Prof K V Thomas rebuts allegations of corruption in NH66 project, defends PAC process
Prof Thomas, a veteran parliamentarian who once headed the PAC, said that if someone were to claim the committee was delaying or obstructing the dream project of national highway development in Kerala, 'they cannot be entirely blamed.'
However, he clarified that the PAC chairperson does not wield unilateral authority. 'The PAC submits its decisions unanimously and only with the Speaker's consent to Parliament. It is Parliament that decides the course of action, based on the CAG's recommendations that the committee deliberated upon,' he said, in a statement here.
Distinguishing the current scenario from previous instances, Prof Thomas said, 'During my tenure as PAC chairman, I made a statement about summoning the Prime Minister in the context of demonetisation and GST implementation, both of which were done without prior Parliamentary knowledge. But even then, we could not proceed without the committee's consensus and the Speaker's permission. Eventually, we summoned the RBI Governor instead, and the report was submitted to Parliament accordingly.'

CM Yogi was addressing a public gathering during the inauguration of an 11-storey barrack tower and a 30-bed hospital at the 26th Battalion of the Provincial Armed Constabulary (PAC) in Gorakhpur. "Eight years ago, Uttar Pradesh was known as a riot-prone state. Youths from UP were not even given accommodation outside the state due to the state's notorious image. Today, the same youth are respected everywhere," said Yogi. He asserted that UP has set a benchmark in policing that even outsiders now appreciate and cannot mock. Highlighting the challenges faced earlier, CM Yogi said that UP's police force, despite being responsible for the country's most populous state, operated with massive vacancies and crumbling infrastructure. Before 2017, UP had the capacity to train only 3,000 recruits at once. Today, over 60,000 personnel are undergoing training across 112 centres. He added that massive infrastructure upgrades have been undertaken in all police stations, lines, and PAC units. "In many districts, the tallest building is now a police barrack," he remarked. CM Yogi urged police recruits to value training, stating, "The more you sweat in training, the less blood you shed in the field." He advised them to focus on learning modern legal frameworks, cybercrime, digital arrests, and women safety under Mission Shakti. Referring to the alarming number of road accident deaths, around 22,000 annually, Yogi stressed the need for awareness campaigns, particularly among school children, to reduce fatalities caused by speeding and traffic violations. Addressing the event, ADG (PAC) Ramkrishna Swarnkar said that UP is building multi-storey barracks across various PAC units and, under CM Yogi's leadership, has for the first time constituted a Women's Battalion with buildings under construction in Gorakhpur, Lucknow, and Budaun. Gorakhpur MP Ravi Kishan hailed the CM's leadership, saying UP's law and order has earned recognition not only across India but also internationally. "The record number of police recruitments under CM Yogi has transformed UP into 'Uttam Pradesh'," he said. Before the main event, CM Yogi inspected the new barrack tower and hospital within the PAC premises. He reviewed amenities and praised the progress made in police infrastructure.

12 Indians missing in Russia: Govt responds to Rajya Sabha MP's question
In response to a query raised by Rajya Sabha member Balbir Singh Seechewal, the ministry of external affairs (MEA) confirmed that 12 Indian youths are officially missing in Russia. The issue concerns Indian citizens who were allegedly stranded and forcefully inducted into the Russian armed forces. Minister of state for external affairs Kirti Vardhan Singh said that the Indian government has urged Russia to provide regular updates on the missing individuals. Despite disruptions in the ongoing monsoon session of Parliament, the government is obligated to respond to written questions submitted by MPs. In his query, Seechewal asked why families of the stranded individuals were not receiving updates and what steps the Indian government is taking to support and repatriate these citizens. He also sought details on travel arrangements, legal aid abroad, and the overall strategy being adopted in such sensitive circumstances. 'The ministry must clarify the obstacles faced in bringing these youths home and outline the actions being taken to overcome them,' he stated. Responding to the written question, minister of state for external affairs Kirti Vardhan Singh informed the House that 98 have returned to India after serving in the Russian army. Of these, 13 remain in Russian service and 12 others officially listed as missing by Russian authorities. The minister said that the Indian government has urged Russia to provide regular updates on the missing individuals and to ensure their safety, well-being and early release. 'For those whose service has concluded, the Indian Embassy in Russia is facilitating their return by arranging travel documents and where needed, providing flight tickets,' the minister stated. He added that the safety and welfare of all Indian nationals abroad remain the Centre's highest priority and every request for assistance is acted upon promptly.

CII summit flags need for better regional connectivity to boost devpt
Mangaluru: The issue of lack of connectivity posing a major hurdle in Mangaluru's march towards the Silicon Beach and Beyond Bengaluru initiatives took centre stage at the Infrastructure & Logistics Summit organised by Confederation of Indian Industry (CII) Mangaluru here on Thursday. Delivering the keynote address, New Mangalore Port Authority (NMPA) chairman Venkata Ramana Akkaraju said even after 75 years of Independence, connectivity from the rest of Karnataka to the west of the state has not improved, hindering the progress of the coastal districts. "Infrastructure, connectivity, and GDP growth are complementary to each other. Udupi and Dakshina Kannada contribute Rs 1.2 lakh crore of to the GDP of Karnataka, with per capita income being around Rs 4.92 lakh. Yet, we have to accept that coastal Karnataka is still missing the bus," he said. Within the state itself, there have been connectivity issues. Mangaluru-Bengaluru NH 75 and NH 275 to Mysuru were a work-in-progress for several years, often closed during heavy rains. The Mangaluru-Hassan rail connectivity, too, often gets affected due to heavy showers. Given such a situation, Mangaluru-Bengaluru airfares have shot up to Rs 10,000. In spite of the many challenges, NMPA has increased its cargo handling from 34 million tonnes to 46 million tonnes in the past five years, with profit after tax rising from Rs 110 crore to Rs 550 crore. The port could have handled more than 65 million tonnes of cargo, increasing its profit by an additional Rs 150 crore, had there been adequate connectivity, Akkaraju claimed. S Selvakumar, the principal secretary in the commerce and industries department, said: "Karnataka ranks No. 1 in per capita gross state domestic product (GSDP) in the country, and No. 2 in foreign direct investment as well as GST contribution." He added that the state's Industrial Policy 2025-30 is focused on developing world-class infrastructure. '92% willing to return home' Suyog Shetty, the CEO of Niveus Solutions, said 92% of the talent that migrated from the coastal region of Karnataka are willing to return home if there are meaningful alternatives. "If you offer the right opportunity and adequate salary, people will return to Mangaluru," he said. According to G Sundararaman, the chief scientist and head of Wipro Research, India is in an absolute tech decade with vast opportunities in the semiconductor industry. The cascading effect could be felt in Mangaluru as well, he added. Underscoring the cost benefits of acquiring office and residential spaces in Mangaluru, Rohith Bhat, the founder of Robosoft, said: "The region has a good ecosystem, with companies referred to as 'talent capitals'. There are several engineering and other colleges around. This massive talent pool allows firms to acquire the best brains from within the region itself."
