'Our focus must remain on ensuring that every mother is healthy, every child is safe, and every family is given the opportunity to thrive.'
Pakistan continues to face critical challenges in maternal health, child welfare, and youth empowerment. In her message, the First Lady emphasized the urgent need for investment in family planning, education, social protection, and reproductive health services, the cornerstones of a strong and inclusive society.
'This is not merely a matter of development, it is a matter of dignity, equity, and justice. By prioritizing the well-being of our people, we secure the future of our nation,' she stated.
The theme for this year's World Population Day, empowering young people to shape the families they want in a fair and hopeful world, resonates deeply with Pakistan, where a majority of the population is under the age of 30. The First Lady underscored the importance of creating opportunities for young people to lead fulfilling lives, free from discrimination, and equipped with the tools to make informed choices.
'Our youth are not only our future, they are our present. We must ensure they have access to quality education, comprehensive healthcare, economic opportunities, and a voice in decisions that affect them,' said HE Aseefa Bhutto Zardari. 'Empowering them is essential to building a just, peaceful, and sustainable Pakistan.'
On this World Population Day, the First Lady reaffirmed her commitment to advancing the rights and well-being of all Pakistanis and called on stakeholders across government, civil society, and the private sector to work in unity toward a future where every life is valued and every generation is empowered, reminding them of the words of Shaheed Mohtarma Benazir Bhutto at the 1994 International Conference on Population and Development in Cairo,
'I dream of a Pakistan, of an Asia, of a world where every pregnancy is planned and every child conceived is nurtured, loved, educated, and supported.'

Balancing the books and the battlefield: Pakistan's fiscal strategy for FY2025–26—I
On June 10, 2025, Finance Minister Muhammad Aurangzeb unveiled Pakistan's federal budget for FY 2025–26, presenting a masterful exercise in fiscal restraint. Total expenditures have been trimmed by 7 percent to Rs 17.57 trillion (USD 62 billion), while defence spending has been augmented by a 20 percent, rising to Rs 2.55 trillion (USD 9 billion). This recalibration reflects the heightened military posture following recent India–Pakistan tensions and is widely perceived as a well-deserved recognition of the Pakistan Army's recent victory in the conflict. Their strategic acumen and operational excellence not only safeguarded national sovereignty but also elevated Pakistan's regional stature. Despite the defence surge, the budget maintains a tight rein on the deficit — targeting around 3.9 percent of GDP, with a forecasted primary surplus of 2.4 percent. Growth is projected at 4.2 percent, a significant recovery from prior stagnation. Inflation is expected to settle between 7–7.5 percent, supported by targeted subsidy removals, fiscal tightening, and administrative price controls. To meet its revenue objectives, the government has committed to robust tax reforms. These include phasing out the non-filer category, digitizing the Federal Board of Revenue (FBR), and expanding the withholding tax regime. World Population Day: Message from Hafeezullah Abbasi, Secretary Population Welfare Department, Government of Sindh
Population Welfare Department Sindh commemorates World Population Day on 11th July to raise awareness about the adverse impacts of the province's high population growth rate, currently at 2.5%. This day highlights the need for sustainable population management and the wide-ranging benefits of smaller family sizes, including improved health, education, economic stability, climate resilience, and a better quality of life. Under the leadership of Dr. Azra Fazal Pechuho, Minister for Health and Population Welfare Sindh, the department has undertaken several key initiatives to strengthen family planning (FP) and reproductive health (RH) services: Digitalization of Client Data: The department transitioned from paper-based client registration to a real-time Electronic Client Record (ECR) system, enabling evidence-based decision-making. All PWDS service delivery points (SDPs) are now on ECR, while PPHI and DoH would be reporting fully on ECR these years. Contraceptive Commodity Security: Despite import and foreign exchange challenges, PWDS continues annual contraceptive procurement under a pooled provincial model, ensuring supply for all public and private stakeholders. Post Partum Family Planning: PPFP/ PAFP services are introduced at tertiary hospitals of Health Department. Population Welfare Department Sindh provides