E-research library with AI tools to assist lawyers
Inaugurated on July 5 by law minister Kapil Mishra, the library has various software to assist lawyers in their legal work. With initial funding of Rs 20 lakh, BCD functionaries told TOI that they are also planning the expansion of the library to be accessed from anywhere.
Named after former BCD chairman BS Sherawat, the library boasts an integrated system, including the legal research platform SCC Online, the legal research online database Manupatra, and an AI platform, Lucio, along with several e-books on law across 15 desktops.
Advocate Neeraj, president of Central Delhi Bar Court Association, told TOI, "The vision behind this initiative is to help law practitioners in their research. Lawyers are the officers of the honourable court who assist the judicial officer to reach a verdict in cases. This library will help lawyers in their legal work. Keeping that in mind, considering a request by our association, BCD provided us with funds and resources.

The library, which runs from 9:30 am to 5:30 pm, aims to develop a mechanism with the help of the evolution of technology to allow access from anywhere in the country. "We are thinking along those lines too. It will be good if a lawyer needs some research on some law point and can access the AI tools from anywhere; she will be able to upgrade herself immediately to assist the court and present her case more efficiently," added Neeraj.
Staffed with one technical person and a superintendent, the facility will incur around Rs 1 lakh per month to remain functional.
With pendency in Delhi district courts now running over 15.3 lakh cases, AI tools can help law practitioners as well as the courts. Advocate Vikas Tripathi, vice-president of Central Delhi Court Bar Association, said, "Imagine AI tools which can give you relevant references, cite related judgments, and even prepare a case if provided with proper inputs.
The AI tools have immense potential."
In July 2024, 'Adalat AI' was inaugurated in Delhi's district courts. This AI-driven speech recognition software is designed to assist court stenographers in transcribing witness examinations and orders dictated by judges to applications designed to streamline workflow. This tool automates many processes. A judicial officer has to log in, press a few buttons, and speak out their observations, which are automatically transcribed, including the legal language.
The order is automatically prepared.
The then Delhi High Court Chief Justice, now SC Judge Manmohan, said, "The biggest problem I see judges facing is that there is a large demand for stenographers, but there's not a large pool available. I think this app will solve that problem to a large extent. It will ensure that a large pool of stenographers will become available for other purposes." At present, the application is being used in at least eight states, including Kerala, Karnataka, Andhra Pradesh, Delhi, Bihar, Odisha, Haryana and Punjab.

RSRTC floats tender for third time to buy electric buses
Jaipur: The Rajasthan State Road Transport Corporation (RSRTC) has issued a tender for the third time to procure electric vehicle buses. The corporation plans to acquire 300 electric buses which are to be deployed on routes within the National Capital Region (NCR). Officials said that electric buses will be taken on contract, and bus operators will be paid up to Rs 60 per km. Before this, tenders were invited in Dec 2024 and May 2025. Officials added that the tender for 300 buses is two-fold: one with the infrastructure for charging the buses and the second without charging infrastructure. The corporation aims to procure a total of 900 EVs, which will replace the existing diesel-based fleet used for these routes. For the initial 300 buses, RSRTC has floated the tender, said officials. "Due to the two-fold nature of the tender, we have not received bids as expected till now. The tender has been floated for the 300 EVs that were announced in the state budget. By next month, we'll be able to understand what the response of the bidders is," said a senior official. "The PM E-Drive, which is the scheme of the Department of Heavy Industries, is primarily for intra-city operations, but we have requested the central govt to allow us to procure buses under this scheme due to the requirements, explaining our situation," said Shubhra Singh, RSRTC chairperson.

Haryana urban local bodies increase financial powers of municipal commissioners and officers
Chandigarh: In a move that has reignited tensions over local governance authority, the Haryana urban local bodies (ULB) department has expanded financial powers for bureaucrats overseeing municipal bodies — sidestepping long-standing demands by elected mayors and council heads for greater administrative control. A notification issued last week grants municipal commissioners and executive officers significantly higher sanctioning authority for development projects, a shift that came just days after a national conference of urban civic bodies in Gurugram called for empowering elected local representatives. For more than a decade, mayors and presidents of municipal councils — many aligned with the ruling Bharatiya Janata Party — have lobbied to approve development works independently. Instead, they now face further marginalisation, with expanded financial control handed to officers and finance committees. "Despite protocol ranking us above senior bureaucrats, we remain at their mercy," said a mayor from northern Haryana, requesting anonymity. In Gurugram, municipal commissioners can now approve development works up to Rs 2.5 crore (previously Rs 50 lakh). Projects worth Rs 2.5-10 crore will require approval from a finance committee chaired by the mayor. Projects above Rs 10 crore and Rs 25 crore will go to the ULB minister and the chief minister, respectively. In other municipal corporations, commissioners can now sanction works up to Rs 1 crore independently. Finance committees can approve up to Rs 10 crore, with larger projects routed to higher authorities in a similar tiered structure. Municipal councils and committees will follow the same slabs as smaller corporations. The move deepens concerns of elected civic heads being reduced to figureheads. "There were cases where mayors were unaware of final work orders despite chairing finance committees," said the northern Haryana mayor.

NGT serves notices to HSPCB and CPCB over pollution control lapses in Haryana
Gurgaon: Two years after a petition raised alarm over 21 industrial units operating in the region, National Green Tribunal (NGT) has issued notices over alleged regulatory lapses and categorisation concerns in Panipat's Madlauda industrial area. The notices — issued on Thursday to Haryana State Pollution Control Board (HSPCB) and Central Pollution Control Board (CPCB) — stem from a 2023 petition by a resident of Sutana village in Panipat. The pollution boards have been asked to submit relevant documents and take appropriate steps. The matter is listed for hearing on Oct 15. The complaint alleged these units — involved in the manufacture of textiles, chemicals, pesticides and cement — engaged in potentially hazardous activities without sufficient regulatory oversight or pollution control compliance.
