KUCHING (May 22): A total of 551 licences have been issued to Sarawak's gas industry players since the enforcement of the Gas Distribution (Amendment) Bill 2023, said Datuk Ibrahim Baki.
Deputy Minister for Utility (Sarawak Energy and Petros) said the regulatory measures were implemented following the amendments to the Distribution of Gas Ordinance (DGO) 2016, which came into effect last year.
'A total of 14 licences have been issued to upstream industry players and 537 licences to downstream players under DGO 2016 to operate in Sarawak,' he said in response to a question raised by Safiee Ahmad (GPS-Daro) in the State Legislative Assembly here today.
In addition to issuing licences, he said the ministry also took enforcement action by issuing 10 non-compliance notices to gas distributors operating without valid licences.
Responding to a supplementary question regarding the types of licences issued, Ibrahim explained that under Section 7 of DGO 2016, there are seven categories of licences.
The first covers the import of gas for purposes such as regasification, processing, treatment, separation, utilisation, or distribution within Sarawak.
The second category involves the regasification of gas; the third covers the treatment, separation, or processing of gas; while the fourth category pertains to the transportation of gas.
The construction, management, or maintenance of gas pipelines or other equipment used for gas distribution comes under the fifth category; the sixth category is for the supply of gas; and the seventh allows for the retail of gas.
For those operating without a valid licence, Ibrahim emphasised that under Section 21A of DGO 2016, offenders may be fined up to RM20 million for a first offence.
For subsequent offences, the fine can increase up to 10 times the original amount. Gas Distribution (Amendment) Bill 2023 Ibrahim Baki lead

Fama encourages use of local fruits at govt functions
REMBAU: The Federal Agricultural Marketing Authority (Fama) encouraged government agencies to serve local fruits at official events, as part of efforts to support and promote the country's agro-based products. Its director-general Abdul Rashid Bahri said that such an initiative would not only help strengthen the economy of local fruit and vegetable entrepreneurs but also raise public awareness on the importance of prioritising locally produced goods. He said the exemption of Sales and Service Tax (SST) on local fruits has also contributed to the growing demand for local produce. "The local fruits and vegetables campaign this time is more focused and ongoing. "We have also reminded government functions to prioritise local products and menus, and caterers have been informed of this directive. "We can already see an increase in the use of local fruits at government events compared with the past, when imported fruits such as oranges, grapes and apples were commonly served," he told reporters after opening the Kopiesatu branch at Petron Pedas today. Abdul Rashid said that the growing demand for local products has encouraged farmers to increase production, while Fama remains committed to promoting local sales campaigns, particularly for high-demand items, such as bananas, pineapples and watermelons. In another development, he said that Fama would continue efforts to strengthen the local coffee industry through its Kopiesatu brand, a wholly-owned product of the agency, which has been in the market since 2001 and now operates 23 branches nationwide. "This initiative not only delivers the taste of high-quality local coffee, but also serves as a platform for entrepreneur development, particularly in the food and beverage sector. "The main objective of establishing Kopiesatu is to position it as a leader among small and medium entrepreneurs in the coffee industry, cater to the demand for local coffee products, and promote the country's agro-based sector. "Kopiesatu also aims to raise public awareness about the availability of high-quality and competitive local coffee brands," he said. He said the Kopiesatu business model is offered through a licensing scheme, priced at RM20,000, which includes facilities and support such as administrative assistance, training, a POS software system, branded uniforms, marketing, monitoring, and continuous licensing support. The licensing packages available include kiosk setups, food trucks (new or existing), and push carts. – Bernama

Mum loses final appeal in defamation case filed by sons
PUTRAJAYA: A mother who defamed her two sons, both with the title 'Datuk' and are successful businessmen, has lost her final appeal against the decision that found her liable and ordered her to pay RM200,000 in damages, FMT reported. A three-member Court of Appeal bench chaired by Justice Azimah Omar said the High Court did not err in upholding a Sessions Court ruling that V.T. Menaka had lowered the reputation of M. Natarajen and M. Satishkumar, through a video posted on Facebook. "There is no appealable error that warrants appellate intervention. "Unfortunately, the sons had to take their mother to court," she said, adding that the plaintiffs had proved all the elements of libel. She said the 30-minute Tamil-language video, accompanied by a derogatory caption, had harmed the reputation of Menaka's sons. She said the appellant's defence of justification and fair comment is also not applicable. The other judges on the bench are Justices Wong Kian Kheong and Ismail Brahim. The court also ordered Menaka, 67, to pay RM20,000 in costs to her sons. Lawyer M. Manoharan, who represented Natarajen, 42, and Satishkumar, 41, said Menaka was classified as bankrupt after she had failed to pay the judgment sum and costs of RM10,750 as rdered by the Seremban Sessions Court in 2023. Menaka was ordered to pay RM100,000 in damages each to the sons. "She filed this appeal after obtaining consent from the Insolvency Department," he said. Lawyer Asmawi Ismail appeared for Menaka. In the posting made on Sept 19, 2020, Menaka claimed that her sons were 'big time' criminals, had forged her signature to remove her as a director of their family company Linsun Group of Companies Malaysia and wanted to kill her with a pistol.

Brahim's optimistic on new clients, global halal expansion
BANGI: Brahim's Holdings Bhd is steadily rebuilding its inflight catering business while expanding its presence in the global halal food segment, said its executive chairman, Datuk Seri Ibrahim Ahmad. Speaking to reporters during the company's 37th anniversary celebration here today, he said more clients have resumed services with the company, including new airlines. "In February, we had about half of our 37 airline clients back. Today, more have returned, and two new ones have joined us. One of them is a Chinese airline, reflecting the growing number of flights from China to Malaysia, especially to Penang," he said. Brahim's, known as Malaysia's trusted inflight caterer and a pioneer in halal ready-to-eat meals, had served 38 airlines before the COVID-19 pandemic disrupted global aviation. "Top airlines such as Qatar Airways, Emirates, British Airways, Turkish Airlines, Japan Airlines and All Nippon Airways have resumed services with us. But we are still waiting for a few more to return," he added. Despite the gradual recovery, Ibrahim said Brahim's has already reached operational break-even. "Alhamdulillah, whatever new clients we onboard now will be bonuses. We are also waiting for new airlines and new opportunities to grow," he said. Eyeing Overseas Expansion He also revealed that Brahim's is in talks to establish a new inflight catering facility overseas through a joint venture. "We are still discussing this, finalising things. If all goes well, we will make an announcement in October. It is a bit early to talk about it, but yes, we are exploring global expansion," he said. Beyond airline catering, Brahim's has already ventured into the Japanese market with four restaurants in Tokyo. Two are wholly owned, while the other two are joint ventures with a Japanese hotel chain. "The latest outlet opened two months ago in Tokyo. Alhamdulillah, it is growing well, and we are looking to expand further in collaboration with our Japanese partners," said Ibrahim. Riding ASEAN Halal Tourism Wave Looking ahead, he said Brahim's aims to tap into the growing halal tourism sector, particularly within ASEAN, which has the largest Muslim population in the world. "In ASEAN, there is huge potential for halal business. If we work closely with countries like Indonesia and Singapore, we can collectively expand our halal footprint and even lead on a global scale," he said. He also highlighted Brahim's leading edge in food technology, including innovations in retort technology -- a high-heat food preservation process -- that has gained traction in Japan. "We are among the pioneers. That technology was very successful there, and it is something we can continue to leverage globally," he said. Since its establishment, Brahim's has evolved from a traditional caterer to a global player in halal food innovation, with ambitions aligned to the recovery of aviation and the rising demand for halal-certified food products. - Bernama
