
PH to implement crypto-assets reporting framework
In a statement, the DOF said the commitment to execute the Crypto-Asset Reporting Framework (CARF) by 2028 was signified by DOF Revenue Operations Group Undersecretary Charlito Martin Mendoza during the 8th Asia Initiative Meeting in Malé, Maldives held from May 26 to 29, 2025.
The CARF institutionalizes the framework for the reporting and automatic exchange of information in relation to crypto-assets between tax authorities for tax compliance purposes.
The Philippines now joins 67 other jurisdictions already committed to implementing the CARF by 2027 or 2028.
'We need faster and stronger systems for collaboration if we are to beat tax evasion and illicit transactions. This is a timely commitment as digital currency becomes one of the preferred means for transactions,' said Finance Secretary Ralph Recto.
'The government must ensure that crypto-asset users are paying their fair share of taxes and that no illicit financial activity goes unpunished,' added Recto. —VAL, GMA Integrated News

Teodoro: PH military needs airborne warning, control system
Defense Secretary Gilberto Teodoro Jr. said the Philippine military needs to obtain airborne warning and control system (AWACS) capability to make the multi-role fighter (MRF) jets, which the country plans to buy, operational. 'It is not only the purchase of the MRF per se which we need to deal with but also to make the MRFs operational as a force package, meaning to say we need the AWACS capability,' Teodoro said. 'A lot of countries have experienced the fact that they are realizing that they need AWACS, notwithstanding the fact that their satellite capability is not enough. We need tankers and we need sustainment,' he added. He pointed out that the Philippines must take into account that these assets need to be maintained and used with adequate stores, reserves, and munitions, which add to the cost of the package. Teodoro said the Department of National Defense is in constant coordination with the Department of Finance and the Department of Budget and Management for the continuity of funding available. According to him, the proposals for the purchase of MRFs are still being reviewed. Last week, Philippine Air Force (PAF) chief Lieutenant General Arthur Cordura said the country is not discounting the possibility of acquiring Japanese fighter jets in the future. ''Mitsubishi fighters, the Japanese-made multi-roles (fighter aircraft) are very potential platforms also. The selection for the multi-role will depend upon the appreciation of the department in terms of how these are incorporated, this can be effectively incorporated in the whole CADC (Comprehensive Archipelagic Defense Concept) concept ano,'' Cordura said. ''So it does not discount later, perhaps, platforms coming also from Japan if they will serve the purpose of our territorial defense plan,'' he added. —VAL, GMA Integrated News

DOF says only 20% of Pinoys in US may be affected by proposed remittance tax
The Department of Finance (DOF) said only 20% of the Filipinos in the United States would be affected by the potential remittance tax of the Trump administration, Malacañang said Thursday. At a press briefing, Palace Press Officer Undersecretary Atty. Claire Castro was asked about the matter. She then cited a response from the chief economist of the DOF, saying that out of the 4.4 million overseas Filipinos in the US, ''only 20% will be affected by the proposed tax proposal, which is seemed to take effect on January 1, 2026, if passed.'' ''The tax will affect non-US citizens including green card holders and those with working visas – each one visa holders. Although, 41% of the remittances are routed to the US, not all of these are from Filipinos in the US because remittances are routed to the US via correspondent banks,'' the DOF said as read by Castro. According to the DOF, the expected loss in remittances might only be as much as $100 million out of the $36.5 billion projected remittances in 2026. It added that the estimated effect was a minimal decline of 0.003% of gross domestic product. ''While we see the estimated effect is minimal in the economy, it may be substantial for many families who solely rely on the remittances from a family member in the US, talking about non-US citizens. Based on the BSP (Bangko Sentral ng Pilipinas) survey, about 90% of the remittances are spent on food and other household needs,'' the DOF added. Under the proposed One Big, Beautiful Act, a 3.5% excise tax would be imposed on all money sent outside the US, including remittances to the Philippines. This means that non-US citizens sending money to their families back home could soon be paying significantly higher fees. Aside from higher fees, the proposed law also mandates stricter verification requirements for remittance centers, raising concerns that it might expose the immigration status of some senders, especially those who are undocumented. DOF OKs donation of seized gasoline to PCG
The Department of Finance (DOF) said Thursday it has approved the donation of 1,251.68 liters of seized gasoline to the Philippine Coast Guard (PCG). In a statement, the DOF said Finance Secretary Ralph Recto gave the thumbs up for the donation of seized fuel to the PCG in 'support the country's maritime safety and security operations.' The 1,251.68 liters of gasoline were forfeited by the Bureau of Customs (BOC) pursuant to Section 1113 of the Customs Modernization and Tariff Act (CMTA) for violating fuel marking regulations. Fuel marking, which involves injecting chemical identifiers into tax-paid oil products, is being carried out under the Tax Reform for Acceleration and Inclusion (TRAIN) Act to curb the smuggling of petroleum products. The donation of the seized gasoline was in line with President Ferdinand Marcos Jr.'s 'directive to intensify the fight against smuggling and strengthen national security.' 'This donation not only shows our commitment to bolstering our defense sector, but is a clear warning to all businesses that any illicit act will not go unpunished. Hinding hindi namin palalampasin ang anumang panlalamang at iligal na gawain (We will not tolerate illegal activities),' said Recto. Section 1141 of the CMTA authorizes the donation of goods subject to disposition to another government agency, upon the approval of the Secretary of Finance, according to the DOF. — Ted Cordero/RSJ, GMA Integrated News
