Qatar attracts $13.8m industrial investments in Q1
At its quarterly meeting held on April 28 and chaired by Minister of Commerce and Industry Sheikh Faisal bin Thani Al-Thani, the ministry reviewed key performance indicators and introduced several policy updates aimed at bolstering the business environment.
Among the major reforms highlighted were streamlined company registration procedures for foreign investors and simplified environmental permitting processes.
'The meeting also discussed cooperating with the Ministry of Transport to include logistical activities under a single commercial registration; and announcing the automatic issuance of a tax card upon issuing a commercial registration,' the ministry said in a press release.
In January, Qatar unveiled two major policy frameworks: the Ministry of Commerce and Industry Strategy and the Qatar National Manufacturing Strategy 2024–2030. Under the theme 'Achieving Sustainable Economic Growth,' the initiatives are aligned with Qatar National Vision 2030 and aim to enhance private sector participation, expand manufacturing capabilities, and attract foreign direct investment.
The strategies target a 3.4 percent compound annual growth rate in non-oil sectors by 2030 and aim to secure $100 billion in foreign investment, while promoting an innovation-driven economy.
As part of its efforts to support local industry, the ministry launched a new 'National Product' webpage to promote fair competition and improve product quality. The verification period also began for factories seeking benefits under the In-Country Value Plus policy.
'The meeting further discussed the key performance indicators for various sectors and administrative units. Results showed that the contribution of the manufacturing sector to real gross domestic product reached 52.4 billion riyals in 2024,' the ministry said.
Qatar also made notable gains in global competitiveness, climbing from 18th in 2022 to 11th in 2024 in the International Institute for Management Development's business efficiency rankings.
During the first quarter, the ministry conducted 39,558 inspection campaigns and reported significant progress under the Third National Development Strategy.
'The meeting also reviewed the progress of projects under the Third National Development Strategy – concluding that 17 percent of the ministry's projects were completed and work is ongoing on 23 percent of projects,' the report said.
Efforts to reduce service fees and simplify business registration for overseas investors have contributed to an 87 percent increase in new commercial licenses compared to the same period in 2024. The time required to issue commercial registrations has also decreased significantly.
'Furthermore, the increase of permissible activities for home-based businesses from 10 to 63 activities led to a 54 percent surge in the number of home business licenses,' the ministry noted.
The Single Window platform introduced three new e-services in the first quarter, with 38 additional services scheduled for rollout later this year, supported by strong user satisfaction.
'Local patent applications, trademark registration applications, and copyright registration applications grew by more than 18 percent compared to the first quarter of 2024,' the statement added.
On the industrial front, eight new factories were launched in Q1, and non-hydrocarbon industrial exports reached approximately 29.8 billion riyals. The ministry also began reviewing six potential public-private partnership opportunities.
In consumer affairs, authorities ramped up inspection and awareness campaigns to deter trade violations and reviewed the nation's strategic stockpile and food and fodder security.
The meeting was attended by Minister of State for Foreign Trade Affairs Ahmed bin Mohammed Al-Sayed, Undersecretary Mohamed bin Hassan Al-Maliki, assistant undersecretaries, and department directors.
It concluded with a review of project milestones and discussions on overcoming implementation challenges while improving operational performance.

PM approves modern digital ecosystem for Pakistan revenue watchdog to increase collection
ISLAMABAD: Prime Minister Shehbaz Sharif has approved the development of a modern, world-class digital ecosystem in the Federal Board of Revenue (FBR) and directed hiring of world-renowned experts, his office said, in a bid to increase revenue collection. The prime minister issued the directives at a meeting he presided over to review ongoing reforms in the FBR, during which officials briefed participants about linking FBR data to a single hub for real-time monitoring. The reforms are tied to the government's economic stabilization agenda and structural benchmarks under a $7 billion International Monetary Fund (IMF) program. Pakistan has one of the lowest tax-to-GDP ratios in the region, despite a population of more than 240 million. Speaking at the meeting, Sharif said the country's economy was moving in the right direction, thanks to the ongoing FBR reforms, and the government could only reduce tax on common people by increasing the tax base and eliminating informal economy. "An entire digital ecosystem should be created to strengthen the new [FBR] system," he said. "All data from raw material production and import, product manufacturing to consumer purchases should be linked to a single system." In June, Sharif's government set a record-high tax collection target of Rs14.13 trillion ($47.4 billion) for the fiscal year 2025–26, marking a 9 percent increase from the previous year. Officials say meeting this goal is essential to reducing reliance on external debt and ensuring long-term fiscal sustainability. The prime minister said this consolidated data, collected under the new FBR system, should be used for economic, strategic decision-making. "The system should be made so effective that the entire value chain can be directly monitored digitally," the prime minister added. Earlier this month, the FBR launched simplified digital tax returns for salaried individuals, aimed at increasing tax compliance and widening the narrow tax base.

The Ministry of Human Resources and Social Development (HRSD), in partnership with the Ministry of Health, will begin enforcing the decision to raise Saudization rates for pharmacy-related professions on July 27. According to a HRSD statement, the decision includes 35% Saudization of community pharmacies and medical centers, 65% in hospitals, and 55% in other pharmacy-related activities. It will be enforced based on Ministerial Decision No. 103111 dated 26/01/2025, which approved the updated procedural guide for pharmacy professions, including the enforcement of Saudization rates and a minimum wage, in line with the definitions, job titles, and requirements specified in the guide. The decision aims to provide motivating and stable job opportunities for Saudis across the Kingdom, increase their participation in the labor market, and aligns with the Ministry's strategy to localize sectors and target activities and professions in line with the goals of Vision 2030. According to data available on Argaam, HRSD announced in January decisions to raise Saudization rates in 269 professions across various sectors, in collaboration with several supervisory bodies including the Ministry of Health, Ministry of Commerce, and the Ministry of Municipal, Rural Affairs, and Housing.

US sanctions Venezuelan gang allegedly linked to President Nicolas Maduro
The United States Treasury on Friday announced sanctions against a Venezuelan group which it claims is led by President Nicolas Maduro, alleging it backs leading drug cartels. The Treasury's Office of Foreign Assets Control (OFAC) announced restrictions on the so-called 'Cartel of the Suns,' classing it as a Specially Designated Global Terrorist entity. The OFAC agency, which determines sanctions based on US foreign policy, says the group is 'headed by Nicolas Maduro' and 'other high-ranking Venezuelan individuals in the Maduro regime.' It also alleged the cartel 'provides material support' to the Tren de Aragua and the Sinaloa Cartel -- criminal gangs designated by President Donald Trump's administration as terrorist groups. 'Today's action further exposes the illegitimate Maduro regime's facilitation of narco-terrorism through terrorist groups like Cartel de los Soles,' Treasury Secretary Scott Bessent said in a statement. Trump's first term administration indicted Maduro and several of his top aides for 'narco-terrorism' and offered a reward for their capture, claims that were slammed by the leftist Venezuelan leader. According to Trump's government, 'Cartel de los Soles' has an objective of 'using the flood of illegal narcotics as a weapon against the United States.' Trump has targeted several groups south of the US border that he says are funneling vast amounts of dangerous illicit drugs into the United States and are involved in extortion, migrant smuggling and other violent crime. Relations between Washington and Caracas have been deteriorating for years. In 2019, the United States contested Maduro's re-election, which was widely deemed as fraudulent by the international community. Trump this year announced a partial ban on travelers from Venezuela, among a dozen countries. On Thursday, Maduro announced that the United States was allowing petroleum giant Chevron to resume operations in the South American country after previously slapping sanctions. Washington has not confirmed the development.
