
DMW insists OWWA land deal 'anomalous'
Migrant Workers Secretary Hans Cacdac, along with other DMW officials, said that critical steps—most notably, obtaining approval from the OWWA Board of Trustees—were entirely bypassed.
According to Cacdac, under established law, any transaction and subsequent modifications involving OWWA properties must be presented to and approved by the Board of Trustees—which includes DMW representatives. However, the decision to purchase the property and alter key provisions in the Deed of Absolute Sale was never disclosed to the board.
'What we observed was an anomalous process. The money, which was refunded following our intervention, should have been produced as proof immediately,' Cacdac stated during an interview with GMA Integrated News.
DMW officials detailed that in September 2024, Ignacio amended the deed to shift the responsibility for the local transfer tax.
The original document clearly held OWWA accountable for the tax, but a later version redirected this obligation to involve a P36 million payment—a significant change that was made without notifying the board.
The investigation uncovered that Ignacio failed to disclose the presence of a leasing tenant occupying the property. The board later discovered that OWWA had, in effect, assumed the role of 'landlord' without formal approval.
In a pointed exchange, Cacdac questioned Ignacio's account of the transaction.
'I asked, 'Where is the rent?' and learned that it was still being collected by the previous landowner—someone who, without board approval, was authorized to act as a private rent collector for an amount reportedly around P1.4 million,' Cacdac explained.
He added that such practices run counter to standard procedures and exacerbate concerns over financial transparency.
Ignacio had earlier defended his actions by insisting that all transactions were reported to the board and that the property's valuation was properly assessed by the Land Bank of the Philippines—the designated government financial institution.
'It is the LandBank that determined the value, and the amount paid by OWWA reflects that assessment,' Ignacio said.
However, Cacdac argued that the LandBank's reliance on the Right of Way Law was misplaced.
'That law is not applicable to this purchase, especially when there's no approved national infrastructure project and no board sanction to invoke it,' he said.
DMW officials have already expanded their inquiry to the tax aspects of the deal. They are currently consulting with the Bureau of Internal Revenue (BIR) to determine whether the proper tax—possibly value-added tax rather than capital gains tax—was applied, given that the seller is a realty corporation.
As the investigation continues, DMW remains committed to demanding full transparency and adherence to protocol in all transactions involving public funds. — VBL, GMA Integrated News

GSIS chief Veloso placed under preventive suspension by Ombudsman
The Office of the Ombudsman has placed Government Service Insurance System (GSIS) President Jose Arnulfo 'Wick' Veloso and six other officials under preventive suspension without pay for six months amid its probe on the P1.4 billion deal with Alternergy. In an Order dated July 11, the Ombudsman said it 'found sufficient grounds' to place Veloso and six other GSIS officials under a six-month preventive suspension 'considering that there is strong evidence showing their guilt' of possible grave misconduct, gross neglect of duty, and violation of reasonable office rules and regulations over the P1.4 billion stock purchase from AlterEnergy Holdings Corporation. 'The [Ombudsman's Results of Investigation] expounded that the provisions [of the GSIS Investment Policy Guidelines] were contravened by the respondents because: the Perpetual Preferred Shares were not listed with the PSE (Philippine Stock Exchange) on the dates of the execution of the agreement and the payment of the subscription, the investment was non-compliant with the Minimum Market Capitalization and exceeded the Free Float Market Capitalization Cap,' the Ombudsman said. Likewise, the Ombudsman said that the P1.4 billion worth of preferred shares were purchased by GSIS without the necessary endorsement from the Assets and Liabilities Committee (ALCO) and the Risk Oversight Committee (ROC) for the approval of the Board of Trustees (BOT). 'Their continued stay in office may prejudice the investigation of the case filed against them. [The suspension order is being issued] in order to preserve documents and evidence pertaining to this case which they have control and custody; and in order to avoid respondents' commission of further malfeasance and/or misfeasance in office,' the Ombudsman said. GMA News Online has reached out to Veloso for comment but he has yet to reply as of posting time. Thunder Consortium bags P36.26B hydro power plant complex in Laguna
Thunder Consortium, composed of Aboitiz Renewables Inc. (ARI), Sumitomo Corporation, and Electric Power Development Co. Ltd (J-Power), has been awarded the winning bidder for the P36.26-billion sale and privatization of the Caliraya-Botocan-Kalayaan (CBK) Hydroelectric Power Plant Complex. In a regulatory filing, ARI's parent firm Aboitiz Power Corp. said the company was informed on Monday, July 21, that the Power Sector Assets and Liabilities Management Corp. (PSALM) issued a Notice of Award to the Thunder Consortium last Friday, July 18, 2025. 'The Thunder Consortium will undergo the post-award process required by PSALM,' the filing read, but did not elaborate. Thunder Consortium was the highest-ranking bidder for the asset, offering P36.26 billion, and besting the FGKW Consortium of First Gen Prime Energy Corporation and Korea Water Resources Corporation. Located in Lumban, Majayjay and Kalayaan in Laguna, the CBK complex is part of the assets being sold by PSALM to fund the settlement of its liabilitations and obligations that are assumed from the National Power Corp. (Napocor). The CBK Hydroelectric Power Plants are part of the assets the government targets to privatize this year, along with assets in NLEX Corp. (P330 million), receivables in the Nonoc Mining and Industrial Corp. (P820 million), Elorde Sports and Tourism Development Corp. (P621 million), Food Terminal Inc. (P40.46 billion), and SMC Slex Inc. (P12.0 to P24.8 billion). The power plants are currently operated under a 25-year build-rehabilitate-operate-transfer agreement with CBK Power Company Ltd., which is set to expire in February 2026. The government is also looking to raise P100 billion next year. Based on the latest report of the Development Budget and Coordination Committee (DBCC), the administration is looking to generate P4.520-trillion in total revenues this year, and P4.983 trillion in 2026. ARI is a wholly-owned subsidiary of Aboitiz Power Corp., and represents the company's investments and interests in renewable energy projects including geothermal, large hydro, run-of-river hydro, wind, battery energy storage systems, and solar projects. PH, Croatia ink guidelines on recruitment of Filipino hotel workers
The Philippine and Croatian governments on Thursday signed the implementing guidelines for the safe and ethical recruitment of Filipino hotel workers in Croatia. The guidelines were signed by Philippines' Department of Migrant Workers Undersecretary Felicitas Bay and Croatian Employment Service Director General Ante Loncar through a virtual ceremony. 'Under the government-to-government arrangement, Croatian employers will shoulder the recruitment-related costs for Filipino workers subject to permissible fees agreed upon by both parties. The agreement also establishes a clear dispute resolution mechanism, guided by both Philippine and Croatian labor laws,' said DMW in a statement released on Friday. 'Additionally, Filipino workers will be well-prepared for employment in Croatia through a Pre-Departure Orientation Seminar (PDOS) conducted by the Overseas Workers Welfare Administration (OWWA), and a Pre-Flight Briefing led by the Department of Migrant Workers' Pre-Employment and Government Placement Bureau (PEGPB).' The deal between the Philippines and Croatia also seeks to boost the bilateral cooperation of the two nations, the DMW added. Philippine Ambassador to Austria Evangelina Lourdes Bernas and Director of Labour and Employment Directorate Luka ?irko also witnessed the signing.
