R59 million upgrade at RK Khan Hospital: a step towards modern healthcare

DESPITE delays and a missed completion deadline, a R59 million renovation at RK Khan Hospital in Chatsworth is almost complete.
The 56-year-old hospital underwent waterproofing and internal renovations to Blocks D and E, and the Central Sterile Services Department (CSSD).
In a statement, Nomagugu Simelane, the KwaZulu-Natal MEC for Health, said she was satisfied with the progress made, which was over 400 days past the completion deadline.
Simelane was joined by acting head of department Penny Msimango, and members from the health infrastructure unit at an oversight visit at the hospital on Wednesday.

'The project also involves the removal of existing fittings, fixtures, and outdated electrical, mechanical, and extraction systems, as well as raising all internal partitions in the bed wards to a height of 2.1 metres.
'The redesigned CSSD will now fully comply with IUSS accommodation design standards. These renovations are set to bring the 56-year-old hospital in line with modern medical infrastructure standards,' Simelane added.
Cyril Pillay, former chairperson of the RK Khan Hospital board, said he commended the KZN Department of Health for the substantial progress made in upgrading the hospital.
'As a servant of the community and a firm believer in the dignity and value of every human life, I welcome the R59 million investment in modernising this vital healthcare facility.
'These renovations and updated infrastructure represent more than just construction. They are a testament to our government's commitment to providing our people with safe, clean, and efficient healthcare environments.
'The hospital has served our communities for over five decades. Many families in eThekwini and surrounding areas have turned to it in times of need. This new infrastructure will bring healing, dignity, improve staff morale, and create an environment that supports cutting-edge medical care,' he added.
He said while delays were acknowledged, the oversight visit by the MEC was welcomed.
'We appreciate the oversight visit and accountability shown by MEC Simelane and the infrastructure team. Let us continue to pray for wisdom, excellence, and compassion to guide those entrusted with our healthcare. As a community, we celebrate this milestone together, because a healthier province is a stronger province."
Dr Imran Keeka, spokesperson on health for the Democratic Alliance, said: 'We note that the upgrade project is finally reaching conclusion despite being some 400 days over its original scheduled conclusion date of November 2023. The upgrades are finally reaching an end and this is commendable. The project delays have caused immense inconvenience to patients, staff and management of the facility.
'The nearby Clairwood Hospital has also had to step in and foster patients, with patients transferred there for admission on a daily basis, using vital Emergency Medical Rescue Services (EMRS) resources.
'The knock-on effect is that instead of local ambulances being available for emergencies, they were busy ferrying patients from one hospital to another,' he added.
Keeka said the situation had also led to doctors having to do ward rounds to see patients at two different hospitals and where specialised services were only at RK Khan Hospital, patients were brought to and from the facility on multiple occasions.

Following my nomination by the Traditional Council, I submitted an application to serve as a board member in Richmond Hospital, representing our community and the interests of Traditional Leadership,' Dlamini stated. 'It has come to my attention that certain individuals have recently been appointed to the board. As someone who met all the eligibility requirements stated in the public call for nominations, I am writing to seek clarity on the criteria used in the selection process.' He lamented that his appeal is rooted in circulating rumours and concerns of favouritism and nepotism. 'It is in the public interest that such perceptions are addressed promptly and transparently,' he wrote. 'As an active advocate for Traditional Leadership and its role in governance within our province, I trust in your commitment to fairness and due process. I would appreciate a formal response within seven (7) working days from the date of this letter.' Sources close to the appointments have raised troubling allegations. They alleged that a known ANC regional leader has been appointed Chairperson of Richmond Hospital's board. Another ANC leader, who recently contested the Ward 2 elections in Richmond, was also reportedly appointed. Concerns have been raised about a board member currently involved in a firearms case involving unlicensed weapons. 'How did he make it through?' one source questioned. It was also alleged that the wife of one appointee works within the department, in the office of the MEC. 'Was she not aware of this? Furthermore, what qualifies him to be part of the health fraternity?' the source questioned. Additionally, a man believed to be an appointee's assistant was appointed Chairperson of Northdale Hospital. Critics claim these appointments are classic examples of cadre deployment, favouring loyalists and associates over qualified professionals. 'All the people mentioned and appointed have one thing in common. They are all associates. Quite obviously, someone is buying favours from this powerful man who has all his associates appointed,' a source said. When approached for comment on Tuesday, MEC Simelane and her spokesperson, Nathi Oliphant, did not respond to questions from IOL, despite several reminders on Wednesday and Thursday. IOL also sought to determine the criteria for these appointments and whether personal connections influenced the selection process. The publication contacted Ndunankulu Dlamini, who confirmed he had not received a response from the department. 'I have not received any reply,' he stated.

