Moody's upgrades Oman to Baa3, changes outlook to stable

Times of Oman12-07-2025
Muscat: Moody's Ratings (Moody's) on Thursday upgraded the Government of Oman's long-term issuer and long-term senior unsecured ratings to Baa3 from Ba1 and changed the outlook to stable from positive. Moody's has also upgraded the Government of Oman's senior unsecured medium-term note programme rating to (P)Baa3 from (P)Ba1.
The upgrade reflects Moody's expectation that Oman's government debt metrics will remain robust even if oil prices moderate below Moody's medium-term assumption of $65/barrel in the coming years. The recent years' significant reduction in debt burden together with the cumulative impact of spending restraint increase Oman's resilience to potential future declines in oil demand and prices.
Stronger debt metrics also afford the government more fiscal space and time to implement structural reforms that could, over time, reduce the sovereign's still-heavy economic and fiscal reliance on the hydrocarbon sector and potentially support a higher rating.
The stable outlook balances fiscal risks under alternative oil price scenarios.
The upside risks stem primarily from regional geopolitical tensions, that could drive oil prices higher than Moody's medium-term assumptions, without affecting Oman's ability to export. Conversely, the downside risks include the possibility that global carbon transition accelerates more than we currently assume, leading to weaker hydrocarbon revenue streams in the medium term compared to our baseline. Significantly and durably lower hydrocarbon revenues could reverse the past few years' improvements in Oman's fiscal strength if not met with similarly significant new fiscal consolidation measures.
Thursday's rating action also applies to Oman Sovereign Sukuk, a special-purpose vehicle domiciled in Oman, whose obligations, in our view, are ultimately the obligation of the Government of Oman.
The entity's backed senior unsecured ratings and its backed senior unsecured medium-term note programme rating were upgraded to Baa3 from Ba1 and to (P)Baa3 from (P)Ba1, respectively. The outlook has been changed to stable from positive.
Oman's local currency (LC) and foreign currency (FC) country ceilings were raised by one notch to A3 from Baa1 and to Baa1 from Baa2, respectively.
The local currency country ceiling at A3, three notches above the sovereign issuer rating, incorporates the economy's heavy reliance on a single revenue source, the government's large economic footprint, and Oman's track record of material external imbalances during the periods of lower oil prices, mitigated by predictable institutions and moderate political risk.
The FC country ceiling at Baa1, one notch below the local currency ceiling, reflects relatively modest transfer and convertibility risks, taking into account the sovereign's robust foreign-currency buffers and Oman's track record of improving fiscal policy effectiveness, balanced by the economy's high, albeit declining, external indebtedness.

Oman opens integrated Visa, Medical Examination Centre in Manila

Manila: Oman Visa and Medical Examination Centre was inaugurated in the Philippine capital, Manila, as part of a strategic initiative by the Sultanate of Oman to streamline and regulate work visa procedures in accordance with employment contracts approved under Omani labour law. The opening ceremony was held under the patronage of Sayyid Badr bin Hamad Al Busaidi, Foreign Minister and Dr. Mahad bin Said Ba'awin, Minister of Labour. This project marks the culmination of the investment forum held earlier this month between the two countries in Cebu, Philippines. The center offers a comprehensive, one-stop service experience, including biometric fingerprint registration, medical examinations, document and employment contract attestation, and other value-added services. Designed to enhance efficiency, protect both workers and employers, and reduce reliance on unregulated intermediaries, the center enables employers to verify skills and qualifications to ensure they match job requirements. Additionally, the center provides services such as issuing Omani phone numbers and opening bank accounts in the Sultanate of Oman's. It also features a dedicated application information center and conducts awareness sessions on workers' rights and obligations. These measures ensure that workers receive the necessary information and support throughout the employment process, facilitating a smooth pre-departure experience. The Omani delegation held official talks with the Philippine Department of Migrant Workers, where both sides reaffirmed their shared commitment to protecting workers and employers while promoting ethical employment practices. The two sides agreed to cooperate closely to ensure the success of this initiative in line with their mutual objectives. The Manila center is the first in a series of similar facilities Oman plans to establish in key labour-exporting countries, with additional centers expected to open in the near future. This initiative is part of a broader strategy to enhance labour mobility frameworks and safeguard the rights of workers and employers in accordance with Omani labour law. The project reflects the Omani government's steadfast commitment to providing high-quality, secure services for citizens and residents, ensuring business sustainability and promoting professional employment practices. The event was attended by Eng. Nasser bin Said Al Manwari, Oman's Ambassador to the Republic of the Philippines, along with several officials from both sides.

Second package of services on Khuta platform launched

Muscat: The National Employment Programme has launched the second package of services on the 'Khuta Career Guidance Platform', the first comprehensive national e-platform specialised in career counselling and professional orientation in the Sultanate of Oman. The second package introduces a suite of smart tools designed to enhance career guidance experiences, empowering users to build career plans aligned with their personal aspirations and labour market demands. Among the new services is the 'Study Plan', which provides school students—particularly those in Grade 10—with a clear vision of their academic pathways. By selecting a study plan based on their interests, capabilities, and university admission requirements, students can identify suitable specializations and explore labour market demands for each field. The platform also unveiled the 'Entrepreneurial Traits Assessment', a scientifically validated tool tailored to Oman's environment. It helps students evaluate their readiness for entrepreneurship and discover their potential based on behavioural and attitudinal analysis. Additionally, the 'Khuta AI Assistant' leverages user data analysis to recommend specialisations and careers matching their skills and ambitions. In a step reflecting the platform's commitment to equal opportunities, the 'Career Interests Assessment for Visually Impaired Individuals' was introduced—the first of its kind in Oman—helping this group explore suitable academic and career options based on their abilities and interests. The launch marks a milestone in developing career guidance in Oman, equipping Omani youth with tools to make informed career decisions and enhancing their readiness for the job market. This aligns with Oman Vision 2040 goals to build a knowledge-based economy and foster sustainable development of the national workforce. The new services are part of an integrated strategy to empower youth in making calculated academic and career choices, preparing them for future skills and economic transformations while supporting digital transition initiatives. Since its launch, the platform has seen growing demand, with over 26,300 users by the end of June this year. It now features 861 academic programmes, 263 professional certifications and 100 training courses offered in partnership with Coursera platform, benefiting 2,465 young Omanis. Dr. Badr Hamood Al Kharousi, Advisor and Head of Capacity Building at the National Employment Programme and General Supervisor of the platform, emphasised that career guidance is pivotal to employment system success and bridging the gap between education outputs and labour market needs. He noted that Khuta represents a model of cross-sector integration, developed through public-private partnerships with input from the Ministry of Education, Ministry of Labour, government higher education institutions, and private sector entities. The platform has garnered local and international recognition, including praise in the World Economic Forum's Skills Report (January 2025) for its role in empowering youth with future-ready skills. -ONA
