Citizens Must Know Value Of Freedom Of Speech, Expression: Supreme Court
New Delhi: The Supreme Court on Monday said citizens must know the value of freedom of speech and expression and observe self regulation as it mulled guidelines to regulate offensive posts on social media. A bench comprising Justices B V Nagarathna and K V Viswanathan was hearing a plea of one Wazahat Khan booked in FIRs in several states, including West Bengal, for his objectionable posts on X against a Hindu deity. On June 23, the top court granted him interim protection from coercive action till July 14. Khan had filed a complaint against another social media influencer Sharmistha Panoli for allegedly making communal remarks in a video. Offensive comments should not be made in response to similar posts, his lawyer said in court. 'The citizens must know the value of the fundamental right of freedom of speech and expression. The State can step in case of violations… Nobody wants the State to step in (sic),' Justice Nagarathna said. The judge continued, 'All this divisive tendency on social media has to be curbed.' The bench clarified it did not mean censorship. "There should be fraternity among citizens," the bench said, as it considered framing guidelines on freedom of speech and expression for citizens. The bench underlined the reasonable restrictions under Article 19 (2) of the Constitution on freedom of speech and expression, saying they had "rightly been placed". The bench, in the meantime, extended the interim protection from arrest to Khan till the next hearing in the case and asked the counsel to assist it in dealing with the larger issue of self regulation of freedom of speech and expression of citizens. Khan was arrested by Kolkata Police on June 9. He moved the apex court alleging that FIRs and complaints have been lodged against him in several states, including Assam, West Bengal, Maharashtra and Haryana, for certain old tweets made by him. The FIRs were in retaliation to a complaint filed by him against Panoli, who was arrested and later released on bail, he argued. "I have deleted all of them and apologised," his counsel said, submitting Khan was perhaps "reaping what he has sown". His counsel argued that the first FIR, according to the petitioner, was dated June 2.

"The bullet train project has achieved a major milestone of opening the first section of the 21 km undersea tunnel between BKC and Thane. The bullet train project recently achieved a major milestone by completing 310 km of viaduct construction. Track laying, construction of overhead electrical wires, stations, and bridges are going on at a rapid pace. The construction work in Maharashtra has also picked up pace. Notably, some media reports have claimed that the Modi government cancelled the Mumbai-Ahmedabad Bullet Train Project due to several reasons, including delays, and the train will be replaced with a semi-high-speed Vande Bharat express. While the government is reportedly planning to operate a Vande Bharat Chair Car train between Mumbai and Ahmedabad, there is no truth in the reports claiming cancellation of the bullet train project, said the PIB. "Some articles and social media posts are claiming that the Railway Ministry has made a big decision regarding the bullet train - now the Japanese bullet train will not run between Mumbai and Ahmedabad. This claim is misleading. Below are key details Construction at Rapid Pace: Civil works are progressing at a rapid pace across the alignment. 310 km viaduct is constructed. 15 river bridges are completed and 4 are in the advanced stages of construction. Out of 12 stations, 5 are completed and 3 more are now reaching the completion stage. The station at BKC is an engineering marvel. This reflects the deep strategic and technological cooperation between India and Japan. Rolling Stock: Japanese Shinkansen is currently running E5 trains. Next generation trains are E10. It is noteworthy that E10 will be introduced simultaneously in India and Japan. New Delhi: A Delhi court on Monday allowed the plea of Bharat Rashtra Samithi (BRS) functionary K Kavitha seeking permission to travel to Los Angeles between Aug 16 and Sept 2 to secure admission for her younger son in a university. The court of special judge Dig Vinay Singh was hearing two applications filed by the BRS leader seeking the release of her passport and permission to travel abroad. "The right to travel abroad has been considered to be an important facet of the right to life and liberty guaranteed by Article 21 of the Constitution, and there is no reason as to why the applicant (Kavitha) should be deprived of that right, having considered all the facts and circumstances, including the fact of the applicant being on bail in both the matters," the court said.
