ASEAN-China Trade Deal Upgrade To Boost Investment, Trade — ASEAN Sec-Gen

KUALA LUMPUR, May 25 (Bernama) -- The upgraded ASEAN-China Free Trade Area (CAFTA) 3.0 agreement, set to be signed later this year, marks a key milestone in strengthening trade, investment and connectivity between the two economic powers, ASEAN Secretary-General Dr Kao Kim Hourn said.
He said the finalisation of CAFTA 3.0 was both timely and critical amid global economic uncertainty.
'Both ASEAN and China have been working on the upgrade for some time. Last year, both sides reached substantial outcomes, but only this year have we been able to finalise the full upgrade to version 3.0,' he told a pool media interview here today.
Kao is leading the ASEAN Secretariat delegation to the 46th ASEAN Summit, the 2nd ASEAN-Gulf Cooperation Council (GCC) Summit, and the inaugural ASEAN-GCC-China Summit.
He said the update was essential to ensure the FTA remains relevant and responsive to today's trade realities, particularly given the scale of ASEAN-China trade.
'China has been ASEAN's number one trading partner for 16 consecutive years, and likewise, ASEAN has become China's top trading partner over the past five to six years.
'That reflects the strength of our economic ties,' he said, adding that the upgraded agreement is expected to open up greater opportunities for businesses on both sides by enhancing trade facilitation, investment flows and tourism connectivity.
Kao noted that together, ASEAN and China represent a market of two billion people.

KUALA LUMPUR: Malaysian-owned technology firm Zchwantech Titan Lda has organised a high-level technology showcase for the government of Timor-Leste. The company presented its flagship national digital identity platform as part of the country's broader vision to modernise public services and accelerate digital governance. The strategic engagement took place during an official working visit by senior representatives of the Timor-Leste government to Malaysia. Zchwantech demonstrated its secure, biometric-powered digital identity solution designed to integrate key public and private sectors, spanning banking, healthcare, telecommunications, education, and civil registries. "Zchwantech's presentation was well received, with government officials expressing strong interest and satisfaction in the platform's potential to support Timor-Leste's e-governance roadmap and its vision 2025 for an inclusive and connected society," the company said. "The system is designed to provide unique digital identifiers linked to biometric and demographic data, enabling secure, seamless access to services for over one million citizens," it added. Zchwantech chairman Datuk Seow Gim Shen said the initiative is more than just a digital ID - it's about empowering people, creating transparent institutions, and laying the foundation for inclusive digital growth. "We commend the government's leadership in prioritising national digital transformation and are ready to support Timor-Leste every step of the way. "We believe in building technology that scales with purpose. By focusing on inclusive design and national priorities, we aim to enable long-term value creation for governments and citizens alike," Seow added. Alex Chan Chau Loong, executive director of Zchwantech, reaffirmed the delivery commitment. "This project is where vision meets execution. We're turning Timor-Leste's digital revolution goals into reality. Our Digital ID platform is built to be both agile and rigorously secure , ensuring fast deployment while safeguarding citizen trust. "Critically, it is future-ready for connectivity to Asean systems, so Timor-Leste grows hand-in-hand with the region." As part of the proposed phased deployment model, Zchwantech introduced Oecusse, Timor-Leste's special administrative region, as the ideal pilot location to launch the digital ID platform. The showcase envisions Oecusse as a controlled, scalable testbed that can demonstrate tangible benefits ahead of a full nationwide rollout. "The pilot concept aligns with Timor-Leste's strategy to build confidence in new technologies through live demonstrations, stakeholder engagement, and phased adoption across government ministries and institutions," it said. If adopted, Timor-Leste stands to become one of the first Asean nations to implement a nationwide digital identity framework powered by biometrics and secure data infrastructure, positioning the country as a regional trailblazer in digital public service innovation. "The proposed platform supports the country's aspirations toward Asean accession, while reinforcing national goals for financial inclusion, transparent governance, and cross-border digital interoperability," the company said. Zchwantech said backed by a potential investment of up to US$13.8 million (RM58.2 million), the platform is ready for full implementation pending government approval and alignment with national procurement protocols.

KUALA LUMPUR, July 4 — The Ministry of Finance (MoF) indicated that the Sales and Service Tax (SST) does not warrant the hotel room rate increases asserted by some hotel associations. The ministry clarified that the SST revisions effective July 1 do not include any change in the service tax applied to hotel accommodation or food and beverages (F&B) served at hotels. 'The SST revisions do not affect basic daily goods but may affect hotels indirectly through the expansion of service tax to cover rental on commercial properties and also sales tax on selected food items such as premium seafood and imported fruits. 'However, these indirect impacts are unlikely to translate to a 10 per cent to 15 per cent increase in costs faced by hotels,' MoF told Bernama when asked about a possible hike in hotel rates due to the extended SST. The ministry was responding to claims by hotels that they would need to raise room prices by 10 to 15 per cent following the revised tax structure. The MoF added that if hotels proceed to raise rates on the pretext of the SST, the government, through the Ministry of Domestic Trade and Cost of Living (KPDN), will examine the matter to prevent unreasonable price increases. 'If there are hotels that do raise rates by 15 per cent on the pretext of SST, the government, through KPDN, will review the impact of SST on these hotels to ensure there is no element of profiteering,' it said. — Bernama
