grant told a Royal Institute of Architects of Ireland conference that the State's water and sewerage systems 'are in a desperate state' because of 'extraordinary complacency' and 'passive indifference' in investment in infrastructure. The goal of building 50,000 homes could not be met unless there was a 'new approach from the Government' and 'leadership from the very top' in developing water services, Mr Grant said. In May, Uisce Éireann said that by 2028 it 'may be unable to grant new connections to the wastewater network in parts of the Greater Dublin Area '.
