Delve into the reason and we are told that Nagpur's recorded population, as per 2011 census is below the required threshold of 50lakh. However, the city might be able to get the coveted "X" city classification of a Metro, courtesy a crucial clause in rules known as 'Urban Agglomeration' (UA). This provision allows inclusion of urban area population adjoining the city like Khapri, Besa, Beltarodi, Kamptee. And if collectively the number touches 50 lakh, then Nagpur can officially be called a 'Metro City'. As per the latest voter list, there are almost 25 lakh registered voters in Nagpur city. Ramtek Lok Sabha seat, which is basically an area on periphery of Nagpur city, has 21.3 lakh voters. And this becomes the minimum population threshold of 18+ years of age, who are registered as voters. The around 46 lakh voters plus approximately 8.5 lakh students studying in district between nursery and Class 12 take the total to around 54 lakh. To this will be added the population of kids who are not of school-going age and adults who haven't registered as voters. Even a marginal 10% addition will take the estimated population to 60 lakhs. Going by these estimates Nagpur's population crosses the required benchmark, but the challenging part is getting to the 50 lakh-plus number solely through Urban Agglomeration (UA) clause. It's only the urbanized centres surrounding Nagpur city limits that will help club the population under UA, and many believe this will surely ensure Nagpur reaches the 50lakh population club. What is Urban Agglomeration (UA)? Reading the fine print in the UA clause will be key if Nagpur hopes to achieve the coveted metro status. As defined by the Census Department, Urban Agglomeration refers to a continuous urban spread comprising a city and its adjoining urbanised areas. For adjoining areas to qualify under UA, they must exhibit uninterrupted urban infrastructure, without rural or non-urban gaps breaking the continuity. This criterion demands strict standards — continuous roads, sanitation, utilities, healthcare, and educational institutions — all indicators of robust urban infrastructure. Even a small rural patch can disqualify a city under UA norms. Benefits of Being a Metro City The most immediate benefit is prestige. In Maharashtra, only Mumbai and Pune enjoy the X-category metro tag. If reclassified, Nagpur will join this exclusive club. Government employees stand to gain significantly, with a higher Travel Allowance/Daily Allowance (TA/DA) and House Rent Allowance (HRA) applicable in metro cities. The tag may also unlock larger industrial and infrastructure investments, accelerating economic growth. Business leaders and civic representatives are now pushing for the process to be expedited under the UA clause, arguing that the tag is essential to unlocking Nagpur's growth potential. It is high time the population of Nagpur is calculated as per the geographical jurisdiction of the Nagpur Metropolitan Region Development Authority (NMRDA). A 25km radius from the city centre is the standard benchmark, so there's no reason to exclude this population from the city census. If we're classified as a metro city, our share in central funds will also go up. Nagpur is Maharashtra's fastest-growing city after Mumbai, as seen at the recent Davos summit.
