External quality assurance laboratory set up to ensure quality of tests at govt facilities

To ensure the quality of tests conducted at government laboratories across Tamil Nadu, an external quality assurance laboratory has been established at the State Public Health Laboratory (SPHL), Directorate of Public Health (DPH) and Preventive Medicine.
Set up at a cost of ₹1.13 crore, the laboratory will ensure the quality of tests conducted in 2,177 Primary Health Centres (PHC), 300 government hospitals and 36 medical college hospitals across the State without any cost to the participating government labs.
Pilot launch
As a pilot project, the DPH-EQAS (External Quality Assurance Scheme) programme is being rolled out at 116 PHC laboratories in Tiruvallur and Chengalpattu districts.
According to an official release, laboratory services are essential for the diagnosis of diseases, surveillance and to initiate preventive and control measures. Currently, the Integrated Essential Laboratory Services (IELS) being implemented has further strengthened the scope and services in the State. Under IELS, samples are being referred from spoke labs to hub labs for various investigations. So, patients need not travel unnecessarily, and it reduces the out of pocket expenditure as well. So far, laboratories under DPH and other health institutions were sending samples for external quality checks to Christian Medical College, Vellore for an annual expenditure of ₹52 crore. Based on the participation of EQAS programme and other parameters, 1,622 PHC labs in Tamil Nadu are NABL certified under MELT programme. From now on, the SPHL can conduct the quality checks.Such EQAS laboratories are not available in other government or their allied institutions. Hence, it was decided to establish the DPH-EQAS lab at SPHL.
The National Health Mission, Tamil Nadu sanctioned ₹90 lakh for the procurement of laboratory equipment.Health Minister Ma. Subramanian inaugurated the DPH-EQAS lab and launched the pilot programme in the two districts. He also launched a mobile app developed for the project to upload laboratory results.
After the successful implementation of the pilot project in Tiruvallur and Chengalpattu districts, ISO 17043 will be obtained from NABL and from January 2026 onwards, all government laboratories in T.N. will be participating in the DPH-EQAS Program, the release said.

Named after the town of Lyme, Connecticut, where it was first identified in children in 1976, it primarily affects the skin, nervous system, heart and joints. Symptoms and causes In an interview with HT Lifestyle, Dr Santosh Aggarwal, senior consultant, internal medicine at Marengo Asia Hospitals, Faridabad, stated that the disease is primarily transmitted to humans through the bite of black-legged ticks (also known as deer ticks) that carry the Borrelia bacteria. These ticks are commonly found in wooded or grassy areas, and they can latch onto humans and animals, transmitting the bacteria during their feeding process. Depending on the stage of infection, the symptoms of Lyme disease can vary. Moreover, it can also mimic other illnesses, making it challenging to diagnose. Dr Aggarwal revealed that it generally progresses in 3 stages: 1. Early localised stage: Lyme disease usually occurs within 3 to 32 days after a tick bite. The Telangana Health Department has initiated departmental proceedings against the Director of Public Health and Family Welfare (DPH), Dr B. Ravinder Naik, and seven other senior officials in connection with procedural irregularities during last year's general transfer process. According to a circular accessed by The Hindu, the government has appointed Dr J. Ajaya Kumar, Commissioner of Telangana Vaidya Vidhana Parishad (TVVP), as the presenting officer in the inquiry. The circular: 'The government, in exercise of the powers conferred under the Telangana Civil Services (Classification, Control and Appeal) Rules, 1991, appoints Dr J. Ajaya Kumar as the presenting officer to present the case on behalf of the disciplinary authority in support of the article of charges against Dr B. Ravinder Naik and seven other government servants before the inquiring authority.' The probe pertains to the general transfers effected between June and July 2024, following the issue of a GO, which mandated that healthcare personnel who had served more than four years at a particular institution be compulsorily shifted. However, insiders allege the guidelines were manipulated, favouring certain officers. 'Many used the G.O. selectively to manipulate transfers. Senior officials, including the DPH, ensured that some individuals, despite crossing the four-year limit, remained posted in Hyderabad or other urban areas by invoking political connections or allegedly accepting bribes. Meanwhile, others were transferred even before completing three years of service, which is a clear violation of the rules,' a source in the Health Department said. The irregularities came to light after multiple doctors filed formal complaints, prompting the then Commissioner of Health and Family Welfare to order a preliminary investigation. The findings of that probe reportedly confirmed procedural violations and suggested financial transactions had occurred to influence postings. 'Based on the initial findings, departmental charges were framed against the eight officers. Since none of them responded with a written explanation despite being issued memos, a full-fledged inquiry has now been launched,' the source added. Officials familiar with the matter say further disciplinary action, including suspension, could follow depending on the outcome of the investigation.

Counselling for admission to MBBS/BDS courses under special categories and 7.5% reservation for government school students was held on Wednesday, with 699 students receiving allotment orders. Handing over the allotment orders to the students, Health Minister Ma. Subramanian said there were a total of 494 MBBS seats and 119 BDS seats under the 7.5% reservation for government school students. Counselling was held for 613 MBBS/BDS seats under the category, and allotment orders were issued. Under the various special categories, 67 persons with benchmark disabilities, eight sportspersons, and 11 children of former servicemen received the allotment orders. In all, allotment orders were issued to 699 students, the Minister said. 'The State government bears the expenses — tuition fee, hostel fee and mess fee — of those admitted under the 7.5% reservation for government school students,' he added. Responding to a question on NEET repeaters and NEET exemption, the Minister said there were students who had attempted the test five or six times. This was why the State government was determined to secure an exemption from NEET, he added. While the State government also offered free coaching for NEET, the ultimate aim was to secure an exemption from it, the Minister said.