KZN premier to create 20 posts for unemployed doctors
Addressing the unemployed doctors on Wednesday, Premier Thami Ntuli — who adjourned a cabinet meeting to attend to the matter with Simelane — explained that problems with budget processes at national level, which trickled down to provinces, were the main reason for the delay in employing them and called for patience until the processes were concluded. Simelane said the posts announced by the national government were still in their hands and the provincial department could advertise them only after getting the go-ahead from head office. 'We want to make it clear those 800 posts form part of a national process, which is being handled at the level of the ministers of health, finance and parliament. KwaZulu-Natal, like all other provinces, will receive a portion of those posts. Once national has finalised that process and informed us how many posts we will receive, we will immediately advertise them.' She said her department became aware last year they wouldn't have sufficient funds in this financial year to employ doctors completing their community service and brought it to Ntuli's attention. Ntuli and Simelane then took it to the president, who referred it to his cabinet. 'As part of that, the president engaged his own cabinet to say 'go and look for extra funding for the province' (but) because they can't deal with just one province they then said it's for national, so the 800 that was spoken of by the minister of finance is in relation to national government. The national department of health will decide what KZN gets,' she said. Simelane said the department had approached Ntuli for help in addressing the unemployment challenge. 'In the meantime, we spoke to the premier to ask if he could give us anything and that amounted to the 20 posts we will be advertising because that is what the province has. The premier is going to approve this today [Wednesday] and we will advertise in the next seven days.' She said the financial struggles facing the department were rooted in the broader fiscal challenges in the country which have resulted in significant budget cuts in provinces. KwaZulu-Natal has lost more than R63bn in the past five years from its baseline budget, with the health department losing R14bn. 'That has greatly affected our ability to expand our staff complement. Nonetheless, we continue to prioritise engagements with the National Treasury and other stakeholders to unlock resources.' Ntuli said the challenges were inherited but the province was working hard to resolve them. 'We have to be honest with you; we don't have magic (but) we have to subject ourselves to a process that will deliver the expectations we put forward.' Simelane appealed for calm while the department continued to liaise with doctors and healthcare workers on various pertinent matters.

Men urged to seek medical health timeously
KZN Health MEC Nomagugu Simelane has sent out a heartfelt plea to all men to embrace a culture of disease prevention. 'Men must know their health status and seek medical help when they are sick; that is not a sign of weakness,' she said. Speaking on the Department of Health's (DoH) KZN Health Chat multimedia programme in Durban recently, Simelane explained that the DoH was going all out this month and beyond, to meet men where they are and bring them closer to health services that they often shy away from. We are urging them to come closer to clinics, community health centres and hospitals. 'It's important for men to get tested and know where they stand as far their health is concerned. 'It is a known fact that men generally don't like to visit health facilities. Women do, as do girls. You can see that they grow up knowing it's normal to seek help. But when it comes to men and even boys, you can see they don't want to come through. 'This makes it difficult for us to deal with various ailments that affect them,' said Simelane. The MEC added that this reluctance to seek help has devastating consequences, and that many men end up dying from illnesses that could have been treated if they had sought treatment earlier. She said she was incredibly concerned that it is not uncommon for men to suffer from severe headaches due to high blood pressure or a hypertensive crisis, and not seek help until it leads to something as serious as a stroke. 'The department has rolled out 129 men-friendly clinics throughout KZN, which is regarded as a major step forward. This is a good achievement when you consider we didn't have any two years ago. 'These clinics don't only deal with issues such as erectile dysfunction, they address men's health needs holistically, including ailments such as high blood pressure, diabetes, mental health, HIV, TB, cancer screening, and much more,' she said.
