Ombudsman Malaysia to replace whistleblower committee

Deputy law and institutional reform minister M Kulasegaran said whistleblowers' identities could be protected if disclosures on misconduct were made through the proper channels.
KUALA LUMPUR : The government will replace the current whistleblower protection committee with the soon-to-be-established Ombudsman Malaysia, which will have wider powers and clearer reporting mechanisms, the Dewan Rakyat was told.
Deputy law and institutional reform minister M Kulasegaran said the current committee was merely a stop-gap measure.
'It is temporary until Ombudsman Malaysia is set up,' he said in winding-up the debate on the Whistleblower Protection (Amendment) Bill 2025 in the Dewan Rakyat today.
Earlier today, opposition and government MPs called for better amendments to the Whistleblower Protection Act 2010, warning that the current draft lacked teeth and could enable political interference.
Some MPs had also questioned the appointment of the members to this committee.
Kulasegaran said Ombudsman Malaysia would take over the role of the committee with additional powers, including receiving complaints from whistleblowers involving misconduct.
'SOPs including timelines and relevant aspects will be detailed during the setting up of Ombudsman Malaysia.'
Kulasegaran added that the main objective of the Whistleblower Protection Act remained unchanged – which was to protect whistleblowers.
But he said protection could only be granted if the disclosure was made to an enforcement agency, as stipulated in the Act.
'If the information is not channelled to an enforcement agency, the individual will not be classified as a whistleblower.'
Kulasegaran stressed that the government was confident whistleblowers' identities could be protected if disclosures were made through the proper channels.
'However, if the disclosure is made to the media or the public, it will be difficult to offer protection. The information may be widely shared.'
He further said the government was looking at ways to improve the reporting mechanisms, including allowing disclosures to parties other than enforcement agencies to encourage more people to come forward.
The bill was later passed by the Dewan Rakyat.

"During the ceremony, Muhammad Shahrul Ikram had the opportunity to briefly exchange warm pleasantries with Trump, conveying his commitment to further strengthen the Malaysia–United States bilateral relationship. "He also thanked the President for Secretary of State Marco Rubio's participation in the recent 58th Asean Foreign Ministers' Meeting and Related Meetings, held in Kuala Lumpur from July 8 to 11, which further reaffirmed the US's commitment to the region as well as the deepening of the Malaysia–US Comprehensive Partnership," the embassy said. Over the past six decades since 1957, Malaysia-US's ties have grown into a multifaceted partnership encompassing political, economic, defence and security, educational, and people-to-people cooperation. Muhammad Shahrul Ikram is a former secretary-general of the Foreign Ministry and a veteran diplomat with over 35 years of service. Born in Pahang, Muhammad Shahrul Ikram holds a Bachelor of Science (Honours) in Ecology from Universiti Malaya and completed the Advanced Management Programme at Harvard Business School in 2009. He began his career at the Foreign Ministry in 1988 as an Administrative and Diplomatic Officer. During his career in the public service, Muhammad Shahrul Ikram also served as Malaysia's Ambassador to Qatar and Austria, as well as Permanent Representative to the United Nations in New York. His previous diplomatic assignments included stints at Malaysia's diplomatic missions in Vienna, Washington, D.C., and Beijing. He also held the positions of deputy secretary-general of Bilateral Affairs, director-general of Asean-Malaysia National Secretariat (during Malaysia's Chairmanship of Asean in 2015) and Undersecretary of Multilateral Political Division. – BERNAMA

PETALING JAYA : Former PKR vice-president Tian Chua will not be attending the anti-Anwar Ibrahim rally at Dataran Merdeka, despite his name being included in the programme. According to the programme shared by an opposition leader, the former Batu MP was scheduled to arrive at 3.15pm. Tian Chua told FMT the organisers invited him to attend the rally on Thursday or Friday. 'But I told them I couldn't attend because I won't be in town. Maybe, by that time, they may have already printed the programme,' he said. He also said he told the organisers he respected their right to assemble. Tian Chua, a staunch supporter of Anwar Ibrahim after Anwar was sacked as deputy prime minister in 1998, was sacked from the party in 2023. PUTRAJAYA: Prime Minister Datuk Seri Anwar Ibrahim has called on Members of Parliament (MPs) to foster a culture of respectful and civilised debate in the Dewan Rakyat, free from insults and profanity. Expressing his admiration for the participants of the 2025 Prime Minister's Cup Debate Finals on Saturday (July 26), Anwar commended their eloquence, confidence, thoughtful use of facts, and measured arguments - parliamentarians should emulate these qualities, he said. "I am very proud of the quality of the debate, and I couldn't help but wonder - why shouldn't Members of Parliament learn from this? If we wish to debate, we must first master knowledge, analyse it, process it, and present it effectively. "These young participants demonstrated an impressive standard of debate, and I salute them. Debate is not merely about speaking well; it is about the ability to understand, analyse, and articulate ideas clearly. That is precisely what I believe our Members of Parliament should learn to emulate," he said. Anwar, who is also the Finance Minister, also praised the current generation of students for their strong command of the Malay language and their ability to engage in discussions with depth, knowledge, and understanding.
