KTR accepts Revanth Reddy's challenge to debate on Telangana farmers' issues
Bharat Rashtra Samithi (BRS) working president KT Rama Rao has accepted Chief Minister Revanth Reddy's challenge for a public debate on farmers' issues. Rao, popularly known as KTR, said he was ready to confront the Chief Minister anywhere, anytime and dared him to fix the date, time and came after Reddy demanded KTR to have a debate with him on farmers' aim at Reddy, KTR alleged the Chief Minister lacked basic knowledge about agriculture and governance. "I am giving him 72 hours to prepare so that he doesn't end up embarrassing himself by mistaking a basin for a vegetable. This is for his own good," KTR remarked sarcastically while speaking to reporters. Asserting he was ready for the debate, KTR offered to meet at any location chosen by the Chief Minister - whether in Reddy's own constituency of Kodangal, his native village Kondareddypally, or even at the Ambedkar statue or Somajiguda Press Club in Hyderabad. "This is not about mudslinging. Let's put the facts out there. Let's see who really worked for Telangana's farmers," he accused Reddy of betraying Telangana by diverting the state's water to Andhra Pradesh, and claimed that the Chief Minister was acting under the influence of TDP chief and Andhra Pradesh Chief Minister Chandrababu Naidu. "Revanth has turned Telangana into an ATM for the Congress high command. He's running a puppet government, not a people's one," he what he called the success of the BRS regime, KTR said that agriculture in Telangana had been transformed into a celebration under K Chandrasekhar Rao's regime. Unemployed people won't vote for jobs that never came. Defence Minister Rajnath Singh to inaugurate Controllers' Conference 2025 on July 7
New Delhi [India], July 6(ANI): The Defence Accounts Department (DAD) will host the Controllers' Conference 2025 from July 7 to 9 at the Dr SK Kothari Auditorium, DRDO Bhawan, New Delhi. The conference will be inaugurated by Defence Minister Rajnath Singh on July 7, in the presence of top military and civilian leadership including Chief of Defence Staff General Anil Chauhan, the three service chiefs, Defence Secretary Rajesh Kumar Singh, Financial Adviser (Defence Services), S G Dastidar, and Controller General of Defence Accounts Mayank Sharma, marking it as a key platform for shaping the future of India's defence financial architecture said Ministry of Defence. A flagship forum for policy dialogue, strategic review, and institutional innovation, the Controllers' Conference brings together top leadership from DAD, the civil service, academia, think tanks, and stakeholders across the defence and finance sectors. It serves as a vital platform for evaluating challenges, initiating reform, and advancing the role of financial governance in defence preparedness. The theme of this year's conference, 'Transforming Financial Advice, Payment, Audit and Accounting through Defence Finance and Economics,' reflects a paradigm shift within the department, repositioning DAD from a finance & accounts body to a future-ready institution focused on Defence Finance and Economics. This transformation, guided by the strategic vision articulated by the Raksha Mantri on October 01, 2024, is internally driven, inclusive, and aligned with emerging national security imperatives. The transition is anchored in DAD's new mission statement and Motto 'Alert, Agile, Adaptive' which will be formally released during the event. The conference will feature eight high-level business sessions (Manan Satras), covering areas such as budget and accounts reform, internal audit restructuring, collaborative research, pricing innovation, and capacity building. These sessions will explore the evolving role of Integrated Financial Advisors (IFAs) in balancing fiscal prudence with strategic support for a competitive and self-reliant defence industry. Managing a defence budget of Rs 26.8 lakh crore, including Rs 1.7 lakh crore dedicated to pensions, DAD plays a pivotal role in payroll, pension disbursement, audit, procurement pricing, and strategic financial advice. The MoD statement stated that over the past year, the department has made significant strides in digital transformation, with flagship reforms such as 'SAMPURNA': an AI-driven, end-to-end automation system for defence procurement and payments, which enhances transparency and agility. 'SPARSH' is now serving over 32 lakh pensioners. This digital platform has redefined pension delivery with transparency and accessibility. 'SPARSH VAN', a mobile outreach innovation launched in Tamil Nadu, delivering pension services directly to veterans' doorsteps and 'e-Raksha Awaas': Automated recovery of over Rs 500 crore in rent, generating Rs 2,700+ crore in rent bills. Defence Travel System (DTS) and AI-based procurement tools: Building a smarter, data-centric financial network for defence Since the last Controllers' Conference, DAD has conducted 206 outreach programmes and established over 200 service centres across India strengthening last-mile delivery and stakeholder engagement. Training and upskilling remain central to the transformation, with institutions like NADFM Pune and CENTRAD Delhi driving officer education in defence economics, data analytics, and digital resource management. DAD's audit functions are also evolving into advanced Management Information Systems (MIS) that provide early risk indicators, performance benchmarks, and decision-support frameworks. Aligned with the MoD's declaration of 2025 as the Year of Reform, the conference is expected to yield actionable outcomes that will fortify India's defence financial architecture--driven by Atmanirbhar Bharat and committed to maximum governance with minimum government. Fake govt order issued before Assembly polls leads to infra works worth crores, probe begins
Maharashtra's Rural Development Department (RDD) is probing a fake Government Resolution (GR) issued just days prior to the 2024 state Assembly polls leading to infrastructure works worth crores. The department has asked all Zilla Parishads in the state and all Superintending Engineers of Public Works Department (PWD) to not act on the said GR as it has already led to the tendering and sanctioning of works worth at least Rs 6.94 crore in Ahilyanagar district of western Maharashtra. The RDD has a budget head called 2515 1238 which deals with providing basic amenities to villages as suggested by elected representatives. On October 3, 2024, just prior to the Assembly polls, a GR was issued sanctioning developmental works worth Rs 6.94 crore for Ahilyanagar district under the above-mentioned budget head. Based on the said GR, tenders were issued at the district level. The 25/15 scheme implemented in rural Maharashtra by the RDD is an important scheme for carrying out various development works according to local needs. Under this scheme, infrastructure works such as village roads, drains, Pandan roads (roads leading to farms), roads connecting cemeteries, public toilets, Gram Panchayat office repairs, gymnasiums, market stalls are mainly undertaken. These works are carried out at a cost of Rs 5 lakh to Rs 25/30 lakh each on the recommendation of the local MLA. At the district level, the works are implemented through the Zilla Parishad or the Public Works Department. Under the scheme, works worth Rs 1,500 to 2,000 crores are carried out in the state in a year. 'When the contractors sought payment of works done, the file of the same was noticed by officials in Mantralaya who cross-checked with the issued GRs. It was found that no such GR was ever issued on October 3. It was a work of forgery and cheating. The payment was stopped and departmental inquiry was ordered,' said a senior official from the RDD. On March 28, 2025, the RDD issued circular to all ZPs and the PWD's all Superintending Engineers about the existence of fake GR and to be remain careful while sanctioning works at local level. The circular stated, 'The correspondence from the state government's official e-mail id of should only be considered official regarding the budget head 2515 1238.' The circular also advised to immediately contact the RDD in case of any doubt regarding any GR. It also advised to initiate criminal proceedings. The Assembly elections were held last year. The Central Election Commission implemented the model code of conduct (MCC) for the elections from October 15. Before MCC, developmental works worth thousands of crores of rupees were approved by the state government through all government departments and government decisions for the works were published in a hurry. 'It seems someone took advantage of this. As of now, we have come to know about one district alone. We do not know how many such GRs were issued and whether they were used in other districts,' the officer added. In Ahilyanagar district, the fake government decision has led to as many as 45 development works in four talukas namely Ahilyanagar, Parner, Shrigonda and Nevasa.