training and contraceptives to all Tertiary Care Hospitals of Sindh. The Counsellors, hired by vital Pakistan international, are available 24/7 there to counsel the families to seek PPFP/PAFF services. Functional Integration: The functional integration with public and private sectors is streamlined for providing Family planning services. Visibility and Accessibility of Service Delivery Points: 230 FWCs are branded resulting in improved visibility of Family Welfare Centers and increase in FP client's number. With the support of private partner(TCI/Green Star)the facilities are made over in Hyderabad and Karachi. Monitoring System: Traditional report-based Monitoring Mechanism is improved by introducing modern electronic and real time web-based Monitoring system under mHealth scheme. Awareness Sessions: For spreading meaningful awareness regarding benefits of Family Planning, department has made a structured plan to conduct awareness sessions in universities, colleges, and higher secondary schools to sensitize youth. Public Private Partnership: Population Welfare Department Sindh fully supports public private partnership in terms of family planning services. NGOs, private health networks and private health facilities are registered to provide FP services. 428 private partners are registered. Male engagement and Social Male Mobilization: The Social Male Mobilizers are activated. Male Moblisers strategy and Male engagement Strategy are prepared with the support of Jhpiego and Pathfinder respectively. Willows International is collaborating as a result over 3,236 NSV (Non-Scalpel Vasectomy) cases performed in 2 years.1213 cases in 2025 alone - showing growing male participation. In Larkana 109 cases have been performed in the last 2 months. On this occasion, I extend my sincere appreciation to the entire PWDS team and our valued partners for their dedication and contribution. World Population Day: Message from Dr Azra Fazal Pechuho, Minister for Health & Population Welfare, Sindh
The Government of Sindh is commemorating World Population Day on July 11,2025, to draw attention to the alarming rate of population growth and its far-reaching impact on all sectors of society. Following the devolution of powers, Sindh has undertaken several key policy initiatives. These include aligning Family Planning and Reproductive Health efforts with Pakistan's international commitments made at the London Summit 2012; implementing the Costed Implementation Plan (CIP); formulating the Sindh Population Policy 2016; and developing the FP2030 Roadmap. These efforts aim to improve the quality of life for people across Sindh through a rights-based approach and by introducing family planning services at tertiary and secondary care hospitals through public-private partnerships. These initiatives help foster an enabling environment to transform social and gender norms—a hallmark of a progressive society. On the legislative front, the enactment of the Early Marriage Restraint Act 2013 and the Reproductive Health Rights Act 2022, which includes provisions for pre-marital counselling, telehealth and self-care, has provided crucial support to family planning efforts. Sindh has maintained contraceptive commodity security since 2015-16. Innovative methods like Sayana Press—a three-month self-injectable contraceptive—have been introduced and scaled up. The focus has shifted toward long-acting reversible contraceptives (LARCs) such as implants and intrauterine contraceptives (IUCs), with 50% of the allocated contraceptive procurement budget earmarked for LARCs this year. All stakeholders from the public and private sectors are represented in the Sindh FP2030 Working Group, which meets on quarterly basis under my chairpersonship. Additionally, Sindh's Population Taskforce, chaired by the Chief Minister, tracks the implementation of recommendations from the Council of Common Interests (CCI), as mandated by the Supreme Court of Pakistan's suo moto notice on population growth. The Government of Sindh remains committed to consolidating reforms in family planning and reproductive health through an integrated and programmatic approach. We are focusing on service quality, youth and adolescent engagement through Life Skills-Based Education (LSBE) and Social and Behavior Change Communication (SBCC). Sindh is steadfast in pursuing the FP2030 goals, aiming to increase the contraceptive prevalence rate (CPR) to 47% by 2025 and 57% by 2030. Population Welfare Department (PWD), Department of Health (DoH), PPHI Sindh, and our private partners are working in close coordination to meet these targets. World Population Day is an opportunity to reaffirm our commitment to these goals. I commend the Department of Population Welfare for organizing meaningful activities to mark this important occasion.
