Council services begin to be restored following cyber attack
The local authority was alerted to malicious activity on servers managed by a third-party supplier on June 19
A number of affected servers were taken offline, leaving several services unavailable, including planning applications, paying parking or bus lane fines, and ordering certificates.
Household schedules for bin collections, permits, and complaints have also been impacted.
The council issued a warning on Friday relating to scam text messages, directing recipients to pay outstanding parking fines online.
The suspicious messages, while not mentioning Glasgow or any other location, have been received by at least some people in the city and elsewhere in the city region.
The council said it had restored the first of two services on Tuesday – Strathclyde Pension Fund, which supports pensions, and public Freedom of Information requests.
It was previously confirmed that no financial systems have been affected, and no details of bank accounts or credit/debit cards processed by those systems have been compromised.
The council said that joint investigations with Police Scotland, the Scottish Cyber Coordination Centre (SC3), and the National Cyber Security Centre have not found any evidence of any stolen data, as cybersecurity investigations continue.
Security specialists previously confirmed that the incident was not caused by email, and that email communication with the council remains safe.
North Lanarkshire Council and East Dunbartonshire Council are also both impacted by the cyber incident, as they both use Glasgow City Council's payment portal for parking fines and appeals.
A Glasgow City Council spokesperson said: 'Early in the morning of Thursday, June 19, 2025, our ICT supplier CGI discovered malicious activity on servers managed by a third-party supplier.
'We acted quickly to isolate these servers, protecting our wider network – but taking them offline has disrupted a number of our day-to-day digital and online services.
'We are conducting an investigation into the incident, alongside Police Scotland, the Scottish Cyber Coordination Centre (SC3) and the National Cyber Security Centre.
'In parallel, we are working to recover the services that have been taken offline on new servers, when it is safe to do so.
'The first two services to be restored, which support pensions and public Freedom of Information requests, came back online today.
'We are sorry that this incident will have caused real anxiety to people who have used our online services – and frustration for those unable to access those services now.'

John Swinney is under pressure not to drop the Scottish Government ban on sending public cash to weapons manufacturing projects. The First Minister last week revealed he could "reconsider" the longstanding policy due to the threat from Russia. It follows an internal review by its business quango, Scottish Enterprise, into its funding of arms companies. Scottish taxpayers have shelled out £8million in grants since 2019 to arms dealers like Leonardo, Raytheon and BAE Systems. The money is not currently allowed to go towards the direct manufacture of munitions, but critics describe the current system of human rights checks as "inadequate". The Scottish Greens and Amnesty International say cash has been awarded to firms involved in manufacture of F-35s and other military tech in Gaza. Greens MSP Patrick Harvie said: 'Scottish tax payers' money should never go towards companies arming regimes that commit war crimes. "In recent years the UK has armed Israel as it engaged in genocide, Saudi Arabia as it pursued a brutal war in Yemen, and Hong Kong and Egypt as they attacked pro-democracy protests. 'The SNP generally falls back on the 'no manufacture of munitions' line to defend the fact that they still fund companies complicit in such crimes. 'Far from retreating from their policy, they should strengthen it by applying human rights checks that actually mean something, instead of the rubber stamp currently applied." He added: 'There are hundreds of projects across the country that provide jobs and positive, productive outcomes for Scotland that would welcome financial support from the government. "There's simply no need to give it to arms dealers and war profiteers.' Swinney had previously said the government's stance against directly funding munitions would remain, with his Cabinet minister Mairi Gougeon previously saying it was based on the party's "principles". It reads: 'Anyone who attends the funeral of Edward and Ross this week will be treated the exact same way as them. 'Family and friends take note. 'One man and his ego caused all this." It's yet to be confirmed exactly where and when the funeral of the gunned down pair will be held. The Lyons gangsters were drinking in Monaghans bar in the Costa del Sol after watching the Champions League Cup final when they were gunned down on May 31. A hooded assassin was captured on CCTV storming the boozer and shooting both men dead in front of horrified holiday makers and staff. Lyons Jnr had been on a golfing trip with pals when he decided to hook up with best friend Monaghan who lived there. Monaghan, a senior member of the Lyons gang, was appointed sole director of the Spanish firm on February 8 2021. The mobster, who fled Scotland for Spain in 2017, was tried but acquitted over the murder of notorious Glasgow hood Kevin 'Gerbil' Carroll at an Asda car park in 2010. In August 2017 he and Lyons Jr, 46, were cleared of being involved in a brutal street attack on three men outside the Campsie bar in Bishopbriggs, East Dunbartonshire.
